Through Chief Post master General, Circle.
GDSPJCA (AIGDSU & NUGDS) is conducting day long dharna in front of
circle office, Circle on 28-09-2022 as a
part of three phase program issued by all India GDS PJCA.
GDSPJCA, Circle
is requesting to the Hon’ble secretary on behalf of entire GDS community of Circle to settle the charter
of demands to avoid in ordinate delay for acceptance of legitimate and
justified demands of Gramin Dak Sevaks.
Otherwise entire
GDS community of Circle is ready to go on serious trade union
action as directed by all India GDS PJCA.
The GDS PJCA, Circle hopes that the Hon’ble secretary,
Department of Posts settle the charter of demands to stop unrest, indefinite
hunger fast and indefinite strike.

CHARTER OF DEMANDS
(i)
Grant Civil servant status to GDS and
declare GDS service as pensionable service.
(ii)
Withdraw Dak Mitra, CSC and VLE agency
schemes.
(iii)
Implement Kamalesh Chandra Committee
recommendation on Time bound financial up-gradation on completion of 12,24
& 36 years of service.
(iv)
Enhancement of Group insurance up to Rupees
5 Lakhs.
(v)
Enhancement of GDS gratuity up to Rupees 5
Lakhs.
(vi)
Paid leave carry forward up to 180 days and
encashment.
(vii)
Medical facilities to GDS and their family
members.
(viii)
Implementation of GDS committee
recommendation on bunching.
(ix)
Allow substitutes on own responsibility of
Regular GDS when regular GDS is on leave
irrespective of work load. Withdraw instructions of the department on
substitute arrangements issued vide O.M. No.
17-31/2016-GDS dated 11-02-2022 and clarificatory orders dated
21-03-2022 and to resume the provision to engage GDS substitute up to 65 years
of age.

Raise GDs contribution and department
contribution to SDBS from 3% to 10% or Grant adhoc pension to all retired GDS.
(xi)
Abolish all incentive schemes/systems. All
Work done by GDs i.e. IPPB, PLI, RPLI and MGNREGS should be taken for work load
of GDS.
(xii)
Grant rent and composite allowance to ABPMs
and Dak Sevaks Rs 2400/-, Rs.1600/- and Rs.800/- for x,y, and z class cities
staging in B.O. and S.O. jurisdiction.
(xiii)
End discrimination grant of Annual increase
to GDS at par with departmental staff. Ensure uniformity in drawing annual
increments to GDS and regular staff.
(xiv)
To grant combined duty allowance to all GDS
BPMs performing additional duties of delivery/conveyance of mails. In cases
where BPM are directed to carry BO bags between BO and AO time required for
carrying mails is to be taken as additional duty and allowance paid.
(xv)
Absorb DPM/ part time casual labours in RMS
against vacant GDS post as one time measure.
(xvi)
Withdraw RICT DEVICE and Provide Laptop,
Printer & Broadband Network in branch offices to all BOs for better &
prompt services.
