MEETING WITH HON’BLE MOC SHRI KAPIL SIBAL

A delegation of All India Trade Union Congress and leaders of the All India Postal Extra Departmental Employees Union, S.S. Mahadevaiah, General Secratary  met the Minister for Communication & Information and Technology, Shri Kapil Sibal, on 23.7.2013 and discussed the following demands:

1.         RAISING BONUS CEILING TO RS.3500/- IN THE CASE OF GRAMIN DAK SEVAKS

            The Minister after ascertaining from Secretary (Post) indicated that the matter is still under consideration of the Finance Ministry who had earlier sought some clarifications from Department of Post. Indications are that it is being considered favourably. Department of Post has again recommended favourably. One more letter from the General Secretary, AITUC was given to Minister – letter published in the issue of magazine.

2.         CONTRIBUTION BY GRAMIN DAK SEVAKS TO PENSION FUND.

The Minister agreed that Govt. is willing to consider the question of allowing  Gramin Dak Sevaks to make matching contribution to Pension Fund so that quantum of pension may increase 

3.         RASHTRIYA SWASTHYA BIMA YOJANA

Applicability of this scheme to Gramin Dak Sevaks is under active consideration and has been referred to govt. for approval. Indications are that about Rs.30,000/- per annum may be invested in the medicare of Gramin Dak Sevaks

MEMORANDUM

Respected Sir,

Most respectfully we are submitting herewith a memorandum on most urgent and pressing problems of the Gramin Dak Sevak employees for your kind perusal.

The Department of Posts is the only department of the Government of India where there is a special category of employees working called Gramin Dak Sevaks. In fact the Gramin Dak Sevaks are the backbone of the postal department. The postal functions rendered at the nook and corner villages of the country covering 74% of population by the Gramin Dak Sevaks are of high order and quality. Almost every postal service i.e. M.N.R.E.G.S., Postal Life Insurance ( P.L.I/R.P.L.I) old age pension is provided in one or the other way at the Branch offices manned by the Gramin Dak Sevaks. The GDS officials are working more than ten hours a day to serve effectively to the villagers. But they are getting wages only for three to five hours work. Unfortunately, most of the facilities granted by the department to the departmental employees are denied to these low paid poor employees where as the duties, services, functions, risks and responsibilities of the G.D.S employees are similar and equal to those of departmental employees.  Unlike other Bureaucratic committees, the independent committee headed by a retired Justice Charanjit Talwar had studied the service conditions of GDS, traveling length and breadth, and recommended all benefits due at par with Departmental staff but unfortunately the same were not implemented by the then Govt. in 1999.  A few benefits were extended to them, that too with the same tradition of continuing exploitative policies.  In fact the recommendations were based on rational and justified reasoning!  

Central working committee of AIPEDEU was held at an historical and Holy place Prasanthi Nilayam, Puttaparthi, Ananthapur District in Andhra Pradesh, discussed and decided the relay hunger fast programme before Circle/Regional offices from5.8.2013to 8.8.2013 for the settlement of the following justified demands of Gramin Dak Sevaks.  THE CRAVINGS AND THE URGES OF THIS EXPLOITED SECTION OF THE SOCIETY NEED TO BE TAKEN CARE WE STRONGLY FEEL SIR.

CHARTER OF DEMANDS:

The only one demand of the Gramin Dak Sevak is that they should be treated at par with departmental staff for which all measures may be taken to regularize the services rendered by the 2.7 lakh postal GDS employees. All the benefits of departmental staff should be rationally extended to GDS employees without any further delay as they are the salt of the rural service under postal system.  They are also doing commendable job in urban areas also.  Their pay and service conditions deserve consideration in the next pay commission that is demanded by the central Govt. employees by suitably changing the nomenclature as GRAMIN DAK KARMACHARI/RURAL POSTAL EMPLOYEE.

 WE REQUEST THE MINISTER TO LOOK INTO THE FOLLOWING FOR IMMEDIATE ATTENTION:

1.   Harsh Punishment of removal and dismissal – a death sentence to the GDS:  There are no graded punishments like recovery of loss from the pay of GDS, postponement of increment, reduction in pay etc.  Hence removal and dismissal are commonly used to impose penalty for even routine lapses.  The local level officers are suspending them for even petty matters, imposing heavy punishments of termination from employment – most unfortunately using it as a tool to EXPLOIT THE GDS to the maximum.

 

2.   REVISED RECRUITMENT RULES FOR PROMOTION TO THE POSTMEN AND M.T.S CATEGORY:  The introduction of revised syllabus to promote GDS to postmen and MTS cadre is nothing but to deny the promotional opportunity to the senior GDS employees.  Old pattern was more or less satisfactory as both MERIT AND SENIORITY were taken as the criteria for promotion.  Now in the present system the Question papers are very tough and only those preparing for competitive exams can answer them.  This change is with an inner agenda to snatch the benefits of this section which is opposed by all.  Kindly intervene and cause to restore old syllabus and pattern of exam with modification if any in consultation with recognized unions.  For, the only hope of getting departmental status of a GDS is shattered by the change.  Please note that hitherto all out efforts are to take them to the departmental status and not to deviate from the IDEAL.

 

3.   LIMITED TRANSFER POLICY – AGAIN TO DENY A WELFARE MEASURE:  Now the power to transfer of a GDS is vested with the Head of the postal circle/state.  This is causing more problems to the administration as well as the GDS affected.  The power should be delegated to the divisional heads in case of transfer within divisions and like wise Regional head and circle head according to their purview as done in case of departmental employees.  The low paid GDS should not undergo reduction in their pay(TRCA) as their hard earned increments are snatched in many cases on transfer.  The transfer policy should be to help the system/employee we strongly feel and urge kind intervention.

 

4.   DENIAL OF COMPASSIONATE APPOINTMENT – ANOTHER ATTACK:  Hitherto all most all wards of GDS were assured compassionate appointment as the GDS is not assured of pension or family pension.  Compassionate appointment is to support the family of those who die in harness. The condition of a low paid and the exploited GDS family would be more critical when compared to a departmental employee.  A strange and unscientific condition of earning minimum of 51 points to decide indigent circumstances of the family is anti GDS and anti worker a decision!  This should be removed and all wards of GDS should get compassionate appointment without any condition. 

 

5.   BONUS CEILING SHOULD BE Rs.3500/- FOR GDS ALSO:  It is rather discriminatory if the benefit already extended is withdrawn.  In fact his low paid section should get more percentage of Bonus when compared to his departmental brother! This deferred wage should be double the pay as the GDS employees have been denied of their due all along.  Since the honourable MOC has taken pains to look into the matter and recommend Rs.3500/- ceiling for GDS the issue may be settled early in favour of GDS, pending upward revision of Bonus ceiling for the ensuring year.  The matter is pending for the last one year and a committee constituted to look into the matter also recommended justification to enhance ceiling to GDS.  Kindly cause to expedite the matter.

 

 

6.   CAUSE TO STOP ALL KINDS OF EXPLOITATION BY EFFECTIVE INTERVENTION:  Since the exploitation of this section is seen from the British regime we request the hon’ble MOC to put an end to this system.  To cite an example in rural parts GDS staff are forced to undertake combination of various duties without adequate compensation.  In urban and metro city like Bangalore the GDS services are utilized for delivery of speed post articles under exploitative terms and conditions.  The GDS use their own two wheelers for delivery work and fuel compensation of Rs.35/- per day is given.  Vehicle maintenance, depreciation in its value etc., are not thought of which is still inhuman.  Despite instructions to minimize GDS recruitment in urban areas the system is continued to exploit the humble/poor.  Court cases are on increase and therefore we request the hon’ble MOC to regularize the services of all GDS working in urban areas without any further delay.  Our demand is equal pay for equal work performed.  So is the case of GDS Mail Packers who are working from opening of the office till its close.  But their work is assessed most unscientifically to deny their due.  They should be treated as regular MTS and full pay and other benefits should be extended them. 

The above are mere illustrations to give a glimpse of exploitation of the GDS in postal department.  It is high time that the Hon’ble and the learned MOC would look into the matter seriously to mitigate the hardship of this community and cause to extend at least minimum that is demanded/highlighted in this memorandum and for such objective and justified look towards the hard working GDS, real back bone of the postal department, we shall be ever grateful to the honour minister.

Attempt to hide their failure. There is a vile attempt to disrupt our unity by spreading falsehood for some time. some leaders in order to present their personalities larger than life, even pose to be bigger than the organisation they represent. The present NFPE leadership has strayed away from the principles, constitution and spirit for which the forefathers of the NFPTE and then NFPE stood. The NFPTE/NFPE stood for consolidation and not for disruption. The NFPTE/NFPE resisted all attempts of the Government to create a division amongst the employees. Even during the days when NFPTE was derecognised, the then leadership did not budge from the principle and the derecognised NFPTE remained intact and defient despite the fact that a rival federation was recognised. The NFPTE/NFPE refuged to expel any union from it in face of threats from the powers that be.  

What does the present leadership do? It resorts to every ugly tactics to make the members/local leaders subservient to the whims of a particular person who heads many organisations including the NFPE. The memory of the GDS is not that short. GDS  remembers every incident. How can the GDS forget? That the present leadership prefers to kneel before the administration even at the cost or unity. How can he forget the GDS were pushed by the neck out of NFPE despite all attempts of the GDS to remain affiliated with the NFPE and inactain unity. Why did the leadership stoop? It was simply to please the administration at the cost of the unity and fraternity. Now they would cry from the house tops blaming us.

The NFPTE/NFPE leadership then did not resort to engineering fragmentation and disruption. What does the present leadership do? It adopts disruption and fragmentation to establish its unchallenged leadership. Yes the ultimate sufferer is the organisation. There are several instances. What happened to ‘P’ III union in Tamilnadu, Delhi and U.P.? It is no secret how many court cases they have launched. If membership is lost. No matter. The personal whim of the leadership should be established. Now there is an evil design of wrecking the GDS union for which all measures—hook  or crook are adopted. Our union is criticised by one henchman of the present leadership—self a acclaimed leader. Everybody knows who is real force behind the fragmentation.

They would try to serve many illusions before the GDS by hijacking our agenda-at times by damaging the cause of the GDS employees as a whole. Have we forgotten who was responsible for wrecking our struggle for merger of 50% D.A.? who suggested tiny upgradation in the basic TRCA instead of merger of 50% D.A. Who wrecked our struggle for inclusion of our issues before the 6th CPC? All these are still fresh in the mind of the GDS.

The present leadership has not waged a single independent struggle after 2000 even in face of grave provocation. When the new pension scheme for departmental employees was initiated, not a straw stringed. There was not even a small ripple. They could not have guaranteed any minimum pension to post-2004 entrants. How ridiculous (laughable) of the talk of some minimum pension. They would meekly. How many posts have been abolished? Was there even a semblance of protest? No They bend. Our demand ever has always been complete status of civil servant for the GDS. They would fragment the demand into several tiny ones to frustrate our firm and indelible demand of full status of civil servants for the GDS. We cannot allow it to besabotaged and torpedoed by anybody, who-so-ever.

Our demand is: BPMs equivalent to PAs, Delivery staff and GDS Mail guards equivalent to Postmen and MC/Packers equivalent to MTS staff. They want BPMs to be equivalent to Postmen. Can we allow it? They boast from hilltop to be champions of staff including the GDS. A total sham.

As for us, we have waged resistance, protest and struggles for our causes? Do we require recounting such struggles waged by us. They would spit venom against us to hide their failures and acts of disruption. If calling us names would have done any good. It would be understandable. But call us names and cause disruption to unity and organisation is not worthy of being forgiven. Speaking lies at the top of once voice does it shield ones acts of disruption.

We want to march on and we shall with unity. If you have expelled us, do not poke your nose unnecessarily to damage the unity of GDS employees. We stand united and we shall remain so. All evil attempts would fail.

Vijay Nairy Circle Working President, Karnataka Circle met Sri Oscar Fernadez, Union Transport and highway minister on 09.07.2013 requesting his intervention for the settlement of Bonus to GDS officials. The Minister responded positively and spoke to Sri J.D. Seelam, Hon’ble Minister of State for Finance.
 
        The same delegation met Sri J.D. Seelam in his chamber in North Block on 10.07.2013 at 11:45 hours and submitted the memorandum.The Hon’ble Minister assured to settle the matter positively.

Dear Comrades,

          CHQ congratulates all Circle/Divisional/Branch Secretaries for making two days relay hunger fast from 4-6-2013 to 5-6-2013 at Divisional head quarters. We have received positive reports from nook and corner of the country.

Inclusion of Grmain Dak Devaks in 7th Pay Commission
CHQ is continuously putting efforts and pressurise the Department of Posts and Government of India for inclusion of Gramin Dak Sevaks in 7th Pay Commission. CHQ appeals all Trade Unions and Federations and JCM to support this demands. The Department of Posts assured us to make all efforts to fulfill the justified demand of Grmain Dak Sevaks. To achieve this demand uncompromised struggles are being launched. CHQ has already taken up the three phase programmee. Spread and propagate the CHQ programmes among the GDS fraternity so that they are enable to participate in large number in four days relay hunger fast from 05-8-2013 to 08-08-2013 at Circle/Regional offices.

In the month of September or October 2013 National Convention/Parliament rally will be held in New Delhi.

Dear comrades, You are all aware the natural calamity of Uttarkhand recently. It causes heavy loss to the people of uttarakhand as well as Gramin Dak Sevaks in the state.

 As per our assessment nearly the houses of 25 Gramin Dak Sevaks have been collapsed in floods in Chameli Tehri Garwal, Uttarkasi, Pithorgarh Divisions. One GDS employees in Nainital died in this calamity. CHQ donated Rs 10,000/-under welfare measure. You are also requested to send donations to the following address.

NEWS
Rastriya Swastya Bhima Yojana (Medical Scheme) for GDS is going to implement soon after completion of collecting data from GDS employees. The Department of Posts resubmitted the Bonus Ceiling Rs. 3500/- enhancement file to the finance ministry answering all the querries raised by the Finance Ministry.

NEW PROPOSALS
The department is going to provide one bicycle to the B.O. to delivery staff. The information from divisional heads is collecting about the B.Os. Modernization of B.Os is going to start in the last quarter of the year.
Ministry of Communication proposed to give advance Rs. 50,000/- to each GDS employee under the welfare measure. This issue is under active consideration.
Quota
CHQ requests all Circle/Divisional and Branch Secretaries to clear quota (or) due quota immediately. Also request to subscribe more and more new members and ask old subscribe to renewal “RURAL POSTAL EMPLOYEES”.

                    A kind reference is invited to this union's letter of even no. dated 28/06/13,  1-7-2013, and 4/07/2013, in which it was brought to your kind notice that the grant of House Building advance to those Gramin Dak Sevaks who lost their houses due to Natural Calamities like tsunami, super cyclone and Earthquakes in Uttarakhand. The affected Gramin Dak Sevaks who are working rural and remote area are very Poorer, Exploited and downtrodden section employees in Department of Posts, Gramin Dak Sevaks in this conditions when Natural Calamities take Department cannot denied or ignore the possible helps from department to their Employees. The following necessary stops to be taken.              

          As per our assessment nearly, the houses of 50 Gramin Dak Sevaks employees have been collapsed in floods in Chameli, Tehri Garwal, Uttarkasi, Pithorgarh Divisions. One GDS Employee in Nainital Divison died in this calamity.

You are, therefore, requested kindly to view the situation in the flood affected areas as that of human tragedy and natural calamity and take immediate measures to rush the following reliefs to the Postal employees - departmental and GDS employees as;-

(i)    Supply of food, clothing; fuel, lighting materials like Kerosene and Kerosene lamp, candles and matchboxes; and medicines keeping view the present situation and the one that is likely to follow in all probability.
(ii)   Arrange sufficient relief from welfare fund commensurate with the severity of conditions three months advances pay (TRCA).
(iii) Grant of house building advances rupees five Lakh to each GDS Employees who lose the house/flood advance, to the GDS Postal employees so that they may repair reconstruct the damage done to their property.
(iv)   Granting additional insurance cover to the employees those who are working in risky areas at high altitudes.
(v)    Granting hard duty allowance/Risk allowance for the specially identified in dangerous areas.

          We shall be thankful for an early action and a word in reply.

WE SHALL NOT COMPROMISE TILL WE SUCCEED BE READY FOR FURTHER STRUGGLES

Congratulations to all our Branch, Divisional circle secretaries and GDS fraternity for making two days hunger fast programme grand success in thefirst week of June given by CHQ in three phase agitational programme for the cause of GDS justified demands.
All India Postal Extra Departmental employees union (AIPEDEU) is a class oriented militant organization representing about two lakh Sixty Two Thousand GDS employees. October 2012 indefinite strike is a GDS revolt
Against  Attrocities. After the indefinite strike only the department of posts and the Govt. of India expedite the Rastriya Swastya Bheema Yojana (Medical Scheme) and is going to be implemented very soon. No doubt it is an achievement of AIPEDEU. Two lakh sixty two thousand GDS employees are going to be benefitted under this scheme.
As you are aware our demand pertaining to enhancement of bonus ceiling to Rs. 3500/- is justified demand. Unfortunately Finance Ministry returned the file with adverse remarks.
We thoroughly discussed the situation arising after historical indefinite strike and the pressing problems of GDS employees remaining unsolved in the C.W.C. held at Puttaparthi, Andhra Pradesh.
We have chosen the path of struggle to achieve the four charter of demands resolved in the C.W.C. We have successfully completed first phase of programme throughout the country.

The most important demand regularization of GDS employees is before us. It is our main task to achieve this demand. Comrades, we have been taught to fight for the cause of workers in general and GDS in particular. Let us rededicated ourselves for the cause and continue our struggles for the good of GDS in whatever adverse situation that we may face.

In continuation with our interaction with you regarding the IT Modernisation Project. We are sharing few more communication artifacts with you.will request your help in publishing the same in union newsletters and websites.


The artifacts are as follows:

2) Natkhat Mithoo Book - A story about change _Chapter 2
The story at best should be read as a fable that conveys the message that change is good and should be accepted. The book is divided into eight chapters and each chapter carries a message about change and how to manage it effectively. Each chapter is followed by an exercise comprising of questions about the India Post 2012 Project and the story in general.
We are sharing Chapter 2 (English) now, and would be sharing more chapters in next mails.
