        It may be ensured that the actual expenditure under the above head should not, in any case, exceed the total allotment made so far and the expenditure must be booked under proper heads of account. All the circles may also send a monthly report to the Postal Directorate regarding the expenditure incurred and booked in the prescribed format already forwarded vide the above mentioned letter.

Adopt tech for bank a/cs, India Post told

NEW DELHI: An inter-ministerial committee on financial inclusion has recommended structural changes in the operation of postal savings bank (POSB) accounts as it asked the department of posts to create a wider technological platform, a move that will take its low-cost banking services to the rural unbanked population.


To counter heavy infrastructure cost that has often come in way of greater financial reach, the expert committee has asked India Post to enter into arrangements with IT vendors under public-private partnership mode to create a platform wherein it can operate a core banking solution (CBS) platform.

It proposed that the department, with its network of over 1.55 lakh branches, should deliver no-frills accounts and take them to a large section of the population that are not properly covered by banks and financial institutions. Commercial banks that host no-frill accounts on a traditional CBS find it expensive as it involves high fixed costs for software licenses and hardware.

The system for issuing and managing POSB accounts should be modernized by implementing a customised and scalable lightweight technology solution, the committee has suggested, adding that the IT provider may charge a low price per transaction to the department for its services.

"With the transaction costs getting very high for taking financial services to the rural areas, such technological collaboration with institutions which have an embedded infrastructure helps in bringing costs down," said Rana Kapoor, managing director, Yes Bank.

To further the need of greater financial inclusion, the department has been asked to open up its technological interface to micro finance institutions, mutual fund, insurance companies as well as interested telecom operators to reach out to the excluded rural and urban class.

India Post can deploy this infrastructure in elegant ways to become a market leader in micro loans to the poor for emergencies. It will be able to offer much cheaper loans to its customer by harnessing the power of technology and innovative product design.

The Thirteenth Finance Commission has proposed a budget of Rs 3,000 crore to be used for delivering an incentive of Rs 100 into the bank account of each BPL resident who enrols for a UID. "India Post, with its ubiquitous reach should actively position itself to offer a low cost lightweight bank account to anyone enrolling for a UID," the committee said in its report.

Sub;- Non Payment/deliberate delay in payment of 60% arrears of TRCA to Gramin Dak Sevaks – cases of many divisions/Circles like Orissa,Maharashtra, Chhattisgarh, Uttar Pradesh and Madhya Pradesh.

This Union is constrained to bring to your kind notice that the Directorate

Letter No. 6-1/2009-PE II Dated 10.06.2010 to make payment of 60% of TRCA to the Gramin Dak Sevaks by 15th July 2010 is yet to be implemented. Of course an undertaking has already been taken from the GDS for excess or short payment if any.  Still divisional heads have not paid any heed to the orders of directorate e.g., Orissa, Maharashtra, Chattisgarh, Uttar Pradesh, Madhya Pradesh, Bihar etc.  Another plea is funds not available or in many divisions audit process is not completed. This shows negligence towards low paid Gramin Dak Sevak, so in many Circles resentment is mounting among the Gramin Dak Sevaks and the situation is likely to convert into agitation.

 

You are, therefore, requested to kindly intervene and cause needful action for early payment of 60% arrears TRCA to Gramin Dak Sevak issue necessary instructions to all concerned authorities.

Sub;-        Counting the past services as GDS for the purpose of pension.

 

Ref:          DoPs order NO.99-3/08-Pen dtd. 09 Oct., 2009 to CPMG Tamil  Nadu Chennai to facilitate grant of minimum pension by making up the short fall in qualifying service form Gramin Dak Sevak Service as approved by DP & PW.

 

A kind reference is invited to this union's letter of even no. dated 24/03/2010 on the above subject.

 

          This union is yet to get a reply on the above subject.

       

        Since our highest court has confirmed the CAT Madras Judgment, and Gol have taken a decision to implement these directions, may we request to you kindly issue general orders to cover similarly situated cases in Department of Posts who are fortunate to come over to regular service after serving in the Gramin Dak Sevak.

 

        Hence it is earnestly requested to make the order uniform to all similarly placed officials.

Limited transfer facility to Gramin Dak Sevaks Orders and other Clarification issued by Directorate.

 

 The points raised by the Circles have been examined and the following clarifications Points on which clarification sought. Whether the benefit of fitment is admissible to Gramin Dak Sevaks officials whose scale of pay changed after 1-1-2006 due to transfer of redeployment. Similarly the above order is silent on protection of allowances, Prior to introduction of the above order GDS SPM/BPM doing mail conveyance are not entitled for combined duty allowance it the work is entrusted due to short fall n workload for justifying retention of Higher TRCA. Similarly, if the incumbent is working on protection of allowance they are not entitled to combined duty allowance. But the latest order is not clearly stated the position and Combined Duty Allowance to Gramin Dak Sevaks employees who perform the duties of Gramin Dak Sevaks Branch Postmasters in addition to their own duties are provided

Enhancement of conveyance charge for conveyance of excess cash by GDSBPMs/GDS -An insurance facility for retention of cash-reg.

Sub:- Enhancement of conveyance charge for conveyance of excess cash by GDSBPMs/GDS -An insurance facility for retention of cash-reg.

As per the Directorate letter No. 62-90/87/CI Dated. 21-1-88, wherein the BPMs are entitled to reimbursement of the actual fares (both ways) plus 10/- in case they clear excess cash from the Branch Office to the account office provided that the excess cash is over and above of twice the line limit of remittance between the BO and AO. In other words, If the surplus cash cannot be cleared by remittance through the BO bag according to line limit, the BPM who has to clear the same to the account office for which the above mentioned actual fares plus Rs.10/- will be reimbursed to him, Now again that TRCA has been fixed by the recommendations of GDS Committee report dated 09-10-2010 conveyance charge only Rs.50/- par month which is very much meagre and required to be enhanced. This union feels that this compensation should be related with the TRCA + D.A. drawn by the Gramin Dak Sevaks. So this union suggests that the actual fares plus Rs.100/- may be fixed to be reimbursed by the GDSBPM's on such occasions.

We urge the administration to consider this subject and take necessary action to enhance the conveyance charges for the conveyance of excess cash as the actual fares incurred plus Rs.100/- at the earliest. At Present other than GDS Cadre Cash overseer/Mail overseer/ Postal Asst. are getting more allowance other than BPM/SPM, they are getting 100/- same as applicable GDS. This discrimination should be removed

                             INSURANCE FACILITY FOR RETENTION OF CASH

There are occasions where heavy cash to the tune of lakhs of rupees are retained in the custody of BPM in rural areas due to unsatisfactory collection facilities.  The risk involved is very heavy like MNREGS, Bill collation and new business schemes. And unnecessarily BPM other GDS Staff are mode to take risks.  To avoid such eventuality regular insurance of such amounts be made by making an understanding with the insurance companies. The Postal administration should see that the cash is not detained unnecessarily in BOs and arrangements be made to clear the same immediately.

          You are, therefore, requested kindly to consider this subject and take necessary action to enhance the conveyance charges for the conveyance of excess cash as the actual fares incurred plus Rs.100/- at the earliest, also to consider new insurance facility for retention of cash in case of GDS staff.

Sub:- Filling up Group 'D' vacancies – the ED Mailmen of Chennai Sorting Division in Tamil Nadu Circle – reg.

It was brought to the notice for your kind attention that is in Chennai Sorting Division.

There is nearly 83 Group-D vacancies are still in vacant from 1.1.2009 on words. As per record there one 112 GDS Employees are working in this division, nearly 23 GDS are metric qualified. Out of 50, there are 69 GDS are a Position of below 50 years. In this aspect, I request you Madam, to take immediate steps for filling of Group-D vacancies is earliest time

It is, therefore, requested to consider their plight and relieve them from ED Mailmen posts by only conferring Group 'D' at the earliest.

A line in reply about the action taken is highly appreciated.

Dear Comrades,
 
We are overwhelmed with the tremendous response to the Strike call from every quarter of this organisation and we extend warm revolutionary Greetings to each and every member. The reports that we were receiving about the preparations were heartthrilling. Hats off to you, Comrades! Once again it is proved that the battle will not stop till we achieve desired results.  It was a collective decision rather in the interest of both the department and the public. In the mean time certain developments have taken place. On 11th July,2010 JCA meeting was held at Delhi and reviewed the Strike preparations.  Some section/cadres and some Circles had not taken action for due mobilization.  However, the department called meeting on 12th July,2010 with Secretary Dept. of Posts and the minutes of the meeting is enclosed herewith.  Of course there is slight improvement in few items like Downgradation of EDSOs to EDBOs   drawal of increments in case of downgradation of EDSOs to EDBOs will be issued.  A presentation will be arranged by Technology Branch for the Staff side to demonstrate all the technological developments that are taking place especially in the context of functioning of EDSOS/EDBOS. Welfare measures in favour of Gramin Dak Sevaks viz relief in case of prolonged illness, relaxation of education assistance schemes will be placed before Postal Staff Welfare Board in its next meeting. The issues of Annuity and Health Scheme have been taken up with the Nodal Ministries.
Recruitment Rules for Multi Tasking Staff - the draft rules to be referred to Department of Personnel for approval. As regards educational qualifications of existing Gramin Dak Sevaks and Casual Labourers for appointment as multitasking staff, status quo will be maintained. Grant of temporary status to eligible full time status casual labourers, convert part time into full time, absorb full time, part time, contingent in vacant GDS Posts. The entire issue of Casual Labourers will be looked into with the objective of liquidating their number as per policy of the Government. Where ever dissatisfaction on  burning problems like Removal of discrimination on bonus ceiling,  Rs.20,000 for one point cash handling and other issues still we have to continue our efforts to achieve our goal.  Keeping the entire developments and circumstances in view in the interest of unity in JCA we have also agreed to defer indefinite Strike of 13.07.2010 till further notice.
 
2nd Installment of arrears, 60% for GDS
 
By this time action to effect payment of 2nd installment of Pay arrears, 60% for GDS must be under processed or payment was paid in many Circles.  Some Circles/Divisions are yet pay.  Please ensure that the arrears are paid at the earliest.  There are some problems of curtailment in arrears, downward revision of TRCA, etc.  This is because of administrative problems such as non review of TRCA/establishment periodically.  These lapses on the part of the local officers are to be set right by the administration at the base level.  The Divisional and Circle Secretaries are to look into the matter for speedy action.  
 APPEAL:
As already requested Rs.200/-(Two hundred only) per member may be collected and sent to CH Q as donation.  This amount would be of high value to the CHQ as the same is proposed for UNION BUILDING FOR GDS CHQ AND LEGAL EXPENSES. 
 
Please take this matter seriously and sincerely to ensure effective functioning of AIPEDEU at Central Head Quarters. 
 
 
Comrades, this break should be utilized for further galvanization and strengthening of organisation, for education of members and for making fool-proof preparations for the effective struggle, in case the Department Continues to be negative and back-tracking.
 
FLASH NEWS:  Proposal of Annuity Pension Scheme for GDS employees is now cleared by FINANCE.  The department will pursue the matter further.

Secretary General of NFPE and Assistant Secretary General of FNPO conveyed their sincere thanks for convening the meeting and there after discussion started on Charter of Demands.   The action points emerging out of discussions are as follows:

 

Item No. 1

 

(a)       Roll back steps of privatization of Speed Post processing, mail conveyance and data entry work.

 

The Chairperson made it clear that in case of bulk Speed Post articles and where there is shortage of staff, outsourcing is being done so as to ensure fast movement of articles.  However, there is no such policy of the Government either in case of Speed Post articles or for other accountable articles.  In the context of Staff Side reference about anti-social elements dealing with the Speed Post articles, an enquiry will be made in this regard.

 

(b)       Cancel the order for downgradation of EDSOs to EDBOs and closure of EDBOs.

 

Necessary clarification on the demand of the Staff Side about drawal of increments in case of downgradation of EDSOs to EDBOs will be issued.  A presentation will be arranged by Technology Branch for the Staff side to demonstrate all the technological developments that are taking place especially in the context of functioning of EDSOS/EDBOS.

 

(c)        Cancel the decision to close down "C" Class Post Offices.

 

The Staff Side was informed that no such order has been issued by the Department.  They were further explained that the policy of the Department was to relocate Post Offices to new areas/townships which are growing. The idea is to rationalize to meet emerging needs.  Suitable instructions, in this regard, will be issued to all Heads of Circles.

 

(d)          Outsourcing of mail conveyance.

 

Purchase of departmental vehicles for conveyance of mail will be pursued.

 

Item No. 2

 

(a)       Stop violations in the agreements on Status quo of RMS & MMS as well as merger of RMS with less than 10,000 mails.

 

                        Reports will be called for from the Circles against the order of status quo.

 

(b)       Create scientific norms for the work in CRC, Speed Post, Logistics and EPP.

 

This item will be discussed with the Staff Side in a separate meeting to be taken up by CGM (MB & O).  Date and time of the meeting will be intimated by Director (SR & Legal), after consultation with CGM (MB & O).

 

 

Item No.3

 

(a)       Holding of JCM Departmental Council Meetings and periodical meetings with Federations/Associations.

 

Departmental Council (JCM) Meetings and periodical meetings will be held at regular intervals.

 

(b)       Referring the issue of discrimination of pay scales between the Telecom TBOP/BCR and Postal TBOP/BCR w.e.f. 1.1.1996 to Board of Arbitration.

 

This Item will be considered as a part of cadre restructuring of Group "C" employees in PA/SA cadre. In the context of cadre restructuring, the Chairperson gave direction for expeditious consideration so as to complete the process before the close of this year. 

 

(c)        Holding of GDS Committee Meetings periodically with GDS Unions.

 

Periodical meetings as prescribed will be held at regular intervals.

 

Item No.4

 

            Stop harassment of staff under Project Arrow.

 

Data sent by various Circles will be subject to proper scrutiny. Heads of Circles will also be addressed to furnish correct information.

 

Item No.5

 

(a)       Undertake reassessment of vacancies in PA/SA cadre (including Circle Offices) to rectify mistaken calculation of vacancies in all circles.

 

The position will be reviewed Circle wise for necessary follow up action to be completed before 15th August 2010.  For expeditious disposal, video conferencing will be done with the concerned Heads of Circles.

 

(b)       Fill up all vacant posts in all cadres in Department of Posts as on 31.12.2009.

 

Information in regard to residual vacancies remaining unfilled will be called for from all the Circles for necessary follow up action in this regard.

 

(c)        Allow local recruitment as one time measure in Postal Accounts similar to 1997 Sundernagar.

 

DDG (PAF) will examine the matter in accordance with the existing rules and instructions on the subject.

 

Item No.6

 

(a)       Cadre Restructuring of Group C employees (other than accounts cadre).

 

A Committee comprising DDG (Estt), DDG (P) and Director (SPN) and three members from Staff Side, to be nominated by them, will be constituted to examine the proposals in detail and submit recommendations. The entire process is to be completed before the close of the year.  

 

(b)       Withdrawal of order regarding cadre restructuring of Postmasters cadre until comprehensive cadre restructuring of PA/SA cadre is completed.

 

The Staff Side will be apprised of the details of the new Cadre.

 

(c)        Cadre Restructuring of LDC, Sorters & DEOs in PAOs..

 

                        Necessary action to be taken by DDG (PAF).

 

Item No.7

 

(a)       Grant of Pension, Departmental status to Gramin Dak Sevaks, grant of HRA/CCA, ACP including trade union rights and welfare measures.

 

Welfare measures in favour of Gramin Dak Sevaks viz relief in case of prolonged illness, relaxation of education assistance schemes will be placed before Postal Staff Welfare Board in its next meeting. The issues of annuity and Health Scheme have been taken up with the Nodal Ministries.

 

(b)       Remove discrimination on bonus ceiling.

           

                        Matter is subjudice.

 

(c)        Modify the Rs.20,000 cash handling work points for GDS BPMs – withdraw orders denying revised TRCA wef 1.1.2006 in respect of BPMs.

 

                        Matter is subjudice.  

 

(d)       Compute work norms for all types of work performed including NREGS, PLI, RPLI, Pension Payments etc to GDS.

 

                        The issue will be examined.

 

(e)       Implement enhanced Social Security to GDS like Ex-Gratia Gratuity and Severance Amount w.e.f 1.1.2006.

 

                        The benefits were extended as per past practice.  

 

Item No.8

 

(a)       Grant of parity in pay Scale (PB-1 with 2400/-) for MMS Drivers on par with Drivers of Parliament Secretariat.

 

Staff Side was apprised that the matter was taken up with the Ministry of Finance but did not find favour.

 

(b)       Recruitment of adequate number of drivers.

 

                        To be considered along with the issue of filling up of vacancies.

 

(c)        Sanction of OSA for the long distance logistics van drivers of MMS.

 

                        Mail Branch will look into it.  Action to be completed expeditiously.

 

(d)       Technology training to Work Shop staff and grant of Data Entry Operator's scale of pay to Work Shop Staff.

 

DDG (Trg) to take necessary action for providing technical training to Work Shop Staff.

 

Item No.9

 

(a)       Revision of wages from 1.1.2006 in respect of RRR Candidates, Casual Labourers, Contingent Staff.

 

Issue of RRR Candidates being sub judice, no action.  The case of Casual Labourers is being examined. To be followed up vigorously.

 

(b)       Grant of temporary status to eligible full time status casual labourers, convert part time into full time, absorb full time, part time, contingent in vacant GDS Posts.

 

The entire issue of Casual Labourers will be looked into with the objective of liquidating their number as per policy of the Government.

 

 

 

 

 

 

Item No.10

 

(a)       Fill up all vacancies of Postmen and Mail guards

 

                        To be considered along with filling up of all vacancies in the Department.

 

 

(b)       Modify certain unscientific work norms of Postmen/MTS finalized by Work Study Unit.

 

The existing norms will be reviewed after six months from the date of its issue. The Circles have been addressed to give their feed back in the matter and the review process will be completed by October 2010.

 

(c)        Enhance the Postman Double duty Allowance as per the recommendations of 6th CPC.

 

The entire issue of double duty allowance will be reviewed by October 2010 by a Committee.  The Chairperson directed that all issue relating to Postmen will be discussed separately.

Remove all local anomalies in MACP Scheme like application of benchmark of the period prior to introduction of MACP Scheme; grant MACP on Average benchmark like Department of Railways; denial of regular promotion earlier to introduction of MACP.

 

In the context of bench mark for grant of MACP within PB-1, it was desired to issue order on the pattern of the order having been issued by Ministry of Railways, immediately. The matter will be pursued.

 

Item No.12

 

Creation of System Administrators Cadre and financial compensation for special work performed by System Administrators.

 

A Committee consisting of DDG (Estt), DDG (P) and DDG (Technology) will be formed to consider this aspect along with cadre restructuring of PAs/SAs. As regards grant of Road Mileage Allowance, mater is under examination.

            Recruitment Rules for Multi Tasking Staff

 

The draft rules to be referred to Department of Personnel for their approval. As regards educational qualifications of existing Gramin Dak Sevaks and Casual Labourers for appointment as multitasking staff, status quo will continue.

            Amalgamation of Group C Accounts Cadre.

Roll back of the decentralization of PLI/RPLI – Augment required staff strength and filling up of vacant posts.

 

The proposal to be considered by PLI Directorate and any problem in this regard to be reported to Secretary (P) within a week.

 

Item No.16

 

Parity of scale of pay of Ministerial Cadre in Postal Civil Wing on part with the Postal Assistants and upgradation of posts of Works Clerk Grade – II/head Clerk – Filling up of all vacant posts of technical as well as ministerial posts – Creation of one Civil Wing Circle for each Postal Circle.

 

            The Staff Side will take up this issue separately.

 

Item No.17

 

Regularize the HSG-I, HSG-II, LSG arrangements and grant Officiating Pay and Allowances to all Officials holding the posts.

 

The issue will be looked into afresh in view of the provision made in Postal Manual Volume IV, as stated by the Staff Side, as also in the light of prevailing instructions of the Government of India on the subject.

 

Item No.18

 

            Enhance OTA and OSA rates in tune with the 6th Central Pay Commission.

 

The question of enhancing OTA rates stands referred to the Committee of Secretaries by the Nodal Department.  The enhancement of OSA rates will be examined by Mail Branch and is to be completed within one month.
