AIGDSU CENTRAL WORKING COMMITTEE DEMANDS
FOR AN EARLY IMPLEMENTATION OF GDS COMMITTEE
 POSITIVE RECOMMENDATIONS

Dear Comrades,


All India Gramin Dak Sevaks Union Central Working Committee meeting was held at Narandagana Sabha, Karur, Tamil Nadu Circle from 26-02-2017 to 27-2-2017 under the president ship of Com.M.Rajangam.


Before commencement of the meeting flag hoist ceremony was held at 10:00 AM Com. Arun Tangvelu, hoisted the National Flag and Com. S.S.Mahadevaiah hoisted AIGDSU Flag. 14 office bearers and 19 Circle Secretaries attended the meeting. Notice of the C.W.C placed in the house by General Secretary was unanimously accepted by the house.                 Com. Amrithalingam Veteran Leader of the postal Trade Union movement and Ex Deputy            G/S AIPEU Group ‘C’ Inaugurated the C.W.C meeting. He appreciated the struggles of AIGDSU. Com. Mutu Swamy, NCA Group Leader, Com. Vasudevan, Senior Leader, Com. Jhan Brito   Ex. Circle Secretary AIGDSU, Com. Paner Selvam, EX. AGS P-3, Com. Cheni, P-3 leader, attended and addressed the CWC. All the C.W.C members and Circle Secretaries made deliberations on agenda items particularly on G.D.S committee Report. Valuable Suggestions and modifications have been given to CHQ. The Views and opinions of C.W.C members and circle secretaries taking into consideration the following modifications in the GDS committee recommendations  are incorporated in the memorandum which is going to be submitted to the department of posts shortly.

MODIFICATIONS
a) Combind duties of BPMs and ABPMs should be removed. Outsiders as GDS substitutes may be allowed when BPMS and ABPMs are on leave.

b) Regarding the report in Paras 4.53.1 t o 4.53.14 relating to increase the revenue Generation Capacity of GDS post offices.

GDS Post Offices should not be categorized on the basis of revenue earned by the GDS post offices. The present system should continue and all the GDS post offices are kept under only one category.



c). Regarding the report in para 5.25.3 relating to working hours of GDS post Offices should be modified as given below.

f) Regarding the report in paras 18.48, 18.48.1 to 18.48.14 relating to social security Schemes the following suggestions are made.
As per the Judgement of the Hon’ble Tribunal Delhi CAT Principle Bench in OAS No. 749/2015; 3540/2015 and 6013/2015, Pension will be granted under the provisions of CCS (Pension) rules 1972 to All Gramin Dak sevaks who retire as Gramin Dak Sevaks without absorption as regular Group ‘D’ staff. Benefit of severance amount Scheme and Service discharge benefit scheme should be abolished.


AIGDSU TWO PHASE STRUGGLE PROGRAMME

THE C.W.C  UNANIMOUSLY RESOLVED THE FOLLOWING RESOLUTIONS.
1.      All the positive recommendations of GDS Committee including modifications suggested by AIGDSU should be implemented Immediately.

2.      One day dharna on 28-03-2017 will be conducted at divisional offices and submit memorandum to SPOS, Local MLAs and MPs memorandum copy is enclosed with this circular.

3.      Parliament March will be conducted on 06-04-2017 in New Delhi Demanding an early implementation of GDS Committee.

4.      Further course of Action will be decided in parliament march.

      CHQ Congratulates Com. Rajangan, Com Ismail, Com.Karunanidhi and his team and the reception committee members for making excellent arrangements to conduct C.W.C smoothly.
       The Central working committee meeting is ended with the vote of thanks of the General Secretary. Thus, The CWC concluded successfully.
