The Secretary, Posts had taken a meeting with staff side on 12.07.2010 to discuss the charter of demands.  The outcome on the charter of demands – a gist:
 
1. The demand of the staff side that the annual increments to the erstwhile GDS SPMs should be continued will be considered /issue Order.
 
2.  Another separate meeting with the staff side will be held about the technology proposals shortly to discuss the future expansion of technology /training to workshop staff will be provided in regard-EDBO/SOs.
3. The periodical meetings will be held regularly hereafter.
4. The demand of the staff side to assess the vacancies as per establishment strength and actual strength in all cadres will be considered and all Chief PMGs will be addressed and appraised to fill up all the vacant posts forthwith during video conferences personally by the Secretary (P).
5. A committee consisting four staff side representatives with DDG(P) & DDG (Est) will be constituted and the process of the proposals of cadre review for all cadres will be completed before the end of 2010.
6. The welfare schemes to GDS like grant of pension (Social security) medical, welfare measures from welfare Board the proposals were already cleared by the Postal Board and submitted to nodal ministries for approval. It will be expedited.
7. It was assured to reconsider the norms for cash handling to BPMs and also fix fresh norms to RPLI., Old age pension and NREGIS scheme shortly.
8. The Recruitment Rules for Multi tasked staff will be finalized shortly. Our request to finalize the rules with no educational qualifications as if available to erstwhile Group D has been accepted.
After the meeting, the JCA met and decided to defer the proposed strike.
 
Postal Joint Council of Action unanimously resolved to defer the Indefinite strike proposed from 13th July 2010 in the light of above discussion and decision arrived at in the conciliatory meeting held with the Secretary (P) on 12th July 2010, however, we wish to place on record that Postal Accounts employees are part and parcel of the Department of Posts and their grievances also need to be redressed along with the grievances of other employees. The minutes may be supplied to the Federations/Unions by 14th July 2010.

Comments on issues raised in the ‘Charter of Demands’ – regarding.

Sub: Comments on issues raised in the 'Charter of Demands' – regarding.  

 

Madam,

 

This Union has gone through the contents of the document titled 'Comments on issues raised in the "Charter of Demands' circulated by the Department of Posts. It is found that the portion of comments related to GDS issues do not reflect a true and correct picture and we offer these counter opinions with regard to the under-mentioned issues. We also request that a dialogue at the highest level with us with the intention of settling the genuine issues submitted by the Postal JCA to avert the indefinite strike.

 

1.       Item No.1: Down gradation of EDSOs: The decision of the Department reportedly taken in 1988 was never known to us and no discussion at any time was conducted on this issue with the unions. Only now such a decision is intimated. If such a decision taken as far back as in 1988 is to be implemented now after a lapse of 22 years, then there would be no harm in taking a decision on this issue after subjecting the same to mutual discussions with the staff side. There need not have been such an amount of unilateralism on an issue that will have negative impact on staff interests. The EDSO is kept open for five hours and the wages of the ED SPMs are based on five hour work. The down gradation of EDSOS into EDBOs therefore will naturally result in down gradation of TRCA slab on the basis of the work load. The argument of the Department that there would be no financial loss or drop in TRCA and that there would be pay protection to the existing incumbents and alternate employment to surplus GDS Packers is not supported by any orders of the Department. The pay protection is only relative and there are no orders to protect their future annual increments. This means the future increments would be subsumed in the excess wages protected at present and no monetary increase will be there for years to come until all the excess wages so protected is adjusted completely. We therefore oppose the down gradation. The move will admittedly cause surplus staff also in many places and providing alternate employment means displacement of those GDS staff to different stations, and thus uprooting the poor GDS staff from their settled places to new stations. Therefore the move to down grade EDSOs has serious adverse impact on the GDS interests. Therefore we urge for reconsideration of the negative move. We also urge for issue of Directorate orders for functioning of EDBO up to five hours, which is yet to be issued.

 

2.       Item No: 1: Closure of Offices: It is informed that no orders have been issued from RB/Planning Division for closure of 'C' Class Post Offices or closure of EDBOs. It is stated that instructions for rationalization of the urban network by relocating post offices from inner city areas to newly developed urban areas only have been issued vide letter No.40-4/2002-Plg dated 6.1.2003. We are not referring to this letter and its contents at all. We refer to the video conferencing held by the Secretary [P] and the oral instructions issued to the Chief PMsG at that time for merger of 'C' Class Post Offices with the nearby 'B' or 'A' Class offices etc in urban areas. There is no mention about relocating but merger of offices which is nothing but withdrawal of the postal facilities from those areas. In addition there is mention about opening franchisee outlets in such places from where the department is withdrawing its services. Similarly it is also mentioned in that place that EDBOs if any are to be closed and merged with the nearby departmental offices, then that action also is to be initiated. Therefore there is clear instructions to close down urban based 'C' class offices as well as 'EDBOs' wherever possible, which we oppose and request dropping of the negative move.

 

3.       Item No. 7: Status of Civil Servants: The argument of the Department that ED Agents [Now GDS] are not Government Servants is being rejected by different courts even now a days and several judgments on various issues in the near past have emphasized that GDS are civil servants only. The Supreme Court that held in the Rajamma case that ED Agents are holders of civil posts has not been altered or changed so far by the Apex court but on the other hand the same Supreme Court in a recent judgment on grant of statutory gratuity to the widow of a GDS maintained the position that they are eligible to full gratuity under the Gratuity Act, 1972. The Department should come forward to accept these facts and find out ways of granting the status of civil servants to GDS at the earliest and grant all facilities like HRA, CCA, ACP, CEA and other welfare schemes as available to regular staff.

 

TU Facilities: Meanwhile, the stand of the Department in the said Note that about grant of TU facilities to GDS Union is totally negative and undermining the orders of the Department itself. There has been an order enabling the General Secretary and another CHQ Office Bearer of the recognized GDS Union to remain on leave without allowance beyond 180 days to look after the affairs of the recognized GDS Union. The arguments like the intention of the Department were not to allow leave without allowances to the same office bearer fir indefinite period is not supported by that order. The admission of the comments of the Department in the same paragraph that the order dated 24.03.2005 did not envisage a cap on the maximum number of leave without allowances speaks clearly that the order do envisage leave beyond 180 days for the office bearer during the period of his election as the CHQ office bearer. The misinterpretation of that order by the Department is not acceptable to us.

 

Bonus Ceiling: On Bonus ceiling the arguments of the Department is untenable. If the GDS are considered as Government Employees then the enhanced ceiling of 3500/- is applicable from the date the ceiling was enhanced to all other Central Government Employees. If the Department takes the argument that GDS are not Government Employees, then the enhanced ceiling of 3500/- should have been granted immediately when the Bonus Act was amended by the Government and implemented for non-government employees one year back before extending to Government Employees. Either way the Department cannot deny the enhanced ceiling of 3500/- to GDS. The arguments that by default it was granted to GDS in the past would not alter the fact that the GDS also were granted bonus on par with the entirety of CG Employees on the matter of ceiling. Several recent judgments of CATs clearly establish the fact that GDS are civil servants and that the bonus ceiling shall be 3500/- and not different from that figure. The arguments that the GDS Committee recommended 50% of the quantum and the Seniors Officers Committee recommended to continue with 2500/- and that was accepted by the Department and the Government  are only recommendations and the stand taken by the Department on this issue. Our demand is to correct the stand of the Department and Government and to pay the bonus with the same ceiling under the Bonus Act that is applicable to all in the country.

 

Date of Revised TRCA: The Department argues now that the revised TRCA with five slabs for BPMs are only for future and not from 1.1.2006. But the orders issued by the Department for implementation of GDS Committee recommendations did not specify this at all. Only through subsequent orders, after implementation in several circles, the department is trying to correct a situation and cause recovery etc. The judgments of Courts especially in Kerala are demonstrating this point very clearly. More over the argument that five TRCA slabs were not available at the time of 1.1.2006 and therefore it cannot be extended is wrong. Even the sixth pay commission had implemented for certain categories of staff certain higher scales of pay that that of the corresponding existing pre-revised scales. Therefore there is no compulsion that only replacement scales can be granted and no new TRCA slabs can be granted to BPMs. Moreover BPMs are working beyond their duty hours for conveyance of cash, procurement of RPLI and other new business etc.  In good many cases, due to the retrograde stand taken by the department, BPMs are undergoing recovery/reduction in TRCA.  We once again insist that the Revised TRCA for BPMs shall be from 1.1.2006.

 

Cash Handling Norm: The Department argues that the Internal Work Study Unit was directed to study the cash handling norms by the GDS Committee and accordingly the IWSU submitted its report to Department on 4.7.2008 and the Secretary approved it on 6.11.2008. It is pertinent to point out that on this issue neither the GDS Committee sought the opinion of the unions nor the Department asked any opinion from us. This itself shows that the move of the Department is totally arbitrary. It is surprising that there is such a long gap of more than a year between the date of approval of the Secretary and the issue of orders. This one year time gap is not comprehensible. If the Department can wait for implementing an order after approval by the Secretary for one year, then we cannot understand as to what harm there could have been if the same was subjected to mutual discussion. It is also pertinent to point out that while the unions were proposing for 5000 work norm, the Senior Officers Committee headed by Shri.P.K.Gopinath, whose recommendation on Bonus ceiling was accepted by the Department and the Government, had also opined that 20,000 worked out by IWSU is harsh and that it can be only 10,000. Even this recommendation was not accepted. We therefore urge upon reconsideration on this issue.

 

At the same time we also point out that the 14 points allotted for daily account is too less while taking into account the fact the there are several new schemes and work added to BPMs that increase the work load of preparing the daily account and closing the account daily. We propose that this 14 should be increased threefold at least to match the increase in types of new work.

 

Prescribing other Norms: The Department's comments on charter of demands is self contradictory on the issue of prescribing norms for other work like NREGS, RPLI, OPA Pension payment through SB etc. The Establishment Branch of Directorate says that the recommendations of GDS Committee for providing standard/norms are under examination of the Department. The comment of the RB Division of Directorate says that since the work like NREGS is not a regular work, no work load can be fixed for the BPMs and that is why incentive is granted. This contradictory position is to be resolved first by the Department. We point out that incentive and work norm can both be assigned for a work and that is in no way wrong. We also urge upon the Department to quickly fix the work norm for all these work. If the total work of any BO goes beyond 5 hours, then the BO should be permitted to work for additional hours beyond five hours and the extra work should be suitable compensated. SIMILARLY THE ASSISTANCE, ACTUAL WORK PERFORMED IN SUB OFFICES/H.Os, IDLE HOURS SPENT BY GDSMPs/GDSMCs are to be covered for new norms as grave injustice is done to this category of staff.  There is no arrangement for security of Govt. property, vigilance which could be ensured by proper utilization of man power available.  Their services rendered all these years need to be recognized, to be better late than never!

 

Introduction of Social Security Schemes: The stand of the Department that since Nataraja Murti Committee had recommended from a prospective date and not from 1.1.2006 for the payment of enhanced rate of ex-gratia gratuity and severance amount, these social security schemes cannot be from 1.1.2006 is not acceptable to us. Even the 6th CPC that had recommended certain pension fixation from a prospective date was corrected by the Government from 1.1.2006. Similarly the recommendations like MACP etc were modified and improved by the Government in its contents. Therefore there is no bar for the Department / Government to take a judicious decision on a matter on which the GDS Committee had recommended from a prospective date but justification exists for implementing from 1.1.2006. The decision on date of implementation of social security schemes like ex-gratia gratuity and severance amount requires reconsideration by the Department / Government to avoid huge financial loss to hundreds of GDS who retired between 1.1.2006 and 9.10.2009.

 

This Union urges for implementation of the above issues in a modified manner as sought by us. We also place on record that the comments of the Department on Strike Charter of Demands is not acceptable to us and that a thorough discussion on all the issues at the highest level is necessary to sort out the issues.

By this time action to effect payment of 2nd installment of Pay arrears, 60% for GDS must be under process.  Please ensure that the arrears are paid at the earliest. 

 

As already requested Rs.200/-(Two hundred only) per member may be collected and sent to CH Q as donation.  This amount would be of high value to the CHQ as the same is proposed for UNION BUILDING FOR GDS CHQ AND LEGAL EXPENSES. 

 

Please take this matter seriously and sincerely to ensure effective functioning of AIPEDEU at Central Head Quarters. 

 

INDEFINITE STRIKE FROM 13.07.2010

 

The decision of Indefinite STRIKE w.e.f 13th July 2010 came in the wake of workers, particularly postal are facing series of attacks from various corners.  It is the need of the hour to organize STRIKE which is the LAST RESORT TO REALISE OUR JUSTIFIED DEMANDS.  GDS are denied their due benefits all through and their continued patience should not be mistaken.  It is time to ORGANISE, ORGANISE AND ORGANISE FOR TOTAL SUCCESS OF THE STRIKE PROGRAMME.

 

DEMANDS FOR SETTLEMENT:

Retirement benefits like ex-gratia and severance amount which were enhanced as recommended by the GDS Committee should be paid w.e.f. 1.1.2006 since all retirement benefits to regular employees on the recommendations of 6th CPC were implemented not from a prospective date but from 1.1.2006. Comprehensive schemes for departmentalisation of GDS by allocating proper work norms for PLI/RPLI, NREGS, Pension MOs and Bill Payments etc to enhance the work hours of GDS for facilitating departmentalisation should be worked out. Now with the large scale of expansion of PLI/RPLI as well as NREGS work coming up in a big way, there shall be change of approach towards GDS System to comprehensively departmentalise them. Grant of Pension, Grant of all benefits, Grant of Trade Union facilities, Grant of Welfare measurers etc to GDS shall be considered. The discrimination perpetrated in the name of GDS Committee to deny the parity on the matter of PLB Ceiling of 3500/- should be removed.  The unscientific tightening of BPM work norms by enhancing the quantum of cash handling to 20,000/- per point should be modified.

JCA TOUR PROGRAMME:

Extensive tour with Postal JCA in the circles by CHQ/Circle union representatives and of the Division by Divisional union representatives should be undertaken and members should be educated about the issues/development.  As regards the issues pertaining to the members of this union, much matter has been provided in several issues of the union journal- Rural Postal employees.

Subject: - Rs. 2000/- recovery form GDS employees in the month of May in

                 Kurnool and Nandyal Divisions in Andhra Pradesh Circle.

 

 

The central Administrative Tribunal Hyderabad bench, Hyderabad in its final judgment against OA No 287 of 2009 ordered on 22-03-2010 that the applicants i.e GDS officials are entitled for the grant of ad-hoc bonus for the years 2006-07 and 2007-08 as per the revised calculation ceiling mentioned in the order dated 10-10-2008 and that the respondents are not entitled to recover the amounts already paid to the applicants on that basis.

 

Unfortunately SPO’s Kurnool and Nandyal Divisions of Andhra Pradesh made Rs. 2000/- recovery from nearly 500 GDS officials. You are humbly requests to intervene and do justice to the poor GDS officials.

Dear Comrades,

 

We are furnishing hereunder some recent developments concerning the postal employees in general and GDS employees in particular.

 

INDEFINITE STRIKE FROM 13.07.2010

 

The Postal Joint Council of Action comprising of National Federation of Postal Employees, Federation of National Postal Organisations and All India Postal Extra Departmental Employees Union has decided to launch Indefinite STRIKE w.e.f 13th July 2010.  Strike notice was served to Government on 4th June,2010 and copy of the notice is enclosed.  Long pending demands, Attacks on Postal services and harassment denying justice INTOLERABLE.  So, no other way but to go on direct action.

 

 KEEP GUN POWDER DRY:

All Divisional/Branch Secretaries are requested to mobilize members of this mighty Union. In order to realize our long pending demands viz., Grant of Pension, Departmental status to GDS extending the all benefits such as HRA/CCA, ACP etc, including Trade Union rights and welfare measurers – Remove discrimination on Bonus ceiling – Modify the 20,000 unilateral imposition of cash handling work points for GDS BPMs – Withdraw orders denying revised TRCA w.e.f. 1.1.2006 in respect of BPMs – Compute work norms to all types of work performed including NREGS, PLI,RPLI, Pension Payments etc to GDS – Implement enhanced Social Security to GDS like Ex-Gratia Gratuity and Severance Amount w.e.f. 1.1.2006.

WE DEMAND IMMEDIATE RELEASE OF ARREARS DUE:

Payment of II installment of arrears (60%) payable to Gramin Dak Sevaks: The CHQ Demanded to the Department to second installment of arrears is due to be paid to the GDS employees for which the poor GDS officials are waiting for.  The parliament has already made budget provisions for 2010-11.  This is high time that much delayed dues of the neglected class is paid at the earliest. Needless to mention here that the Gramin Dak Sevaks are been working hard for all round development of this great department.

 

 

Re-verification Process is proceeding as scheduled - Completed

Recovery of subscription starts from 31.05.2010. All formalities have been completed in respect of re-verification of membership.  Divisional and Circle Secretaries need to collect figures from the respective divisions and circles for fair comparison with the departmental figures.  This is very important issue. Circle Secretaries should send the figures to CHQ EARLY so that we can demand early publication of the result followed by T.U facilities.

 

REMIT QUOTA:-

 You are earnestly requested to remit the quota positively. We may remind you that the receipt of quota at the CHQ is not commensurate with the membership. All are requested to remit Quota to Circle @ Rs 2/- and All India @ Rs. 2.50/- per member.

 

CLEAR DONATIONS SOUGHT BY THE CHQ FOR BUILDING AND LEGAL REMEDY:

All Circle and Divisional/Branch Secretaries are requested to comply with the request of the CHQ, majority of Branches not responded yet.  Rs.200/- per member may be collected in the next payment of arrears payable shortly.

Second installment of arrears is due to be paid to the GDS employees for which the poor GDS officials are waiting for.  The parliament has already made budget provisions for 2010-11. 

 

This is high time that much delayed dues of the neglected class is paid at the earliest for which we shall be highly grateful.  Needless to mention here that the Gramin Dak Sevaks have been working hard for all round development of this great department.

 

Hence it is once again requested to bestow your personal interest and cause to issue early orders for payment of II installment of arrears to GDS.

Sub:    Recommendations of Nataraja Murti Committee on Gramin Dak Sevaks in the

matter of recognition of service associations and grant of trade union facilities – Views thereon.

 

Ref:     Your letter No.4-1/2007-SR Dated 14th May, 2010

 

 

Our comments on the specific recommendations of Nataraja Murti Committee are submitted hereunder. However, we are of the strong opinion that the matters related to trade union facilities were not the part of 'terms of reference' allotted by the Government to the GDS Committee and therefore there is no binding on the Government / Department of Posts on such recommendations, especially if such recommendations are in variance of any Statutory Rules in existence on the matter of Recognition of Unions / Associations for GDS. Our comments are therefore submitted with this factor in mind.

19.5.1

A channel of correspondence to effectively address the problem of GDS at Divisional, Regional, Circle and Directorate level needs to be ensured.

Effective Channels of correspondence for GDS already exist at the level of Division, Region and Circle. Such a channel is absent only at the level of the Directorate since the stoppage of Committee meetings. To restart the Committee meetings and ensuring its periodicity would fill up the gap at that all India level for GDS.

19.5.2

Formal meetings to discuss unresolved issues through correspondence be held once in three months at Divisional level, once in four months at Regional level and once in six months at Circle and Directorate level.

Formal meetings are already taking place monthly at Divisional level and Bi-monthly meetings at the level of Regions and Four-monthly meetings at the level of the Circle. The recommendation of the GDS Committee is diluting the existing arrangement, which is retrograde and not acceptable to us. The Directorate level Committee Meetings once in four months instead of once in 6 months would be the better option for effectively discussing unresolved issues.

19.5.3

The cost of a substitute wherever it is necessary to engage be met from the Department up to 2 members of periodical meetings subject to the provision that the combination of the duties is not feasible.

The cost of engaging the substitutes for three GDS Union Office Bearers at the Divisional level meetings and two GDS Union Office Bearers at all other higher levels must be met by the Department.

19.5.4

The present periodicity of holding All India Conference may be reviewed to 3 years with a grace period of six months.

This recommendation is out of limit for the GDS Committee since holding the AIC at a particular periodicity is left to the concerned organisations in tune with their bye-laws and constitutions. More over suggesting for a longer duration gap is an undemocratic approach.

19.5.5.

Formal regular meetings with Recognized GDS Unions once in six months at Directorate level and Member [P], as Chairman, the participation of concerned Dy. Directors General with Director [SR] as the convener be conducted. The unresolved issues in six monthly meeting with Member (P) if any may be placed before Secretary Posts for perusal and action as deemed necessary.

The periodicity of Committee Meetings at Directorate level shall be once in 4 months and not once in 6 months. The Member [P] is proposed as the Chairman of the said meetings, but that may terminate or reduce the interactions between the Secretary [P] and the GDS Union. We therefore propose to restore the earlier arrangement of GDS Committee with Secretary [P] as the Chairman.

19.5.6

The Department may consider amending the existing Rule 4(d)(i) of EDAs [RSA] Rule, 1995 for the purpose of recognizing second association. The existing percentage of 15% of membership may be revised to 30,000 verifiable membership.

This recommendation is out of limit of GDS Committee. The provisions of EDA [RA] Rules 1995 were finalized on par with the CCS RSA Rules, 1993 with regard to the percentage of membership required for recognising first as well as second union / association. There is no need for effecting any change in this Rule. If no union or association is in a position to register even 15% of verifiable membership then there is no need for a second union, since there is no void existing in the presence of a first recognised union registering more than 35% membership that can ventilate all problems of GDS cadre.

CHARTER OF DEMANDS

 

 

1.       Drop the move to outsource any function of the DoP including on the recommendations of McKinsey – Cancel the decision to close down 'C' Class Post Offices – Cancel the orders for down gradation of EDSOs into ED BOs  and closure of EDBOs - Roll back steps of privatisation of speed post processing and mail conveyance and data entry work.

2.       Stop violations in the Agreements on Status Quo of RMS & MMS as well as the merger of RMS with less than 10,000 mails – Create scientific norms for the work in CRC, Speed Post, Logistics and EPP – Cancel the orders for replacing the General Line HSG-I by ASPOs in Mail Offices.

3.       Holding of JCM Departmental Council meetings; Periodical Meetings with Federations; Sending of the issue of discrimination of pay scales between the Telecom TBOP/BCR and Postal TBOP/BCR w.e.f. 1.1.1996 to Board of Arbitration; and Holding of GDS Committee Meetings periodically with GDS Unions.

4.       Stop harassment of staff under Project Arrow – No extraction of work against Rules – No extraction of work beyond 8 Hours – No drafting of staff on duty and for Training etc on Sundays and Holidays – No harassment in the name of 100% Delivery – Withdrawal of all Punishments awarded to Postmen for minor non-delivery of articles.

5.       Fill up all vacant posts: [a] Undertake reassessment of vacancies in PA/SA cadre to rectify mistaken calculation of vacancies in all circles; [b] Fill up all vacant posts in all cadres in Department of Posts [Postal, RMS, MMS, Admn, DPLI, Postal Accounts, SBCO, Civil Wing etc] as on 31.12.2009; [c] Allow local recruitment as one time measure in Postal Accounts similar to 1997 at Sundernagar. 

6.       Comprehensive Cadre Restructuring of Group 'C' employees in PA/SA Cadre; [b] Withdrawal of unilateral orders on piecemeal cadre restructuring of Postmasters' cadre until comprehensive Cadre Restructuring of PA/SA cadre is completed; [c] Comprehensive Cadre Restructuring of LDC, Sorters & DEOs in Postal Accounts by amalgamation into a single Accounts Assistants cadre in the pay of Pb-1 with 2400 GP; [d] Comprehensive Cadre restructuring in PA CO cadre in CO/RO/DPLI; [e] Comprehensive cadre Restructuring of PA/SA cadre in SBCO; and [f] Comprehensive cadre restructuring of Postmen/Mailguard/Multi Task Staff.

7.       Grant of Pension, Departmental status to GDS extending the all benefits such as HRA/CCA, ACP etc, including Trade Union rights and welfare measurers – Remove discrimination on Bonus ceiling – Modify the 20,000 unilateral imposition of cash handling work points for GDS BPMs – Withdraw orders denying revised TRCA w.e.f. 1.1.2006 in respect of BPMs – Compute work norms to all types of work performed including NREGS, PLI,RPLI, Pension Payments etc to GDS – Implement enhanced Social Security to GDS like Ex-Gratia Gratuity and Severance Amount w.e.f. 1.1.2006.

8.       Grant of Parity in Pay Scale [PB-1 with GP 2400/-] for MMS Drivers on par with Drivers of Parliament Secretariat – Recruitment of adequate number of Drivers – Sanction of OSA for the long distance logistics van drivers of MMS – Technology training to Work Shop staff and grant of Data Entry Operators scale of pay to Work Shop Staff.

9.       Implement Supreme Court Orders for revision of wages from 1.1.2006 [6th CPC wages] to all RRR Candidates, Casual Labourers, Contingent staff, GDS Substitutes etc – Grant Temporary Status to eligible Full Time Status Casual labourers; Convert Part Time into Full Time; Absorb Full Time, Part Time, contingent in vacant GDS Posts.

10.   Fill up all vacancies of Postmen and Mailguards - Roll back the unscientific scheme of Single Postman Beat System – Modify certain unscientific work norms of Postmen / MTS finalised by Work Study Unit - Enhance the Postman Double Duty Allowance as per the recommendations of 6th CPC.

11.   Remove all local anomalies in MACP Scheme like application of benchmark for the period prior to introduction of MACP Scheme; Grant MACP on 'Average' benchmark like Department of Railways; Denial of MACP for acts of denial of regular promotion earlier to introduction of MACP; Denial to grant PB-2 while upgradation to Grade Pay 4200 and above to Group 'C' Officials etc.

12.   Creation of System Administrators Cadre with higher pay scales and absorption of all System Administrators in the new cadre during initial composition – Uniform Norms for System Administrators including work hours, number of systems, distance factor – Financial compensation for special and extra work performed by System Administrators.

13.   Early finalisation of Recruitment Rules for upgraded Group 'C' in PB-1 with 1800 GP – Ensure present system of absorption of GDS and TS CLS in Group 'D' posts into the new RR without insisting for the educational qualification – Filling up all the posts of Multi Tasking Staff without any delay.

14.   Amalgamation of Group 'C' Accounts Cadres of DoP and DoT.

15.   Roll back of the Decentralisation of PLI/RPLI work – Augment required staff strength in PLI branch of CO/RO/DPLI –Maintain centralized accounting system through the Office of DPLI Kolkata – Fill up the vacant posts of COs/ROs/DPLI Kolkata to manage huge shortage;

16.   Parity of scale of pay of Ministerial Cadre in Postal Civil Wing on par with the Postal Assistants and upgradation of posts of Works Clerk Grade –II/Grade-I/Head Clerk – Filling up of all vacant posts of technical as well as ministerial posts – Creation of one Civil Wing Circle for each Postal Circle.

17.   Regularise the HSG-I, HSG-II, LSG arrangements and grant Officiating Pay & Allowances to all Officials holding the posts.

 

 

GDS CHARTER OF DEMANDS

 

Grant of Pension, Departmental status to GDS extending the all benefits such as HRA/CCA, ACP etc, including Trade Union rights and welfare measurers – Remove discrimination on Bonus ceiling – Modify the 20,000 unilateral imposition of cash handling work points for GDS BPMs – Withdraw orders denying revised TRCA w.e.f. 1.1.2006 in respect of BPMs – Compute work norms to all types of work performed including NREGS, PLI,RPLI, Pension Payments etc to GDS – Implement enhanced Social Security to GDS like Ex-Gratia Gratuity and Severance Amount w.e.f. 1.1.2006.

 

Retirement benefits like ex-gratia and severance amount which were enhanced as recommended by the GDS Committee should be paid w.e.f. 1.1.2006 since all retirement benefits to regular employees on the recommendations of 6th CPC were implemented not from a prospective date but from 1.1.2006. Comprehensive schemes for departmentalisation of GDS by allocating proper work norms for PLI/RPLI, NREGS, Pension MOs and Bill Payments etc to enhance the work hours of GDS for facilitating departmentalisation should be worked out. Now with the large scale of expansion of PLI/RPLI as well as NREGS work coming up in a big way, there shall be change of approach towards GDS System to comprehensively departmentalise them. Grant of Pension, Grant of all benefits, Grant of Trade Union facilities, Grant of Welfare measurers etc to GDS shall be considered. The discrimination perpetrated in the name of GDS Committee to deny the parity on the matter of PLB Ceiling of 3500/- should be removed.  The unscientific tightening of BPM work norms by enhancing the quantum of cash handling to 20,000/- per point should be modified.
