PRESS STATEMENT OF AIPEDEU CHQ

PRESS STATEMENT OF THE ALL INDIA GENERAL SECRETARY OF THE ALL INDIA POSTAL EXTRA DEPARTMENTAL EMPLOYEES UNOIN, CENTRAL HEAD QUARTERS NEW DELHI ON 16-10-2012
During 65 years after independence, the department of post has registered tremendous progress in rural areas through huge network or extra departmental Post offices. In the rural areas which represents a population ratio of 74.20% the postal development is much more phenomenal. A total number of 2.7 lacks of Gramin Dak Sevaks (ED Employees) are taking care of the postal needs of the population through 1,27,183 branch Post Offices. This represents 89.42% of total connectivity whereas the urban connectivity is about 10.58%. The statistical data for the past decades goes to demonstrate the vast growth of Rural Post Office and GDS staff. It is GDS who are actually running the country's postal services.
It is illegal and extremely unfair Labour practice to consider main workforce of the Postal Department providing 90% of Postal connectivity as "Extra Departmental". The whole system of maintaining lakhs of workers as Extra Departmental employees is itself illegal. Since overwhelming part of the postal services are run by them, almost 90%, they should immediately be departmentalized/made integral part of the Department and paid all benefits admissible to regular employees. They indeed are the real Postal workforce in the country running largest and one of the most efficient Postal services in the world. It is unjust to consider them as class apart from the regular employees. Time has come to undo the wrong done to the GDS and treat them as Central Govt. employees as ordered by the Supreme Court.
All the 2.7 lacks of Gramin Dak Sevaks (ED Employees) working throughout the country will go on an indefinite strike from  16.10.2012.The formal due strike notice was served to the Director General Department of Post New Delhi on 21.09.2012. The Charter of Demands of the strike is as follows:
1.     Grant Status/Regularisation as government servant to GDS employees as recommended by Justic Talwar Committee. The Hon’ble Supreme Court of India in its land mark judgement date 22-04-1977 held that the Extra Departmental agents (now Gramin Dak Sevaks) are holders of civil posts. He is doing multifarious activities viz.,RPLI,Savings/NREG,Business etc. and most of the GDS are working more than 5 hours and it is high time to consider the demand.
2.     Grant Bonus ceiling of Rs. 3500/- at par with Departmental staff. It is grass injustice and discrimination done to Gramin Dak Sevaks by denying Bonus ceiling of Rs. 3500/-.
3.     Grant compassionate appointments in all cases by removing irrational conditions and restrictions/norms prescribed recently.
4.     Scrap new recruitment rules of Postman/Mailguard and MTS. Restore the previous recruitment rules.  The promotion from GDS to postmen and MTS is direct recruitment in the version of the department.  Promotion under seniority quota should be restored.
5.     Stop abolition of GDS posts and fill up of all vacant posts in all categories of GDS in postal and RMS offices.
6.     Withdraw illegal order of reduction of TRCA of GDS.  Protection of pay and right to life is the fundamental right.  Implement Sri V.P. Singh, then D.D.G (Estt.) committee recommendations regarding cash handling points to BPMs, cash conveyance, Pay protection etc.
7.     Implement immediately Restriya Swasthya Bhima Yojana (RSBY). The scheme has already been approved by the cabinet.
8.     Grant immediate pro-rata revised scales to Casual labourers including part time and full time and MMC workers and restore DA which has been stopped for the last four years.

All the participants are insisted that the strike was inevitable since the Department of Post and the Central Government is much adamant to implement even the Hon’ble Supreme Court Verdicts and the reports of committees headed by Hon’ble retired Hight Court Judge Justice Talwar and others which was duly appointed by the Government

Gramin Dak Sevaks are on Indefinite Strike

2.7 lakhs Gramin Dak Sevaks are going on Indefinite Strike started from 16-10-2012 morning all over the country to achieve the following Charter of Demands. General Secretary of Gramin Dak Sevaks S.S. Mahadevaiah reported that 1,29,442 Branch Post offices are stand closed due to the indefinite strike. He urged the department to settle the justified demands of GDS immediately.

Indefinite Strike from 16th October, 2012
Dear Comrades,

AIPEDEU has given a call for INDEFINITE STRIKE from 16th Oct, 2012. Frustrated GDS employees have been agitating over the issue when the assurances are not honored. Time and again the bureaucracy is playing its disruptive game with the unions and making us humble. No consultation with staff side, periodical meetings are not held periodically, committees are constituted to dodge the issues and to dilute the very purpose and so on and so forth.  There is no alternative than to wage a decisive struggle against the injustice. Our efforts to get justice do not appear to have yielded much fruits. Hence an indefinite strike has become unavoidable. We are compelled to resort to indefinite strike from 16.10.2012.

Comrades, this is time that serious preparations are made to make the strike a total success. Some guidelines which are only illustrative and not exhaustive are laid down here under. More programmes and activities may be devised locally:

1.       The strike will begin at 6.00 AM on 16.10.2012. It has to be ensured that everybody resorts to strike form that day. B.O bags should not be exchanged and B.O. daily accounts should not be submitted.
2.       We are seriously opposed to any sort of violence or sabotage. But certain agents of disruption would be active to implicate the striking members. We should be vigilant against such forces.
3.       There may be rumors of several kinds. We should not be swayed away by rumors. In case of any necessity the CHQ can be contacted on the following telephones'
(1) 011-23697701 (2) 09811577701. (3) 09413223152. (4) 09968140342 (5) 09421742339 & 07838518934, also see CHQ websites www.ruralpostalemployees.blogspot.com /www.rpehq.com
4.       Following steps for extensive and intensive preparations should be taken:
(i)      Extensive tour of the circle by circle union representatives and of the Division by Divisional union representatives should be undertaken and members educated about the issues. As regards the issues pertaining to the members of this union, much matter has been provided in several issues of the union journal- Rural Postal employees and other bulletins/notes.
(ii)     Posters/handbills in local language should be brought out highlighting the demands.
(iii)    We should plan rallies/ meetings along with other unions.
(iv)    In the meantime following programmes may be organised at all Divisional Head Quarters.
  1. Send memorandum to the finance minister, Communication minister and Secretary Posts and local MPs by speed Post on 5-10-2012. The memorandum format copies are sent along with this circular.
  2. Conduct Rally at Divisional Head Quarters and important places from 10-10-2012 onwards and ORGANISE PADAYATRA THROUGH OUT THE COUNTRY TO EXPRESS OUR UTTER DISSATISFACTION AND FRUSTRATION OVER THE ILL TREATMENT/STEP-MOTHERLY ATTITUDE should be held where prominent persons should be invited.
  3. 15.10.2012 – Tourch Light procession and organizing unbreakable unity.
(v)                 During strike:  mass mobilization as per local convenience.

1.           All other arrangements as necessary may be made.
2.            No heed should be paid to any rumours that may be spread by misleading agencies or agent's provocateurs. Any information required can be had direct form us.
Comrades,
A challenge has been thrown on us and we have to accept it. We have appealed to NFPE/FNPO/BPF and affiliated unions for direct support and participation. We are assured of total support by several Circles. You may kindly approach local group 'C' &'D' leadership for supports and participation.
Kindly translate this Circular into local language and circulate amongst members.

With militants greetings,
                                                                                      Yours fraternally,

Sub:– Proposed Indefinite Strike by AIPEDEU from October 16.2012 –Reg.

Ref. –  Your letter No. 8/4/1012 SR Dated the 28th September, 2012

Madam,

It is not irrelevant to mention here the discussion held with the department of post on 16th January 2012 in connection with the JCA call for indefinite strike from 17th January 2012. We were given assurances to settle the justified demands of GDS. The Hon’ble state minister for communications and IT also has given assurances in the meetings held at his residence with leaders on 21st January 2012. The General Secretary AIPEDEU explained elaborately the most pressing problems of GDS in the meeting. The assurances of the Hon’ble state minister have not been put into practice till date.

Hence we have no other alteration except agitation to settle the genuine and justified demands of GDS.

We are humbly requesting your kind intervention to settle the demands placed in the charter of demands to maintain peace in the department of posts.

With Regard
     Yours Faithfully

The memorandum format:- Memorandum submitted to Hon’ble Ministers, The finance minister, Communication minister and Secretary Posts and local MPs by speed Post on 5-10-2012.

To

Shri Kapil Sibal Jee,

Hon’ble Minister for Communications & IT

Government of India, 6 CGO Complex

Lodhi Road, New Delhi-110001

Respected Sir,

Most respectfully we are submitting herewith a memorandum on most urgent and pressing problems of the Gramin Dak Sevak employees for your kind perusal.

  1. We, on behalf of the 2.7 lakh GDS employees urge your gordself to take necessary action to take status/Regularisation as Government servant to GDS employees as recommended by Justice Talware Committee. The Hon’ble Supreme Court of India in its land mark judgement dated 22-04-1977 held that the Extra Departmental agents (now Gramin Dak Sevaks) are holders of Civil Posts.
  2. Grass injustice and discrimination has been to Gramin Dak Sevak employees by denying Bonus Ceiling of Rs. 3500/- at par with Departmental Staff. Grant bonus Ceiling Rs. 3500/- to GDS without any discrimination. Please Consider.
  3. The department of Posts appointed government officers Committee to examine grant cash handling points to BPMs, pay protection, cash conveyance allowance etc. GOC has already submitted its report to the Department. The recommendations have not been implemented so far. Kindly intervene and issue necessary orders to implement the GOC recommendations. We were assured previously regarding pay protection, cash handling norms etc. Positively by Hon’ble State Minister for Communications & IT.
  4. Rastriya Swastya Bhima Yojana (RSBY) has been granted to GDS and approved by the cabinet. But the scheme has not yet been implemented. Kindly implement RSBY immediately.
  5. Hither to compassionate appointment to the wards of GDS have been given as a welfare measure without any condition or restriction. Imposing conditions and norms prescribed recently is against the principles of natural justice and low or the land. Due to this norms 50% compassionate appointments have been refused by CRC. Restore the previous position and grant compassionate appointments to all.
  6. You are urged to intervene and make the concerned officers to Grant ACP promotion or financial up gradation to GDS as recommended previously.
  7. Most of the GDS posts have been abolishing stating that there is not justified workload for the post. Stop abolition of GDS Posts and filling up of all vacant post in all cadres of GDS.
  8. Scrap the new recruitment rules for appointment of postman/MTS. Stop 25% recruitment from open market. Restore the previous Recruitment Rules.

Senior GDS officials have been denied to promote as postman/MTS. They are enjoying this facility for many years. Kindly restore old formula.

We, therefore, request you kindly to consider the case keeping in view the Judgement of the Supreme Court and issue necessary orders to withdraw the amendment.

We once again respectfully crave your indulgence for judicious settlement of the issues.

          With high regards

                                                                                                       Yours faithfully,
