Subject:-  Comments and suggestions on Draft Notification of proposed recruitment Rules issued vide letter No. 37-33/2009-SPB-I dated 13-12-2017.
Sir,

1.        Column 6(ii) Regarding age limit
          The age limit for appointment of Gramin Dak Sevaks should be enhanced from 45 years to 50 years (Relaxable for those belonging to scheduled caste or scheduled trabe up to five years and for those belonging to other backward classes up to three years.

2.        Column 7(i) Regarding Educational qualifications.
                Column 7(i) should be modified as shown below.
             “10th standard pass from a recognized Board.”

3.       Column 10 (iii) (a) should be amended as shown below.
          25% by Direct recruitment on the basis of competitive examination limited to Gramin Dak Sevaks of the recruiting postal division, who have worked regularly for three years in that capacity as on the 1st day of January to which the vacanc(ies) blong to or as per the guidelines issued by Government of India from time to time.

          25% by direct recruitment on the basis of seniority cum fitness from amongst Gramin Dak Sevaks of the recruiting division, who have worked regularly for five years in that capacity, as on the first day of January of the year to which the vacancy(ies) belong to or as per the guidelines issued by Government of India from time to time. The same modifications should be taken into consideration for Mail Guard posts.

I.     Column 6(ii) regarding age limit column 6(ii) should be amended as given below.
             The age limit for appointment of Gramin Dak Sevaks should be Fourty Years as on the 1st day of January of the year to which the vacancy(ies) belong to or as per guidelines issued by the Government of India as per gidelines issued by the Government of India from time to time (Relaxable for those belonging to schedule caste or schedule tribe upto five years and for those belonging to other Backward castes up to three years.)

2.             Column 10(i) C should be amended as given below
                By direct recruitment on the basis of competitive examination limited to Gramin Dak Sevaks of the recruiting division who have worked regularly for three years in that capacity as on 1st day of January of the year to which the vacancy(ies) belong to or as per guidelines issued by the Government of India from time to time.


3.             Column 10(ii) should be amended as given below.

                20% by direct recruitment on the basis of competitive examination liminted to Gramin Dak Sevaks of the recruitment division.

                30% by direct recruitment from open market as per the scheme approved by the Department of posts from time to time.

GDS COMMITTEE LATEST NEWS
The Department of posts are preparing cabinet note on GDS committee related issues after receiving the approval of Finance Ministry to submit the cabinet. It is expected that the cabinet note may be sent to the cabinet Secretary within two weeks. There after cabinet may take two or three weeks for final approval.

Dear Comrades,
LATEST POSITION OF GDS COMMITTEE.
Due to continuous efforts and struggles of AIGDSU, the Ministry of Finance has given approval to the GDS Committee report last week. It is learnt through some reliable sources that the proposals of Department of posts regarding GDS Committee were approved by the Ministry of Finance without any changes and modification. Now the Department of posts has to send the report to the cabinet for final approval. It is orally informed to this union that it will take 10 to 15 days to prepare cabinet note. Final approval of the cabinet is expected with few weeks. CHQ is trying its continuous efforts to put pressure on the Department of posts for sending GDS committee report to cabinet without any delay.

CHQ wishes to conduct CWC to study the orders issued by the Department of posts regarding GDS committee after obtaining the cabinet approval. If any disagreements and injustice find in the orders, the CHQ will decide the programme of action with the concurrence of CWC to settle the disagreements.
VERIFICATION OF MEMBERSHIP. 
All of you are aware that the competent authority in the department of posts issued order to stop membership verification. As per the previous verification No GDS union except AIGDSU got required percentage of membership for recognition. With the sincere and hard work of our Division Secretaries and all leaders at Divisional level AIGDSU got good number of percentage during last verification held in September 2017. CHQ requested one and all to keep it and try to overcome the short comings if any during last verification. Try to improve the percentage in on coming verification which may be expected shortly.

REMITTANCE OF QUOTA TO CHQ
We are very sorry to inform that most of the divisional/Branch of many Circles are not remitting Quota to CHQ, though the CHQ is requesting repeatedly. We are also going to conduct All India Conference in 2018. We have to organize so many struggles to get justified demands of GDS committee in future. Keeping the above points in view, the Divisional/Branch Secretaries are requested for remittance of Quota promptly every month since now. The Due quota should be sent immediately.
