Madam,

In continuation of the letter under reference we suggest the following for your judicious consideration and early favourable orders.

Due to non-circulation/publication of the MODEL QUESTION PAPERS of the revised pattern of exam most of the GDS could not prepare well.  Resultantly most of the vacancies were left unfilled.  Hence a supplementary exam needs to be conducted to grant them another chance so that all vacancies would be filled up immediately before June,2013.

Time for four papers that is 90 minutes for 100 questions (4) not at all sufficient, it should be at least 150 minutes.  For similar pattern of exam in respect of IPO exam 180 minutes are given for 150 questions.  The standard of the candidates needs to be looked into objectively and justifiably, we strongly feel.

Liberalisation of standard of question paper is very essential.  The papers are set by the officer of DPS rank, of high standard hence earlier method ideal.  The GDS find it very difficult to digest; especially the senior GDS employees and this will block their promotional avenue.  Through out his service every GDS dreams of his promotion! 

Instead of General Knowledge, please ensure knowledge of the departmental rules in respect of MTS/Postmen cadre. Test on minimum skill for Job requirement is the purpose of this exam. The papers of Mathematics and English should be simplified keeping practical aspect in mind. The candidate must be in a position to score at least minimum qualifying marks as all GDS are able to perform the duties of MTS/Postman efficiently in reality.  Presently GDS employees are officiating in the temporary vacancies of Postmen/MTS constantly and are rendering satisfactory service.  This practical aspect needs to be taken for natural justice in this issue.  The life of the neglected and much exploited GDS to be taken seriously we strongly feel. 

Seniority and seniority cum fitness - most viable formula: Selection by seniority as done in the previous recruitment rules and seniority cum fitness in case of exam will be proper and ideal in the practical approach.  The deprived class are further neglected by the revised recruitment rules and it was one of the Strike demands in the 16.10.2012 indefinite Strike too, our members are agitating over the issue and therefore the matter needs to be viewed in proper perspective. 

We therefore request you to review the matter in the light of the above, in consultation with this union, and cause to stop direct recruitment from open market.  For filling up of MTS and Postmen vacancies from GDS is also DIRECT RECRUITMENT!

Sub :-Regarding inability of G.D.S employees to discharge their duties efficiently & sincerely due to continuous work pressure and humiliation.

Madam/Sir,

Please find the enclosed memorandum of problems submitted by the GDS employees of Bangalore in Karnataka Circle.  The GDS employees are really working hard and taking all stress and strain in discharging their routine job efficiently.  It is a peculiar arrangement done at Bangalore alone to further exploit the already neglected section by engaging them for more time than they suppose to work.

The special recruitment of GDS (speed post) was proposed to induct new blood into the delivery crew for speedy delivery of speed post articles received for delivery at the Metro city Bangalore.  Driving License was made compulsory to the candidates applying to this special recruitment and a provision was made to compensate fuel charges incurred on the own vehicles used by the GDSMD, speed post.  Petrol rate is now Rs.75/- at Bangalore and the GDS employees are compelled to bear additional expenditure because of steep rise in fuel charges and maintenance of vehicles.  Kindly imagine the difficulty of this low paid GDS working in the urban area like Bangalore. 

Further they are forced to work beyond their working hours like regular postman who does 8 hours work.  They are also compelled to carry parcels to ensure prompt delivery of parcels at the door step of our valued customers.  Here also proper facilities lacking, need to be given for smooth work.  Practical problems of GDS at the work spot as well as in the delivery beat are explained in the enclosure for your kind perusal.

Directorate instructions on avoiding engagement of GDS employees in urban areas to be ensured as far as possible in view of the exploitation of labour which also amounts to violation of human rights. 

We do sincerely hope that your kind self would look into the matter in its entirety and cause orders deemed fit that is regularization of the services of GDS employees working in Bangalore urban city, the place of international importance, in the interest of justice and fair play.

This union come to learn that there is twenty six thousand GDS vacant posts in the Department of posts remain unfilled. Due to this combination of duties have been enforced among the available GDS employees. It is causing concern. Necessary action is requested for filling up the all vacant posts of GDS.

We therefore request you to take proper action to reduce the grievances.

Sub:-      Avoid in delay in payment of retirement benefits of GDS-Reg.
 
Madam,

Even though orders were issued by the department of posts for making payment or retirement benefits on the next day of date of retirement of GDS employees, the orders of department are not implemented by the authorities at various levels. Resultantly the retired GDS officials are dragged on in the streets without setting their legitimate entitlements for years together even after retirement.

It is heart breathing to mention that the concerned authorities are functioning without conscience.

We therefore request you to take proper action to reduce the grievances.

Sub:- Request for grant of paid holidays and Sundays to GDs employees
when appointed against the leave vacancy of regularPostmen/Group-‘D’ staff.

Madam,

        As per the Directorate letter No. DG(P) No. 47-19/98-SPB-II dated 23.04.2012 EDAs while working against the regular post of Postmen/Group-‘D’ staff as substitute owing to regular incumbent being on leave etc. also be paid for national holidays if it falls on working day, provided he works on both the preceding/succeeding working days to the national holidays.

GDS while working against the regular post of Postmen/Group-‘D’ staff as subititute owing to regular incumbent being on leave etc not to be paid for Sundays and holidays. They get only 22 or 23 days salary when there are two or three holidays in the month.

Hence you are humbly requested to grant of paid holidays and Sundays also to GDS employees when appointed against the leave vacancy of regular Postmen/Group-‘D’ staff.
