AN INDEFINITE STRIKE NOTICE WAS SERVED TO DEPARTMENT OF
POSTS ON 06-02-2015.
DEMANDS
1. Regularize GDS
employees and grant all benefits at par with department employees.
2. Appoint Judiciary
committee to examine wage structure and service conditions of GDS.
3. Stop
corporatization of postal department based on the report of task force
committee.
Dear Comrades,
We have fought bravely and heroically in February 2014 indefinite strike for inclusion
of GDS wage structure and service conditions in the purview of 7th
CPC, though NFPE intentionally spreading rumours and making false propaganda
among GDS to dilute the indefinite strike. First time, in the history of
department of posts, GDS inclusion in the CPC issue was sent to DOPT for
consideration. DOPT also positively responded on the issue and the matter was sent to
ministry of finance. That is the first achievement of AIGDSU February 2014
indefinite strike. The ministry of Finance and the department of expenditure
denied to include GDS wage structure and service conditions in the 7th
CPC and the file was sent back to department of posts suggesting a separate
committee for GDS in the month of November 2014. This is open secret known to
everybody.
The
department of posts is going to appoint an officer committee such as
Natarajamurthy committee for GDS violating the written agreement of this union
and Department of posts. We vehemently opposed the decision and demanding for
judiciary committee. To achieve this demand, First time in the history of
Postal Trade Union movement under the leadership of AIGDSU, three thousand GDS
comrades were arrested and detained in the parliament street police station,
when AIGDSU was staging Dharna in Dak Bhavan . No Fedration has guts to conduct dharna in the
Dak Bhavan without permission of authorities except AIGDSU. It is known fact
that the federations cannot go on strike for GDS alone.
Be Alert and Aware about crocodile tears of postal JCA particularly NFPE.
All the GDS
are requested to understand that we are not against to include GDS in 7th CPC. We have fought at
peak to achieve it with uncompromised struggles. But postal JCA is demanding
only on paper shedding crocodile tears for GDS. Only after the decision of
Ministry of Finance and the Department of expenditure, AIGDSU is demanding for
Judiciary committee like Talwar Committee. The 7th CPC is going to
submit its report shortly. Federations intentionally kept GDS issue under
uncertainity. NFPE is saying that there is no difference between Nataraja murthy
committee and Talwar committee. The previous
leaders of NFPE have a clear vision about judiciary committee. So they
conducted indefinite strike in 1993 for judiciary committee for GDS. The
present leadership have no vision but believe in destructive methods. Not only
the GDS issues but also the department
employees issues so called Postal JCA is not ready to launch struggles even
against corporatization.
Struggle is inevitable
We have believed that there is no other way except
struggle to achieve justified GDS demands. We have tried our level best to put
pressure on the department of Posts for the appointment of judiciary Committee.
But the Department is very adamant to consider our demand. Hence we are
compelled to go on indefinite strike. AIGDSU is requesting all GDS fraternity
without cadre and Banner to make 10-3-2015 indefinite strike thundering
success.
AIGDSU tried for united GDS struggle by inviting
all the General Secretaries of GDS unions. Unfortunately there was no positive
response from them. Once again AIGDSU appeal the GDS comrades of other unions
to participate in AIGDSU indefinite strike for the betterment of GDS.
Be Alert and Aware of false propaganda and Rumours
There is a chance that some of the
destructive forces start false propaganda and rumours to dilute the struggle,
when AIGDSU will go on strike. Don’t believe! Contact regularly with CHQ/Circle
for latest information. We have got past experience in 2012 and 2014. Be alert.
AIGDSU Programme for making indefinite strike success.
1) Division/Branch
leaders should go to each Branch Post office and meet each and every GDS
working there. This campaign should be observed without fail from 20-2-2015 to
28-2-2015 except 24-2-2015 Due to Dharna at. Circle offices.
2) Regional
meetings with Divisional leaders at Regional level should be conducted by
Circle Secretaries from 1-3-2015 to 5-3-2015.
The CHQ office bearers are directed to attend the
regional meetings in their native circles. The General Secretary will also
attend some of the Regional meetings.
Victory of AIGDSU:- As a result of AIGDSU glorious indefinite strikes
of 2012 and 2014, the department issued 8 orders for GDS and Casual labourers.
