AIPEDEU WALKED OUT FROM 24th NATIONAL CONFERENCE OF CONFEDERATION AGAINST UNDEMOCRATIC METHODS ADOPTED BY THE LEADERSHIP.


AIPEDEU WALKED OUT FROM 24th NATIONAL CONFERENCE OF CONFEDERATION AGAINST UNDEMOCRATIC METHODS ADOPTED BY THE LEADERSHIP.

AIPEDEU is not only one of the affiliated Unions of the confederation but also biggest Union among the affiliated Unions. Com. SS Mahadevaiah, General Secretary of AIPEDEU elected unanimously as Asst. Secretary General of confederation in last conference held in Delhi. Right then Com. Ss Mahadevaiah is continuing as the office bearer of confederation.

In the report of the Secretary General there is no single line about the 7 Days Historic Indefinite Strike conducted by Affiliated Union for the cause of GDS Employees in the month of October, 2012. Secretary General of confederation deliberately avoid record the GDS Strike in his report.

On the second day of conference Com. BV Rao, AG/S AIPEDEU brought this lapse to the notice of the presidium and urged for inclusion of Historic 7 Days Indefinite Strike of AIPEDEU in the report. There is no response.

On the third Day Com. K. Raghavendran who is acting as President of the Conference unilaterally invited Com. P. Panduranga Rao, G/S of unrecognized and non – affiliated Union of Confederation to address the August House. Immediately Com. SS Mahadevaiah G/S OF AIPEDEU raised point of order and vehemently objected to allow the non affiliated Union representative address the House. Com. SS Mahadevaiah opposed this type of undemocratic ways and acts of the chair. But there is no response from the chair.

To express protest the representatives of AIPEDEU, Com. SS Mahadevaiah General Secretary, Com. B.V. Rao, Astt. General Secretary, Com. Mrytunjaya Chakravarthy Circle Secretary of West Bengal & Com. Devasis Day, AC/S Odisha Circle Walked out from the House.

MEENING FULL DISCUSSIONS, SCINTIFIC ANALYSIS

THREE PHASE OF AGITATIONAL PROGRAMME

 

Central working committee of AIPEDEU was held at an historical and Holy place Prasanthi Nilayam, Puttaparthi, Ananthapur District in Andhra Pradesh. Out of 15 CHQ office bearers thirteen attended, out ot 22 Circle Secretaries 21 Circle secretaries attended the C.W.C In connection with the C.W.C. the open session was held at R.V. Janaki Ramaiah Kalyana Mandapam, Puttaparthi on 21-04-2013 Sunday from 10-00 A.M. to 5-00 P.M. under the presidentship of Com. B.V. Rao, Asst. General Secretary and Circle Secretary of A.P. Circle.  Sri Nimmala Kistappa, M.P., Hindupur, Sri P.J. Chandra Sekhara Rao, M.L.C. and State President of AITUC A.P. State and C.Soma Sekhara Reddy, Chairman S.V. Group of Institutions, Ananthapuram, Sri Ismail, Superintendent of Post Offices, Hindupuram attended as Chief Guests and addressed the open session. The Honourabe M.P. and M.L.C extended their Solidarity to the justified struggles of AIPEDEU.

 

Com. S.S. Mahadevaiah, General secretary of AIPEDEU, Com. P. Suresh, General Secretary of R4, Com. D.N. Giri, CHQ President, Com. B.G. Thamankar, Ex-President NFPE,  Narasimhan, Vice Chariman confederation of Central Govt. Employees, Com. Mallikarjun, P4 Circle Secretary,  Karnataka, Com. B. Narasimhulu, R4 Circle Secretary of A.P. Com. M. Namendar Goud, Circle Secretary, All India Postal R.M.S., Causal Labour, Contingent, Part time and MMC Workers Union, Com. Rama chandraiah, Divisional President, Hindupur Division, Com. P.S. Sesha Murthy, General Secretary, Reception committee and Circle President, AIPEDEU A.P. Circle addressed the open session. The open session was successfully ended with the vote of thanks by Com. V. Lakshmikanth, Special Invitee CHQ and Asst. Circle Secretary AIPEDEU, A.P. Cirlce.

 

Subject committee was commenced on 22-04-2013 at 9-00 A.M. in Prasanthi Nilayam

Post office under the Presidentship of D.N. Giri CHQ President. All the circle Secretaries and CHQ office bearers discussed in length about organizational matters and reviewed the agitational

programmes given by CHQ including October 16-22 indefinite strike. Pressing problems of GDS are also discussed in depth.

 

CHQ vacated vice president post was filled by central working community with Com. BA Mansuri, BPM Gandi Nagar Dn. Gujarat  unanimously.    

 

C.W.C. Also directed to CHQ and circles for taking action against non submitting of quota to CHQ /Circle Unions. Further directed to CHQ exercise Constitutional power to collect quota from division and branch Unions.

 

The following resolutions were kept before the C.W.C for discussion and acceptance by Com. B.V. Rao, Asst. General Secretary and the same was accepted unanimously by the C.W.C.

 

1. GDS should be included in the perview of 7th Central pay commission.

 

2. All the GDS should be regularised and grant all the benefits at par with departmental employees.

 

3. Nominclature should be changed. Instead of Grameen Dak Sevaks. The New Nominclature i.e., Rural Postal Employees (R.P.E. Gramin Dak Karamchari ) should be given.

 

4. All the written assurances given by the department during 2012 October indefinite strike pertaining Rs. 3500/- Bonus ceiling to the GDS, R.S.B.Y. (Medical Scheme), Change in MTS and Postmen RR and GDS on compassionate grounds-merit points  should be implemented immediately.

 

To achieve the above demands the following three phase agitational programmes are given.

 

1.       Two days hunger fast by divisional office bearers at divisional head quarters from 04-062013to 5-06-2013.

 

2.       Four days relay hunger fast at regional head quarters from 05-08-2013 to 08-08-2013. Regional Representatives are suggested to arrange two or three Divisions participation per day.

 

3.       March to parliament in the month of August or September. Date will be intimated later. Direct Trade union action will be announced on the date when parliament March will taken place.

 

Com. P. Sesha Murthy, Circle President and All the Leaders of Hindupuram division made excellent arragements to the C.W.C Members. C.H.Q extended special thanks to Com. P.S. Sesha Murthy and P3, P4 and GDS Comrades of Prasanthi Nilayam Post Office.

 

On 23rd April 2013 all the CWC members Com, M. Ramachandra Rao‘s house in Mallapali, Divisional President of Hindupur division on his invitation. He arranged breakfast at his residence. All the CWC members  visited to Lepakshi, Chikka Tirupati of  Holy and Historical places, after along with S.S.Mahadevaiah, Com B.J. Tamandkar, Com D.N.Giri and all CWC members, and special visited General Secretary  own house in native village, Sonnappanahatty, Malur Taluk. The house was very small and the tiled house, family of General Secretary arranged for all CWC members in his residence. On the way White Field General Secretaries Maternal Grand Fathers Sri Veda Brahma H.M.V. Shastry, blessed all the CWC members. He was 100 year old, and He was winner of Karnataka Rajya Award, and he is the one of the great Sanskrit scholar in Karnataka. General Secretary and his family convey sincere thanks to CWC members.

On 29/03/2013  the Joint Divisional conference of P-III,P-IV AND AIPEDEU Chitradurga Dn. (Karnataka) was held at Neelakanteswara Samudhya Bhavan under the Presidium of Com. Chowdappa,    Com.G. Muralusiddappa & Com. K. Rangaswamy.

Com. SS Mahadevaiah  General Secretary , AIPEDEU inaugurated the conference.  On this occasion Dr. Sri. Sri. Sri. Jagadguru Shivamurthy Murugha Sharanaru, Shri  Muraga Rajendra Muragamata, Sri  in his blessing speech  felt that the Central Govt. may consider uplift service conditions of GDS staff.

Com. SS Manjunth CS P-III, Com. P. Malikarjun Circle Secretary , P-4 , Com. K.C Annappa C/S AIPEDEU, Com. Vijya Nayari Working President, AIPEDEU and Shri Dinesh Khare, SPOs Chitraduga attended and addressed the conference.  More than 400 Postal employees participated in the conference.

P-III, P-IV & AIPEDEU comrades of Chitradurga under the leadership of Com. H. Rudra Swamy, Com.K.V. Thimmaryappa, Com.Dastagir had made excellent arrangements for the success of the conference.

Racing against time to make the ambitious Direct Benefits Transfer (DBT) visibly effective before the 2014 general elections, the government will bring money transaction through post offices under the DBT ambit. This desperate move is aimed as a remedy to banks opening accounts of DBT beneficiaries at snail’s pace.

head of the Prime Minister’s review meeting with key ministers, the government announced that post offices will also be included from October 1 while three pension schemes — for old age persons, widows and the disabled — would now be covered under DBT from July 1.

The list would also include districts where the beneficiaries’ biometrics were collected under the National Population Register (NPR). They include Odisha, West Bengal, UP, Uttarakhand, Bihar and Chhattisgarh.

Several complaints had poured in after the scheme was launched from January 1 about the problems of the banks to open zero-balance accounts of the beneficiaries, especially in rural areas.

The government also targets to expand the DBT to cover 78 more districts in the next phase of the DBT rollout which will begin from July 1.

To plug the loopholes, PM’s focus will be on digitisation of databases and opening of more bank accounts. “There will be a thrust on digitisation of data of beneficiaries in all districts, irrespective of the rollout of DBT as this is a critical activity which need not wait and can be done in parallel,” said a press release.

“The department of financial services will be asked to ensure coverage of all beneficiaries with bank accounts. It will ensure that all Micro-ATMs that are procured will have specifications such that they are inter-operable and are Aadhaar enabled,” the release added.

As we expected, sources told that the union cabinet likely to approve the Finance Ministry proposal to increase the dearness Allowance from existing 72% to 80% in its meeting scheduled to be held tomorrow . The 50 lakh central government employees will be benefited by this hike.
All the central government employees news websites and blogs debated a lot on this matter and discussed more than enough about what will be the rate of dearness allowance from January 2013 and when it will be announced. According to the sources the cabinet may approve the 8% hike in the dearness allowance and in total 80% dearness allowance will be paid from 1st January 2013 to central government servants. Finally there will be a good end for the expectations of all the central government employees tomorrow, as the news coming about dearness allowance is positive and propitious.
Industrial employees of central government establishment, those who are getting salary on 5th to 9th of every month, may have a chances to be paid the additional installment of dearness allowance for the month of March , if it is announced tomorrow as per the sources, provided necessary finance ministry order is issued in time.

The central government has planned to start a post bank with core banking solutions in the country. As part of the bank, 1000 ATMs would be installed in various post offices across the country. This was informed by the Union Minister of State for Communications and Information Technology K Kruparani, in a press conference at Hyderabad yesterday. She said all the 1.55 lakh post offices in the country would be computerised and modernised at a cost of 4,700 crore rupees to serve as the 'rural ICT solution'.
