GDS Memorandum for 28 -03-2017

Sub:  Implementation of the positive recommendations of Kamlesh Chandra GDS committee especially those not requiring change in policy or procedure and keeping oursuggestion in view.

Sir,

The Kamlesh Chandra GDS Committee submitted its report on 24.11.2016 and a copy of the report was not supplied to this union nor was it put on NET so that we could down- load the same. It was some two months before a copy of the report was supplied to us in a C.D. The delay in supply of the copy of the report arouseserious apprehensions in the minds of the GDS employees.
Then it   took abnormally long time in appointment of a departmental sub-committee to study the report for implementation – a matter of serious concern and apprehension. We have already submitted our comments for improvement of the report. But we are still looking forward in expectancy for the report to be implemented.
We do not know if the delay is expedient to   the policy of the department to keep the GDS employees in a state of despair by deliberate delays. But we know for sure. That every day of the delay in implementing the positive recommendations of the GDS committee is generating added frustration, dissatisfaction and resentment amongst the employees. This requires to be addressed in time.
We have taken a resolve in the countrywide Dharanaorganized today to ventilate the feelings of the employees to you and request you to implement the positiverecommendations   of the Kamlesh Chandra GDS committee, especially those which do not require any policy decisions or change in proceduresOur suggestions supplied earlier in our two letters may be kindly kept in view dispassionately while taking the decisions.
