Subject:- Strike notice of this union on three point Charter of

                  demands.

Sir,

        We have gone through the letter under reference very attentively. We feel that the following facts are relevant and justify our demands.

Item 1.      The rules and restrictions pertain to the period when the Branch Post offices had limited work to perform. Now the Gramin Dak Sevaks are laden with verities of work which they perform with credit. The Branch offices now generate sufficient revenue, if all kinds of work are taken into account. It is not a fact that the recommendation of Justice Talwar Committee were entirely dismissed. The pay scales and annual increments along with retirement benefits are the path breaking recommendations of Justice Talwar Committee which were accepted. The rejection of the recommendation does not mean negation of justification. On the other hand Sri Nataraja Murti has hit at the root of our cases by changing the conduct and employment rules into Conduct & Engagement rules. In Nataraja Murti Committee we have had a bitter experience. The whole of nation has great confidence in judges of High Court and Supreme Court. Even retired Judge head many committees. Therefore the department should not express no-confidence in a retired judge and rely on its own man.

Item 2.      The question is not as to a reference to the Pay Commission. The question is what in case attempts to include the GDS issues into the terms of reference of the 7th Pay Commission fail. In that case we are of firm opinion that the department should honour its commitment to appoint an one man committee under the Chairmanship of a retired Judge of the Supreme Court or a High Court. And on that account as per the decision of our working committee there can be no comprise.

Item 3.      We know the fate of the departments and their employees that have since been corporatized. The recommendations of the Task Force being under consideration is no remedy. We want the department and the employees to be saved from the pangs of corporatization.

        We hope that the department will consider the issues dispassionately and accept our demands so that the strike actions is avoided which painful decision we have taken resort to after deep deliberations and considerations.
