CHQ CIRCULAR ON RECENT DEVELOPMENT

Dear Comrades, We are furnishing hereunder some recent developments concerning the postal employees in general and GDS employees in particular.

 

GRAND PARLIAMENT MARCH AND GDS VOICES ECHO IN DELHI STREETS:-

Thousands of GDS employees came from nook and corner of the country to capital roared as lions with strong determination exhibiting placards, banners and the red flags of AIPEDEU for departmentalization and all other justified demands in the streets of Delhi under the mighty leadership of Com. S.S. Mahadevaiah, General Secretary, AIPEDEU, on 23-02-2011 Wednesday in connection with "MARCH TO PARLIAMENT" by all central trade unions.

 

More than Ten Thousand GDS employees gathered at Hindu Maha Sabha Bhavan in the morning of the day where the procession began. The procession led by Com. S.S. Mahadevaiah started exactly at 9:00 A.M. and passed through Mandir Marg, Ashok road, Palika Kendra Bus stop, Talstoy road and at last reached to Parliament Street. The beating of drums, the demonstration of GDS employees and the red flags of AIPEDEU made the procession rich and colourful. A good number of GDS from Punjab Circle joined in the main procession at Talstoy Marg. Com. D.N. Giri, President (CHQ) and Com. Rajendra Diwakar, Treasurer (CHQ) guided the G.D.S. employees. Out of 22 circles representation of 21 circles participated in the Parliament March. All CHQ bearers, Circle Secretaries veteran leaders and well wishers of GDS also participated. We demanded regularisation and all facilities at par with regular employees. The procession started from different areas corresponding to federations and central trade union come and joined in the parliament street.

 

Com. Sanjeeva Reddy (INTUC), Com. Umrao Purohit (HMS), Com. Gurudas Das Gupta (AITUC), Com. Tapan Sen(CITU), Com. Swapan Mukhrajee, Com. Tiwari, Com. S.S. Mahadevaiah (GDS) and other prominent leaders addressed the meeting. A detailed and brief Memorandum on GDS demands was submitted to the Prime Minister and the Speaker of Lok Sabha through the representatives of the Central Trade Unions.

 

CHQ expressed his heartful thanks to all the GDS who came to Delhi on the call of GDS Union even in the cold climate to make the programme a thundering success.

 

Filling up of GDS posts in Branch Post Offices:-

Filling up of GDS posts in Branch Post Offices Department issued Orders No 17-103/2007-GDS Dated 17.02.2011 on Filling up of GDS Posts – Competent Authority has decided that the vacant post of GDS BPMs, in Branch offices (irrespective of the number borne on establishment) be filled up by Head of the Division without reference to HOC immediately after its falling vacant. All Branch/Divisional Secretaries are requested to vigilant and ask the local administration early action to fill up all GDS vacant Posts. The said Orders enclosed herewith. 

 

New Recruitment Rules for the M.T.S and Postmen/Mail guard:-

The New Recruitment Rules for the MTS and Postmen notified DG(P)letters No.45-2/2011-SPB-I, Dated : 27-01-2011 and No.44-2/2011-SPB-I, Dated : 27-01-2011 recently by the Department states that direct recruitment from open market is to be resorted to for filling up 25% Postmen vacancies. This clause virtually snatches away the right of the Gramin Dak Sevaks to get appointed against 50% of the Postmen vacancies hitherto ear-marked for GDS employees. We already protested and our suggestions forwarded to department, we have already published in our websites and journal.  Further unilateral orders have been issued restricting the compassionate appointment of GDS vacancies, tightening of norms for cash handling and stamp sale etc.  Further the discrimination in payment of bonus to GDS still continues. We shall continue our struggle until we get Justice.

NEW SYLLABUS FOR MTS, POSTMEN AND PAs/SAs:-

The department of post is going to finlised syllabus for M.T.S., Postman/mail guard and PAs/SA syllabus and to conduct examination on the basis of new recruitment rules within three weeks. The examination pattern is changed from descriptive type to objective type multiple choice questions are given. Complete details will be given shortly. The New Recruitment Rules for PAs/SAs also orders will be issued shortly.

 

REMITTANCE OF QUOTA & DUES TO CHQ:-

All divisional and branch secretaries are requested to clear all quota and CHQ Donation dues from their branches and divisions at the earliest. CHQ is pursuing the problems of GDSs continuously and has to strengthen our organization with all efforts doing at all levels to achieve our justified and desirable demands through struggles in the near future. Also clear the dues of Rural Postal Employees and also enroll more new members.

 

ENROLL MORE MEMBERSHIP:-

Comrades, you are aware that declarations from such friends who have not exercised their options for membership of our union are to be enrolled during the month of April   2011. Obtain letter of authorisation from maximum GDS and ensure submission to the concerned Post Masters (SPOs/SSPOs) by 30th of April 2011. Also send reports to the CHQ regarding Enrollment of new members. Verification of membership, result may be shortly announced.  

 

GDS Conduct Rules in the form of Book CHQ Releasing shortly.

Much awaited rulings and updated Orders, Letters and instructions of Directorate is brought out in the form of a compendium. Please expect it in Hindi and English, more information shortly.
