No. 17/103/2007-GDS                                                        Dated: 06 Jan 2012

FILLING UP OF VACANT POSTS OF GRAMIN DAK SEVAKS

Postal Joint Council of Action has taken up the issue of filling up all vacant post of GDS as one of the strike issues with the Department. While the Department has periodically reviewed the existing instructions on the issue and reiteratd the same to all concerned from time to time in the past, it appears that the instructions issued on the subject are not being meticulously followed in the field. The need for timely action to initiate action to fill up the vacant posts and adherence to guidelines for substitute and provisional arrangements need to be realized in right perspective in the overall operational interest by all concerned. Keeping this in view, the gist of the instructions/guidelines on the issue is, therefore, again circulated for the information and strict compliance as under:-

(a)         Vacant posts of GDS BPM in Branch Post Offices with a single establishment were allowed to be filled up straight away by the Divisional Head to ensure basic postal services and facilities in the rural areas through the existing Branch Post Office vide Para 2(i) of DG Posts letter No. 17-103/2007-GDS dated 14.07.2009. It was further provided in para 2(ii) of the letter ibid that the vacant post of GDS in Branch Post Offices with two or more hands may be filled up on the basis of triennial review already carried out. However, if prescribed workload and financial parameters as prescribed for opening of a Branch Post office are not fulfilled but the posts are required to be filled up for operational reasons, then the appproval of Chief PMG will be required with concurence of Circle IFA. In respect of category of GDS BPM, this power earlier vested with Chief PMG was delegated to the Head of Division for filling up the vacant posts of GDS BPM without reference to HOC by adopting the method firstly by appointment of surplus identified GDS fulfilling the conditions faling which by combination of duties in the same BO provided the combined workload does not exceed five hours failing whichy by recruitment of outsiders by observing the selection process as per DG Posts letter No. 17-103/2007-GDS dated 17 Feb 2011. This dispensation was given only for the vacant posts of GDS BPM in Branch Post Offices irrespective of number borne on extablishment. It was made clear in the letter dated 17 Feb 2011 that approval of the Head of the Circle shall continue to be obtained for filling up other categories of Gramin Dak Sevaks which are not justified by workload/financial parameters in case such posts are required to be filled up or operational reasons. For the category of GDS Stamp Vendor, the existing vacncies of GDS Stamp Vendor including the posts likely to fall vacant on account of discharge, absorption or death, etc, are not allowed to be filled up if not justified statistically i.e. if the prescribed norm of Rs. 1000 sale per hour is not fulfilled as ordered vide DG Posts letter No. 6-24/2010-PE II dated 21 Jul 2010.

(b)         The guidelines at (a) above apply to all approved categories of GDS notified in Rule 3(d) of GDS (Counduct and Engagement) Rules, 2011 i.e. GDS Branch Postmaster, GDS Mail Deliverer, GDS Mail carrier, GDS Mail Packer and GDS Stamp Vendor. No other category, which is not included in Rule 3(d) is allowed to be filled up.

2.       Elaborate instructions for making substitute arrangements were issued under letter No. 17-115/2001-GDS dated 21 Oct 2002. Such instructions in nutshell are reiterated as under:-

          (a)     In Short term arrangements, as far as possible, work is to be managed by

combining duties, Substitutes will not be provided in leave arrangements. In single handed BOs, the work will be managed by giving combined duty to GDS MD/GDSMC of neighboring BO in whose beat BO falls.

(b)         In long term arrangement, combination of duites as per above, may be resorted to. Substitutes will be allowed only if workload of the BO as well as financial position justifies such arrangement or filling up of posts on regular basis.

(c)         In town and cities where departmental officials are also available in same office, the possiblity of managing the work by regular staff by combination of duties or by grant of OTA beyond normal working hours may be explored.

(d)        No substitute is to be alowed to take over charge unless the competent leave sanctioning authority/appinting authority is fully satisfied that the subsitiute possesses the prescribed qualification for that appointment and has been privided under the risk and responsiblilty of the regulr incumbent.

(e)         Continuation of subsitutes beyond 180 days at a stretch may be allowed only by the next higher authority to the appoining authority and only in exceptional cases where action has been initiated for regular appointment if justified by workload and financial norms.

(f)          No substitute arrangement shall continue beyond one year. If it is to be continued on unavoidable reasons, specific approval of HOC will be necessary for reasons to be recorded by the concerned authority in writing.

(ii)          It may again be made clear that combination of duties is permisible only in cases where the combined workload does not go beyond five hours.

3.           Elaborate instructions for making provisional arrangements were issued under letter No. 17-115/2011-GDS dated 21 Oct 2002. Such instructions in nutshell are reiterated as under:-

(a)         In case of provisional arrangements, such appointments should be resorted to in case where the GDS is unable, quite unexpectedly, to undertake his duties due to his own actions (unauthorized absence, fraud, misappropraiation, etc.), due to circumstances beyound his control like sudden illness/accident/death or because the Department does not want him/her to continue (due to reasons of misconduct/dismissal/removal/put off duty, etc). In other cases, action should be taken well in advance to fill up the post on regular basis. Even where the post falls vacant unexpectedly, efforts should be made to manage the work by combining the duties keeping in view the limitation outlined in Para 2(ii) above..

(b)         Where provisional arrangement becomes unavoidable, action may be initiated to fill up the post following all the formalities prescribed for regular appointment but clearly stipulating that the appointment is on provisional basis.

(c)         In case of death, there is no objection to a dependant being allowed to function on interim basis provided he/she fulfills the qualification required for such post. Again, this may be resorted to if arrangement by combination of duties is not feasible. Such interim arrangement should not exceed one year.

(d)        Approaval of next higher authority is to be obtained in all cases where provisional arrangement exceeds 180 days. Where the period exceeds one year, the approval of Head of Circle would be necessary.

4.           It was also clarified vide DG Posts letter No. 41-437/87-PE II dated 16 Dec 1987 and 06 Jul 1988 that wherever combination of functions is resorted to, the designation of the person may be ED Branch Postmaster (now called GDS Branch Postmaster), if he performs any other function in addition to his work as Branch Postmaster and, in all the other cases, the designation may be of the function which is the most predominant i.e. where delivery agency and main conveyance constitute the combind functions of an individual, he can be designated as Delivery Agent or Mail Carrier depending on the longer time devoted on the particular duty. In such cases, the pre-dominant function & designation given resultant thereto determines the admissible TRCA plus allowances.

5.           Wherever the combination of fucntion is resorted to, the resultant another post, the functions of which are so combined, may be relocated to another office by way of redeployment & in case of non-relocation, the same needs to be abolished/kept held in abeyance. In case of future needs when the combined workload exceed 5 hours, the action would involve creation of post by adopting the prescribed process or by redeployment of surplus posts or by reviving the post ordered to be held in abeyance. Similarly, the posts, which are declared not to be filled up, need to be ordered to be abolished on being fallen vacant, viz., GDS SV (only not justified statistically) and GDS Mailmen, etc.

6.           As and when information is called for, it has been observed that incorrect information about the vacant posts of GDS is furnished. In case of observance of the process as outlined above, the sanctioned number of GDS posts minus actual strenght at any given point of time would reflect the actual number of GDS posts minus actual strenght at any given point of time would reflect the actual number of GDS posts vancat for the purpose of initiating action for engagement on such posts. Where the instructions issued do not put a bar on filling up a particular category of post & the prescribed parameters are also fulfilled; action needs to be initiated promptly/well in time to fill up such posts adopting the prescribed process. In other cases where the presecribed parameters are not fulfilled, the Divisional Head is only a uthorized to decide about filling up the only posts of GDS BPM. In other cases, the process of obtaining appoval of HOC may be initiated promptly; if, however, any of such posts is considered to be filled up for operational reasons, the Divisional Head shall send the proposal at least in a month's time from the date of vacancy and in advance (particularly in the cases of discharge, absorption to regular departmental posts). The Divisional Head should monitor its process with due diligence. The CO/RO shall also closely monitor their MIS.

7.           The above position may brought to the notice of all concerned for information and strict adherence.

Will India’s snail mail begin brisk walking with post office reforms and liberalisation?

Will India’s snail mail begin brisk walking with post office reforms and liberalisation?

The government’s plan to tap into India’s vast postal system to reach out to the unbanked population by utilising offices across the country as banks is expected to take some shape this year as the proposal has been sent to the Finance Ministry for its nod.
The idea that 1.55 lakh Post Offices could double up as banks is aimed at aiding the government’s goal of financial inclusion, especially in rural areas. Once implemented, coverage of the country’s banking network will increase three-fold in one stroke.
Around 90 percent of the Post Office branches are in rural areas. In contrast, out of approximately 87,000 bank branches in the country, around 24,000 are in rural India.

A general post office in Bangalore. AFP

Although the idea has been around for a while, Communications Minister Kapil Sibal brought it to centrestage in July. However, before it takes shape, the Acts governing the banking and postal sectors will have to go through major amendments.
“Before applying for a banking licence, there are certain procedures that need to be completed. The work is in progress and the proposal has been submitted to the Ministry of Finance for its nod to go ahead,” a government official privy to the development told PTI.
The year may witness quite a few amendments to the 113- year-old Post Office Act, which are aimed at opening up the sector.
The proposed amendments in The Indian Post Office Act, 1898, include recognising the services of private courier players and bringing them under the regulatory ambit. This will legalise ‘forbidden services’ like sending personal letters through private courier companies.
However, a lot needs to be done within the Department of Posts before reforms are implemented in the sector, as the industry is demanding that the services wing of the DoP should be a separate entity. This could be done along the lines of BSNL, which was hived-off from the Department of Telecom, industry players have said.
During 2011, Sibal made efforts to kick-off reforms in the sector, starting with India Post.
“After many years, we have seen government is ready to listen to industry. Minister (Sibal) has said that no policy decision will be made without taking views of industry. It’s a highly welcome move, but DoP officials are still not ready to open up,” said an industry representative. .
India Post is the biggest postal network in the world, a major portion of which, about 1.4 lakh post offices, are located in rural India.
Sibal had announced a 100-day agenda for revamping the DoP, especially its services. The agenda was designed around objectives assigned under the 11th Five-Year Plan (2007-12).
The agenda included provisions to facilitate round-the-clock transactions by customers through web portals, call centres, ATMs and other tools to modernise and enhance the operational and service efficiency of the government-run ‘India Post’.
Sibal attempted to create an image of modernisation in India Post by launching an e-post office portal with an e-commerce section. He pushed India Post to build partnerships with private players for utilising its capacity. The effort did show some results.
In June, 2011, India Post partnered with apparel retail chain Fab India to provide its customers with the facility to ship their purchases to destinations they want from the store.
The DoP also partnered with state handloom centres to provide logistics services to craftsmen for both national and international destinations.
Built up over the years, its reach in the hinterland caught the government’s attention as a tool to reach out to the masses under public programmes.
The year for the DoP began with a partnership with the UIDAI to deliver Aadhar numbers. In November, the UIDAI roped in TCIL to support India Post, which could not manage the work load in view of inadequate printing facilities at Kolkata and Delhi. India Post was printing about 1.5 lakh Aadhaar cards a day, whereas the UIDAI enrollment was over 10 lakh residents daily in that month.
The DoP was also seen as good option to disseminate wages to people under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). However, a lack of capacity and lax management posed questions over its service standards.
A parliamentary Standing Committee on the DoP found a huge gap between the wages disseminated by the DoP and the figures recorded by the Department of Rural development. In 2009-10, the gaps in the data submitted by both departments widened to 13 lakh in terms of total MGNREGA worker accounts and over Rs 1,000 crore vis-a-vis the wages distributed.
During 2010-11, the DRD furnished the data one month later than the DoP. Upon examination, it was found there was a deviation of 29 lakh in respect of the number of accounts and about Rs 1,221 crore in respect of the amount disbursed vis-a-vis the DoP’s figures, the Standing Committee said in its report.
Besides these glitches, a fund crunch left the DoP unable to address urgent and important requirements.
During the 11th Five-Year Plan, the DoP was allocated Rs 2,700 crore for technology upgradation of Post Offices. However, the Expenditure Finance Committee (EFC) restricted this to Rs 2,505.86 crore. The final amount approved two years after commencement of the Plan was Rs 978 crore.
With immense potential and as possibly many hiccups on the way to realising them, 2012 will be the year to watch which way India’s postal system goes.

Letters to Govt.

GDS/CHQ/3/4/2011                                Dated: 08.12.2011
To

The Secretary
Department of Posts,
Dak Bhawan,

Sub;-  Framing Recruitment Rules in respect of Postal Assistants/sorting Assistant in Department of Posts.
Ref;-   Your Office letter No. 37-47/2010-SPB-I dated 18.11.2011.

Madam,

          With regard to the Recruitment Rules for Pas/SAs notified vide Gazette Notification No. G.S.R 794 (E) We feel that certain improvements are called for. Our contention is that it is the policy of the Government to recruit the best available talent to ensure best output out of the personnel recruited. Certain restrictions of age and percentage of marks prescribed for the GDS employees are certainly impediments and supper from certain inherent conditions. These are;

1.   It is prescribed that GDS employees to quality for taking the examination for appointment as Pas/SAs should be within 30 years of age and have put in at least five years of service as GDS. This virtually denies an opportunity to most of the GDS employees, many of them very capable to quality for recruitment as Pas/SAs. This means that those GDS employees who have been recruited as such at the age of 24 years or below would only quality for taking the examination and in most cases, they would have only one or two chances at the best, You will kindly agree that this is too harsh, The same G.D.S. if is appointed as multi tasking staff or postman would be eligible to take the examination upto any age below 60 years and the same person for direct recruitment is subjected to rigorous conditions of age (of 30 years) and five years of service. These may be improved as suggested below for awaiting services of the best talents;

i)             GDS employees up to age of 40 years should be eligible for writing the test along with the departmental LGOs for appointment as PAs/SAs.
ii)           The minimum service as GDS required to be put in should be three years instead of 5 years.

iii)          The GDS employees with 10+2 qualification and below the age of 30 years with no service restriction should be eligible to write the examination along with outside conditions. Such GDS employees should apply through the Recruiting units.

We, therefore, requested you kindly to consider the suggestions dispassionately and accept the same which will be in the best interest of service.

With regards,
Yours faithfully,

Surprisingly a copy of the latter under reference was not endorsed to this union and we had to procure a copy of the same through other sources and hence the delay in sending our views/comments/ Sincere we have a major stake with regard to the norms, we think it proper to supply our views/comments in brief.

The terms of reference are "To review all the norms for opening of Post Offices in rural and urban areas".  While other things that the Committee is required to take into consideration the potential revenue that the BO's generate and are likely to generate as the sole medium of Communication in many areas. But the Committee, strangely and by passing its brief, proposes in Para 5. d of the minutes to "study relevance of instructions relating to TRCA protection". While the protection of pay has its judicial and fundamental back ground which applies to protection of TRCA, the Committee proposes to disturb a settled issue and go beyond brief the Committee may be asked to work within the four walls of the terms of reference and to refrain from disturbing the hornests.

3     While Para 2 (ii) of planning Divisions letter No 40-36/EFC/2002-plg dated 05-07-2011 provide sufficient guide to the Committee to work on factual position and the position that is likely to emerge CWC would like to offer some slain suggestions.

(a)         The Branch Offices, now-a-days, perform a variety of business and quite strongly, in case of several items of business neither time factors have been provided or clear yard sticks assess revenue denied from the services have been fixed. The social requirements served by the B.O.s by translating several schemes have to be compensated through proper calculation of revenue. And where the revenue factor has settled and the working norms have been finalized, any one of them will provide clear yard stick for opening of P.O.s in rural areas, because business and revenue are inter related. PLI, RPLI, old age Pension, MNAREGA payments, acceptance of electric bills and Telephone bills etc are several items for which norms of work and revenue are required to be objectively fixed and calculated.

(b)         Yes, the GP villages acquire greater importance and have to be provided with Post Offices. But in order to provide the G.P. villages with P.O.s it is not necessary to re-allocate or disturb the already established P.O which is performing sufficient business and earning revenue, thereby.

Rather, steps for opening of new P.O.s at the G.P. villages if such villages are not having one should be taken in views of the emerging importance of the Gram Panchayats.

(c)         The norms for opening of P.O.s in rural areas should be realistic and presumptive to slice the existing facilities provided in the rural areas.

We keep our self combined to the rural areas where we have stakes and hope that our views would be properly taken into consideration.

With high regards,
Yours faithfully,
