We have successfully conducted National convention on 24-08-2012 with 1800 delegates from 21 circles at Agarawal Dharmashala, Model Town, Delhi-110009. It remained historical and colourful convention in the history of trade union movement. CHQ expressed heartfelt thanks to all our leaders and members for their co-operation and their full support to AIPEDEU. We acquired new strength with the support of 95% GDS comrades all over the country.

 

As per the aspirations and demands of our grass root level comrades, we have taken BOLD step to plunge into indefinite strike from 16.10.2012. Comrades, you are all aware that our CHQ has demanded all the pressing problems of GDS such as regularization, enhancement of Bonus ceiling, Implementation of Medical Scheme, to stop abolition of GDS posts, restoration of promotion under seniority quota and filling up of all vacant posts in all categories, grant of cent percent compassionate appointment, Implementation of Sri. V.P. Singh, Committee report on Pay protection etc., and brought them to the notice of Secretary (Posts) and the hon’ble Minister. A delegation headed by Com. Mahadevaiah also met the Minister and urged him for his intervention to settle the GDS problems.  Hon’ble Minister and Secretary (Posts) assured our general secretary many a times, but no single issue was settled. Under these circumstances there is no other option before us except struggle. We have taken initiatives to form GDS JCA at National level. But could not succeed and therefore now compelled to serve Notice for indefinite strike on 21-09-2012 as per the decision of supreme forum of AIPEDEU. BUT WE SINCERELY APPEAL TO ALL GDS EMPLOYEES TO JOIN THE MAIN STREAM TO REALISE OUR LONG PENDING DEMANDS. 

The following three phase programme should be observed effectively before the Indefinite strike.

 

1.    Conduct hunger fast on 1-10-2012 at public place all over India. 

2. Send memorandum to the finance minister, Communication minister and Secretary Posts and local MPs by speed Post on 5-10-2012. The memorandum format copies are sent along with this circular.
3. Conduct Rally at Divisional Head Quarters and important places from 10-10-2012 onwards and ORGANISE PADAYATRA THROUGH OUT THE COUNTRY TO EXPRESS OUR UTTER DISSATISFACTION AND FRUSTRATION OVER THE ILL TREATMENT/STEP-MOTHERLY ATTITUDE.

 

Every member should work like a soldier to achieve our demands. No doubt victory is ours. We appeal all our well wishers, Federations, unions to extend support and solidarity to this Indefinite strike for the cause of downtrodden, the much exploited GDS comrades.

A meeting AIPEDEU was held at Kakinada in Andhra Pradesh on 17-09-2012 Monday under the President Com. B.V Rao, AGS and Circle President A.P Circle to  discuss to the agitational programme of AIPEDEU Com. SS Mahadevaiah attended and addressed the meeting. Three hundred GDS Employees and 50 departmental employees attended. Com. Declared in the meeting amidst thundering clap that AIPEDEU  decided to go on indfinite Strike from 16-10-2012for the settlement of justified demands of GDS.

Appeal

We appeal on behalf of 2.7 Lakhs of GDS employees all unions/Federation in the department of posts to extend support to the indefinite strike from 16-10-2012 for the cause of GDS employees.

 

The CHQ call upon the All CWC Member's/Circle/Divisional/Branch Secretaries and active member's call upon is to make the indefinite strike from 16.10.2012 programme a resounding success. It is requested you made press conference and other publicity to poplies our demand. A report may also be sent to the CHQ.

                                                                                                          

We request you kindly to translate this circular letter in local language and circulate among the staff. This fact may be explained to the membership through group meetings are meetings and general body meetings.

CHARTER OF DEMANDS

 

1)    Grant Status/Regularisation as government servant to GDS employees as recommended by Justic Talwar Committee. The Hon’ble Supreme Court of India in its land mark judgement date 22-04-1977 held that the Extra Departmental agents (now Gramin Dak Sevaks) are holders of civil posts. He is doing multifarious activities viz.,RPLI,Savings/NREG,Business etc. and most of the GDS are working more than 5 hours and it is high time to consider the demand.

2)     Grant Bonus ceiling of Rs. 3500/- at par with Departmental staff. It is grass injustice and discrimination done to Gramin Dak Sevaks by denying Bonus ceiling of Rs. 3500/-.

3)     Grant compassionate appointments in all cases by removing irrational conditions and restrictions/norms prescribed recently.

4)     Scrap new recruitment rules of Postman/Mailguard and MTS. Restore the previous recruitment rules.  The promotion from GDS to postmen and MTS is direct recruitment in the version of the department.  Promotion under seniority quota should be restored.

5)     Stop abolition of GDS posts and fill up of all vacant posts in all categories of GDS in postal and RMS offices.

6)     Withdraw illegal order of reduction of TRCA of GDS.  Protection of pay and right to life is the fundamental right.  Implement Sri V.P. Singh, then D.D.G (Estt.) committee recommendations regarding cash handling points to BPMs, cash conveyance, Pay protection etc.

7)     Implement immediately Restriya Swasthya Bhima Yojana (RSBY). The scheme has already been approved by the cabinet.

8)     Grant immediate pro-rata revised scales to Casual labourers including part time and full time and MMC workers and restore DA which has been stopped for the last four years.

Dear Comrades,

This is our humble appeal to All GDS employees and the well-wishers for making all out effort to have a UNITED STRUGGLE.  The AIPEDEU has been striving all along for UNITY, even conducted peaceful SATYAGRAHA to remain in the federation NFPE.  Present developments to go against united movement are not good for the healthy union movement and unfortunate also.  WE, THEREFORE, APPEAL EACH AND EVERY GDS AND THE WELL-WISHERS OF G.D.S TO THINK ON THE ISSUE SERIOUSLY AND JOIN UNITED MOVERMENT OF G.D.S COMMUNITY.

         

Let us work hard sincerely in the interest of much exploited GDS staff and for which AIPEDEU is ready for any open/transparent meeting.  We once again request NFPE, FNPO and BPEF to join united movement.
