Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (G-DS) at revised retes w.e.f. 01.07.2014 onwards – reg.
Consequent upon grant to another installment of Dearness allowance. With effect from 1st July, 2014 to the Central Government Employee vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/2/2014-E-II (B) dated 18.09.2014, duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 22.9.2014, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the revised rate with effect from 01.07.2014. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 100% to 107% on the basic time related continuity Allowance, with effect from the 1st July,2014.
2. The additional of Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.
3. The Expenditure on this account shall be debited to the head “salaries” under the relevant head of account and should be met from the sanctioned grant.
4. This issue with the concurrence of integrated finance wing vide the dairy No. 159/FA/2014-CS dated 25.09.2014.

Sub: Irregular and illegal Disciplinary action against innhocent GDS staff – case of Koppal, Gadag division in N.K. Region, Karnataka Circle.
This is
about irregular and illegal Disciplinary action being contemplated at Gadag
division in Karnataka Circle where our innocent and poor GDS are victims. This issue also has been discussion with the
CPMG Karnataka Circle on 15.09.2014 by our circle representatives. The matter to undo injustice done to the GDS
staff, But it is regretted to inform you that a few more put off duty cases
(More than 145 innocent GDS staff) came to light even after the said discussion.
It is
reiterated that GDS staff are not responsible for double payment under
MGNREGS. The role of BPM is very limited
where he had performed his bonafide duties in the routine. His is to carry out the orders of his higher
ups on all matters including instructions on MGNREGS. Please imagine the quantum of work over
1,25,000(one lakh twenty five thousand) accounts in Koppal HO alone and the
plight of the staff without any support by the administration by way of
deployment of additional staff to meet the over burden. As per instructions, Nodal officers of the
rank of ASP/IP were also on the job to monitor and supervise the work! The BPMs are not responsible for irregular
procedure adopted by the HO/SO/NODAL OFFICERS in the matter.
In order
to get excess/double paid amount from the beneficiaries of the MGNREGS, again
pressure was mounted upon the GDS for recovery.
Barring a very few where the BPMs left the department, retired etc.,
almost all money has been recovered for the department and the services
rendered by the BPMs and GDSMD/MCs of the BOs are neither appreciated nor
rewarded. Now STRANGELY disciplinary
action is proposed without any valid reason which is opposed vehemently
at this end. It is seen of late that
harassment of GDS is on increase under the guise of disciplinary action even
for small routine issues. THE MATTER OF
DISCIPLINE IS NOT REVIEWED TO SAFE GUARD THE INTEREST OF HARD WORKING AND
SINCERE STAFF WHICH IS HIGHLY DEPLORABLE.
The GDS
are to follow the directions of the Mail Overseers, SPMs, Inspectors and ASPs as
the case be and even the divisional head.
Most of the instructions are now a days oral, especially in the present
scenario where much is said about business, profit, our contribution to the
department, hard work, work beyond duty hours, self reliance etc. Everyone should own the responsibility and
share the responsibility in adverse situation also and it is not proper to push
the poor, innocent and humble GDS to further deteriorating condition.
Under the
above circumstances the GDS in the entire Koppal Branch are agitating over the
injustice done to them and given a notice of TILL SETTLEMENT FAST INEVITABLY
WHEN THE TALKS ARE FAILED WITH THE DIVISIONAL ADMINISTRATION. We therefore request you to look into the matter
in the proper perspective and cause to STOP SUCH EXCESSES ON GDS, TAKE BACK POD
GDS ON DUTY immediately. We urge upon
the Head of the Circle to constitute a committee including staff leaders to
arrive at truth and rational conclusion/decision.

Circle.
A kind reference is invited to this union's letter of even
number dated 06-9-2014 in which it was brought to your kind notice that
the news of the devastation caused by the floods in J&K does not require to be
described in so many words. The condition of the marooned people and those who
have been hit by the floods is beyond description and can only be imagined
rather described.
The areas affected by the
floods are also likely to be affected by several diseases. The immediate
requirements of the affected persons are food, clothing, light (Kerosene,
Candles and matches) as the electricity has gone off and medicines of
preliminary use as also life saving ones.
The Postal employees, especially
the G.D.S. employees are spread over interior parts of the country side. Those
in affected areas have lost everything, like other people. These Postal
employees require help from the department of Posts. The states Government are
trying to rush help to the affected people but these measure are proving to be
too limited and too short to mitigate the misfortune. The Postal department,
therefore, has to rush immediate help to its employees - help of immediate use
and help for reconstruction of the property damaged by the floods.
As per the
information that we received from J&K circle Shri Sardar Sukhvinder singh
S/O Sh. Bhagat Singh Mail oversear Sub- Divsion Noashera under Rajouri Division working as Mail carrier (GDSMC)
B.o Rajpur Kamila to Noashera S.o under Rajouri HPO Division Rajouri Circle
J&k died on 4.09.2014 with their 85 baratees bus fell into River due to
heavy Rain. His dead body found on06.09.2014 copy was enclosed. As
per our assessment, the houses of Gramin Dak Sevaks employees have been
collapsed in floods in this Divisions. One GDS Employee in Rajouri Division
died in this calamity.
You are, therefore,
requested kindly to view the situation in the flood affected areas as that of
human tragedy and natural calamity and take immediate measures to rush the
following reliefs to the Postal employees - departmental and GDS employees as;-
(i) Supply
of food, clothing; fuel, lighting materials like Kerosene and Kerosene lamp,
candles and matchboxes; and medicines keeping view the present situation and
the one that is likely to follow in all probability.
(ii) Arrange
sufficient relief from welfare fund commensurate with the severity of
conditions three months advances pay (TRCA).
(iii) Grant
of house building advances rupees five Lakh to each GDS Employees who lose the
house/flood advance, to the GDS Postal employees so that they may repair
reconstruct the damage done to their property.
(iv) Granting additional
insurance cover to the employees those who are working in risky areas at high
altitudes.
(v) Granting hard duty
allowance/Risk allowance for the specially identified in dangerous areas.
