Make The CHQ Struggle Programme Success

The CHQ struggle programme
1) Submit the Memorandum to Local MLA, M.P. and request them to forward the Memorandum to the Prime Minister, Finance Minister and Communication Minister in the first week of August at your convenient dates. Divisional/Branch Secretaries are requested to forward the Memorandum to The Prime Minister, Finance Minister, Communication Minister and Secretary Postal Board after obtaining the signatures of the Divisional Working Committee members.  
2) “MOTOR CYCLE RALLY” or FOOT MARCH (PADA YATRA) in the entire Division touching every Branch post office to meet each and every GDS official from 9.8.2014 to 14.8.2014.
3) Massive Dharna before Divisional offices on 19.8.2014.
 Demands:- 
Include GDS wage structure and service conditions in the purview of 7th CPC (b) Departmentalisation of GDS (c) Local problems.
4) Regional level meetings in the month of September to review the first, second and third phase of programmes. 
5) Circle level GDS conventions in the month of October,2014.
6) All India GDS convention in the mont
h of November 2014 to discuss and decide the future course of action. 
The All India Leaders will tour in all Circles during the period August to October, 2014.

All the Divisional/Branch Secretaries, Circle Secretaries, CHQ office bearers are requested to take necessary steps for making CHQ programme grand success.

Respected Sir,


Most respectfully we are submitting herewith Memorandum on behalf of Two Lakh Sixty Three Thousand Gramin Dak Sevaks in the Department of Posts on most important problems for your kind perusal.

Regular Postal services in India were established in the year 1766. The history of Extra Departmental (Now Gramin Postal Services) system can be traced prior to 1868.

At the time of independence the total number of post offices in India was total 44, 191 out of which 23,445 were departmental post offices and 20,746 were extra departmental offices. There after the postal services saw phenomenal growth and the number of post offices as in the year 2012-13 was 1,54,822 out of which 25,444 were departmental post offices. And 1,29,378 were extra departmental. The rural post offices i.e. ED post offices played very vital role in generating small savings. Almost every postal service i.e. MNREGS, PLI, RPLI and old age pensions is provided in one or the other way at the Branch offices manned by the Gramin Dak Sevaks 89% of the postal network is being manned by these Gramin Dak Sevaks.  

Unfortunately, most of the facilities granted by the department to the departmental employees are denied  to these low paid poor employees where as the duties, services, functions, risks and responsibilities of the GDS employees similar and equal to those of departmental employees.

Recently the Govt. of India appointed 7th Central Pay Commission to examine the wages, service conditions of the Central Government employees. The inclusion of  pay structure and service conditions of Gramin Dak Sevaks in the purview of CPC is denied for long time.

  The inclusion of wage structure and service conditions of EDAs (now Gramin Dak Sevaks) were consider by the 1st Central Pay Commission. The 4th Central Pay Commission also opened that the wage structure and service conditions of EDAs (now Gramin Dak Sevaks) may be included in the purview of Central Pay Commission.

The Hon’ble Supreme Court of India in its land mark judgement dated 22.04.1977 has hold that the Extra Departmental Agents (now Gramin Dak Sevaks) are holders of Civil Posts, even though this section of employees are kept in dark.

This union has got agreement with the Dept. of posts at the time of withdrawal of indefinite strike held from 18th to 21st February, 2014. Based on that agreement, the inclusion of wage structure and service conditions of Gramin Dak Sevaks in the purview of 7th CPC is recommended by Dept. of posts to DOPT. The DOPT is also positively responded and the file was sent to the Ministry of Finance for consideration. Now the file was with Finance Ministry. This union humbly requested the Hon’ble Prime Ministers kind intervention to settle the issue positively. This union also requested the Hon’ble Prime Minister to grant all the benefits to the Gramin Dak Sevaks at par with departmental employees to scrap the discrimination subjected to hundred and fifty years immediately.

Dear Comrades,

        Aware of the destructive forces, who are always trying to create confusion among the GDS fraternity by spreading false news and false propaganda. Their main intention is to destroy the GDS strength, which occupied more than 65% in the postal department. Their goal is sabotize the GDS struggle by hook or crook. Unfortunately some of the GDS Brothern fell into their trap. Come out. Join with AIGDSU, the only one recognized union in the department of post and also the only one union stand beside the GDS for the betterment. We conducted glorious and historic Indefinite strikes and achieved the GDS justified demands. We are always ready to start any kind of Trade Union action for the cause of GDS. The Representatives of CHQ of our union is going to submit detailed memorandum which has already been supplied to the delegates in our All India Conference to the 7th Central Pay Commission on 14-07-2014. The Memorandum consists of Nineteen Chapters. We are asking the 7th CPC to grant pay scales other service conditions, facilities and all benefits at par with regular employees.

All the Divisional Secretaries who are not having renewal at AIC requested to Renewal the subscription for Rural Postal Employees immediately.

Remit Quota Regularly to CHQ and Circles every month.   

All the Circle Secretaries are requested to obtain the names of the divisions/Branches which are absent to All India Conference.
