           In 2008 AIPEDEU was requested and nominated
for A.P. Circle Secretary, which was to be held at Hyderabad. But it was
postponed again and again. This postponed meeting was held on 16.5.2012. This
agenda also proposed us. Department asked nomination from this AIPEDE Union.
           Somebody is misusing the fact. We
are demanding permanent member for welfare board for GDS counterpart. From this
recognized AIPEDEU.

IFA (INTERNAL FINANCE)  CLEARED ARREARS TO SUBSTITUTES WORKED AGAINST GDS VACANT POSTS WEF  01.01.2006 ORDERS MAY ISSUED NEXT WEEK.
    
THE ISSUE OF REVISION OF CASH  ALLOWANCE IS CONCERNED; THE FILE HAS BEEN PUT UP TO IFA (INTERNAL FINANCE) FOR APPROVAL. NEW PRPOSAL RS 50/- PER OCCATION INSTEAD OF MONTH,  B.O. TO A/W OFFICE,  NOW DEPARTMENT  FURTHER EXAMINING ACOUNT OFFICE TO B.O. ALSO DUE TO MNREGS AND OTHER NEW  SERVESAS.  
    
A FIVE MEN COMMITTEE  RECCOMENDATION IS UNDER ACTIVE CONSIVE BY IFA WE HOPE THAT ORDERS MAY BE ISSUED  IN NEXT WEEK. LIKE CASH HANDLING AS RS. 10000/- PER POINT INSTEAD OF  RS. 20000/-. PROTECTION OF TRCA
    
THE NEW APPOINTMENT OF  GDS THE MINIMUM OF TRCA SHALL BE FIXED AS PER THE WORKLOAD EXISTING IN THE  BO.AND NOT THE 1ST SLAB OF TRCA.

But they do not want unity.
The 7th Conference took serious note of the serious problems of Gramin Dak Sevaks, wages, pension, Bonus and grant of status as a Central Govt. employees which are still unresolved. Accordingly it resolved to undertake struggles unitedly with other Postal unions under the banner of Postal Joint Council of Action. The Conference also noted that if Govt. implements the Mckinsey Committee Report which will lead to abolition of thousands of Post offices in India and consequently rendering thousands of postal workers surplus, we should struggle against it. At this time unity is of supreme importance. But unfortunately there are elements in NFPE who have subjective hatred and contempt for the AIPEDEU and their leaders. It is only on the basis of the unity that the battles looming ahead can be fought. But they do not want unity.

RESOLUTION ON DEMAND FOR 7th  PAY COMMISSION
    
This All India conference of the  AIPEDEU held from 6th to 8th April 2012 strongly feels  that the constant erosion in the wages of the employees due to uncontrolled  rise as prices calls for immediate setting of a central pay commission to  suggest ways and means arrest the falling wages of the employees. This  conference feels that Government may not wait till 2016 for the CPC to the set  up and set up a CPC right now so that the recommendation could be implemented  wef 1.1.2016 at the latest.
    
         This AIC strongly urges the government  to frame terms of reference which would include issues relating to the GDS  employees. This conference feels that the views of the AIPEDEU should be  considered while drawing the terms of reference.
    
         This AIC expresses redoubled  confidence in the government that views of the GDS employee as expressed in this  resolution will be duly considered by the government. 
    
          The Gramin Dak Sevaks whose strength  is formidable: around 3 lakhs employees in the department of Posts are the  worst sufferers by erosion of their wages since they are at the lowest rung of  pay structure. They are most anxiously looking forward to the setting up of 7th  Pay Commission. This 7th Bi-ennial Conference of the All India  Conference of the All India Postal Extra Departmental Employees Union held at the historic place Mozri, Amravati, Maharashtra  State from 6th   to 8th April, 2012  most vehemently urges upon the Government to include the Postal Gramin Dak  Sevaks employees in the purview of the coming 7th Pay  Commission.

This  AIC of the All India Postal ED Employees union held from 6th to 8th  April, 2012 expresses its deep concern over the recommendation of the Natraja  Murti committee that the GDS employees should be kept out of the industrial  disputes act 1947.  The Industrial  Dispute Act is applicable to all wage-earners and its scope is wide. Any  attempt to amend the relevant provisions to keep the GDS employees out of the  Industrial Disputes Act 1947 shall be an attempt to curb the inherent rights of  working people as the G.D.S. are, to agitate to get  justice.
    
This  A.I.C urges the Government not to resort to any act that will deny the GDS  employees their rights to struggle against injustice and for betterment of  their plight.
    
This  A.I.C resolves that any such attempt would be resisted by our possible means.

The Developments after 7th  AIC
    
After the 7th  AIC, Com. S.S.Mahadevaiah met the authorities and submitted the 45 resolutions  unanimously resolved in the 7th AIC. The General Secretary urged to  settle the justified demands to redress the grievances of the most exploited  downtrodden low paid employees. 
    
Later a delegation from  AIPEDEU consisting Com. S.S. Mahadevaiah, General Secretary, Com. B.V. Rao,  Asst. General Secretary, Com. Rajendra Diwakar met Sri Sachin Pilot, Hon'ble  Minister for State Communication & IT at his residence 3, Safadarjung Road,  New Delhi on 26-04-2012. A positive response came from the Hon'ble Minister.  Hon'ble Minister assured the delegation that the issues relating protection,  enhancement of bonus ceiling etc, will be taken up with the concerned  authorities to settle positively soon. 
    
Com. S.S. Mahadevaiah,  General Secretary and Com. B.V. Rao, Asst. General Secretary occasionally met  the authorities in the directorate to pursue the issues. 
    
A five men Committee  headed by V.P. Singh submitted its report positively. We hope that orders may  be issued in this month. DOP&T has given its approval for removal of 25%  outside quota in postman recruitment. The file has been sent to law ministry  for clearance. 
    
Bonus ceiling file is at  the Finance Ministry for clearance we are tying our level best using all  sources to get orders positively
    
We discussed regarding  Rastriya Swastya Bheema Yojana (Medical Welfare Scheme) with Member(P) and  DDG(Estt.) and we were assured that the authorities will try to implement the  scheme in phased manner as early as possible. 
    
We once again  congratulate all the Circle, Divisional, Branch Secretaries for making May Day  Dharna grand Success. 
    
Make Second phase programme one day hunger fast  before Regional offices on 10th July, 2012 success. 
    
Confederation National  Executive
    
Extended National  Executive meeting of Confederation of Central Government employees and workers  was held at Kolkata on 28th the April, 2012. Com. S.S. Mahadevaiah,  General Secretary attended the Executive meeting and addressed. The General  Secretary appealed the National executive to place the GDS demand i.e. GDS  should be taken into the purview of 7th C.P.C among the charter of  demands. 
    
Request Transfer
    
No.19-10/2004-GDS (Part)          Dated:  10 April, 2012 The Department of posts issued clerificatory orders  regarding Limited Transfer Facility to GDS vide Letter No. 19-10/2004 GDS  (Post) dated 10 April, 2012  The existing provisions governing Limited  Transfer Facility do not prescribe any restriction for allowing transfer form  one category to another and amongst the various categories of Posts  irrespective of TRCA slabs prescribed for these categories and even from one  wing to another i.e., RMS to Postal or vice versa.

 LET US ANALISE
    
Who is responsible for heavy attack  on Gramin Dak Sevaks (GDS) NFPE or AIPEDEU?
    
We mostly respected the struggles  conducted by NFPTE and NFPE before and after Independence we only opposed the  leaders those who adopted disruptive and divided policy assumed the office  after 2001. 
    
Why the demand of departmentalization  of GDS has not been achieved after 40 years though there was a land marked  judgement of Supreme Court in the year 1977? Is 40 years time is not sufficient  to achieve the demand?
    
Why not the Apex Court's Judgement is  honoured? Comrades think? Whose failure is it?
    
Who accepted the package instead of  Talwar Committee positive recommendations in 1998?NFPE or AIPEDEU?
    
If the positive recommendations of  Talwar Committee had implemented, the present situation would not have arised  to GDS, Is it true or not? Is it success or failure?
    
Why has the Government not accepted  to implement Talwar Committee positive recommendations even after 2000, 14 days  indefinite strike?
    
Who is responsible for this? NFPE or  Newly born AIPEDEU?
    
Who is responsible for disunity in  JCA during 2000 indefinite strike? NFPE or AIPEDEU?
    
Is it success or failure?
    
AIPEDEU launches indefinite hunger  fast before Dak Bhavan demanding 50% merger to GDS also. After 9+4 days hunger  fast NFPE leadership urged AIPEDEU to stop the hunger fast and assured to  settle the demand through negotiations favourably. Later NFPE agreed to take 5%  increase diluting the 50% merger. demand Is it shame or not?
    
Whose failure is it? NFPE or AIPEDEU?
    
Who is the responsible for formation  of Nataraj Murthy Committee NFPE or AIPEDEU?
    
AIPEDEU conducted a national  convention on 23rd May 2006 in Delhi with 2000 delegates from all  over the country on single point Agenda. The convention resolved unanimously  "GDS should be taken into purview of VI CPC". AIPEDEU built a strong movement  and appealed NFPE to achieve this demand, convert this movement into indefinite  strike with larger unity? But NFPE came to an understand with the Government  for its recognition. AIPEDEU request for indefinite strike was not considered  by NFPE? 
    
Is it correct to dilute the movement  in favour of the Government?
    
After 2001 there was no indefinite  strike from NFPE till date AIPEDEU conducted an historical 3 days indefinite  strike in 2008. Above 95% participation of GDS employees without cadre and  banner compelled the department to settle the demands. In this juncture NFPE  itself surrendered the Government and withdrew the strike after two days. The  leadership of NFPE told that the department agreed to settle all the demands  positively and there is no meaning to continue the strike. The GS of AIPEDEU  Was also advised by NFPE to withdraw the strike? After that there was no  achievement, who played drama? NFPE or AIPEDEU? Whose failure is it? Who dilute  the movement NFPE or AIPEDEU?
    
Let us verify what are all the gains  for Department employees after the taking over of the so called leaders as the  Secretary Generals.
    
No achievement except sending out  AIPEDEU from NFPE.
    
NO GAINS AFTER 2001
    
Not even a single strike has been  conducted though AIPEDEU whole heartedly extended its cooperation with full  strength. The destiny of the both Department and GDS employees was mortgaged to  the government by withdrawing strikes five or six times without achieving  single demand.
    
LET US THINK
    
1)   AIPEDEU decided to demand for including GDS into purview  of VI C.P.C. NFPE decided to surrender for recognition leaving the justified  demand.
    
2)   AIPEDEU conducted indefinite hunger fast for 50% merger.  NFPE agreed for 5% enhancement of TRCA diluting the justified demand.
    
3)   Department of Posts denied Rs. 3500/- Bonus to GDS. NFPE  kept quiet and support the Government.
    
4)   The strength of Departmental employees reduced from 3  lakhs to 2 lakhs, one lakh departmental posts had been abolished. There was no  voice from NFPE against it.
    
5)   Contributory Pension scheme was introduced for Department  employees since 2004. NFPE could not prevent it till date.
    
6)   There are approximately 150 justified problems pending  with the department for years together. There is no serious protest so far from  NFPE except requesting the Government.
    
7)   There are injustice to allot the work to MTS in work  sheet. No protest.
    
8)   Thus NFPE lost its reputation after 2001 because of these  disruptive leaders. Their only one Agenda is blaming Com.S.S.Mahadevaih with  false allegations. They brutally propagated regarding Pay and Allowances of  Com. S.S.Mahadevaih who decides the pay and allowances of the General  Secretary? General Secretary himself decides or the C.W.C? The first C.W.C held  at Culcutta under the Presidentship of Com B.V.Rao decided the pay and  allowances of the CHQ office bearers taking the advice of veteran leader like  R.A.P.Singh then General Secretary, P-III, Com Nony Banerjee and S.S.Roy.
    
But we don't understand why these  leaders crying bitterly questioning the C.W.C decision?
    
The habit of  some leaders of NFPE are acting  undemocratically in all areas. After 2001 the CHQ of AIPEDEU did not appoint  single adhoc committee in the country where as the department unions appointed  so many adhoc committees to disturb the peaceful functioning of the lower  bodies.
    
Let us verify the struggles and gains  of AIPEDEU after its formation
    
1.   A large number of agitations including indefinite strike  have been successfully conducted for the justified demands of GDS.
    
2.    Our continuous  efforts made the committee to enhance the severance amount from Rs. 30,000/- to  60,000/-
    
3.   To enhance the gratuity from Rs. 18000/- to 60,000/-
    
4.   Conduction of promotional examinations after long time to  GDS because of continuous efforts of AIPEDEU. Thousands of GDS employees got  promotion to have better position.
    
5.   There was no medical facility to GDS previously due to  struggles of AIPEDEU Rashtriya Swastya Bhima Yojana was granted to GDS and his  family members. It will be implemented soon.
    
6.   The Pension scheme was withdraw to the departmental  employees from 1-4-2004 and contributory pension scheme was introduced. After  2008 indefinite strike GDS were granted Pension (SDBS).
    
7.   There was no transfer facility to GDS previously. Limited  transfer facility was granted.
    
8.   The DOP & T has given its approval for removal of 25%  out side quota, recruitment.
    
9.   Maternity leave, hike in allowances etc.,
    
More than 200 Government orders were  issued to settle the GDS problems for 1999 to till date because of AIPEDEU  uncompromised struggles.
    
We do not want to pay any attention  towards false, baseless, ill-intentional, ill motto allegations made by  so-called leaders.
    
I am ready to apologize the Postal  Movement if the allegations made against me by the so called leaders in false  pamphlet will be proved with evidences. Are they ready to applogize if they  fail to prove? Are they ready to accept my challenge?
    
We do believe that there is no  alteration except struggles and agitations to achieve our rightful and  justified demands.'
    
There is a heavy task ahead before  us.
    
Let us unite and fight. No body can  stop us.
