Resolution on Policy and Programme adopted by 6th All India Conference of the All India Postal Extra Departmental Employees(GDS) Union held at historic place Amritsar, Punjab Circle from 21th to 23th March, 2010.
All India Conference of the All India Postal Extra Departmental Employees Union held at at Amritsar, Punjab Circle from 21th to 23th March, 2010 takes a note of the various international developments and national issues and resolves as under. On the occasion of 6th AIC the most exploited, humiliated and tortured GDS employees of this country vehemently protest all anti-GDS policies of the Central Government in general and the Department of Post in particular.
The AIPEDEU is the largest organisation, the only recognised union the union which is strongly built on the ideology of "world workers' unite" is on the struggle path to realise its long pending justified demands. It is a very sorry state of affair that the need based minimum demands of GDS are yet to be appreciated by the Central Government, let alone realisation of demands.
The delegates and leaders attending the Conference are of the strong view and conviction that a decisive trade union action is only the way out to end this illegal system of GDS, cheap labour.
Even after 63 years of independence the GDS employees who are the producers of wealth in the department are still struggling to get their "DUE BENEFITS". The bureaucracy is avoiding many welfare measures even though flown from the judicial benches and Commissions constituted for the purpose. Minimum Trade Union facility viz., grant of special leave for attending periodical meetings with Department, Conferences etc., is also snatched away, the grave injustice indeed. Still India is marching to claim "WELFARE STATE" which was the vision of the father of this nation.
Having been served the department upto 65 years of age in sun and rain and under this exploitative system they are denied their due social security measure of Pension, Gratuity and other terminal benefits enjoyed by Departmental Staff. Even though they are part and parcel of this Departmental system, the STATUS of a Departmental Employee is still a mirage which is the most discriminative treatment to this section.
On all issues concerning service conditions and benefits the GDS are facing discrimination, humiliation and injustice which have been opposed all along.
The list of anti- GDS measures, problems etc, are appended to the resolution, a mere illustration.
That the suggestion of Shri.Nataraja Murti report proposing amendment to GDS rules and to deny applicability of ID Act 1947 for much exploited GDS is fatal and hence opposed vehimently. Our issues should have been examined by the 6th CPC as per Talwar Committee recommendations. Rename of GDS (Conduct and Employment) Rules 2001 as (Conduct and Engagement) is also to worsen the present status of GDS employees and hence we oppose this suggestion. Further there is no need to outsource or franchise the services of rural net work and the suggestion there of need to be scrapped. One point for each 5000/-of cash handling would be ideal and reasonable the committee observed.
Massive campaign throughout the country urging immediate Settlement.
1. Undue delay in granting Grant of Status, Pension/Social Security, Medical, ACP, HRA,SDA, Transport Allowance and other items.
2. Denial of Full Trade Union Facilities like re-constitution of Departmental ED/GDS committee, Regional JCM to GDS and grant of special leave, beyond 180 days, for the Chief Executive of the All India Union of the AIPEDEU, which is the only recognised union for GDS as per new recognition Rules.
3. Special Pay to those who perform duty beyond 5 hours or adequate Compensation.
4. Time factor and Commission at par with insurance Companies/Sectors for the PLI, RPLI and new business.
5. Gratuity as per Gratuity Act, 1972 vide recent Supreme Court judgment (vide case of GDS in Punjab Circle )
6. Irrational point system in connection with the cash handling should be modified as per the suggestion given by the union.
7. There are many unscientific and unreasonable recommendations by the Natarajamuthi committee. No such recommendation should be implemented for the adverse consequences of the GDS who are already exploited a lot. If any such measure is taken to implement them the AIPEDEU in co ordination with NFPE/Confederation/JCA will be forced to resort to serious trade union action.

1 Retirement/Terminal benefits on the day of retirement;
Having served the department upto 65 years GDS officials go home empty handed on the day of retirement. Terminal benefits will be sanctioned and paid after some months or sometimes after years. Therefore in order to be fair and rational towards this section, we urge suitable action/measure before hand like departmental staff so that payment could be ensured on the date of retirement. Further the date of retirement of the GDS should be the last workingday of the month of retirement instead of the date of birthday of the particular GDS.
2. Supply of identity cards to GDS;
In the present situation where the department is expecting multifarious activities, business etc., from the staff supply of identity card is a must for obvious reasons. Outdoor duty staff like GDSMD, MC, Packers are to be supplied with Identity Cards, The staff at naxalite/extremist threat area should invariably ware Identity Cards, it is urged for immediate action.
3. Supply of stationery and furniture to BOs.
The field staffs working in BOs/SOs are facing lot of inconveniences due to shortage or inadequate supply of furniture, forms and stationery. Except computerized offices, the operative offices are facing inadequate forms and stationery. Even minimum furniture for working atmosphere is also lacking. Hence in the interest of public service proper working condition should be ensured at all levels.

1. Retirement Benefits:-
All retirement benefits i.e., severance amount exgratia gratuity may be granted from 01-01-2006 instead of 09-10-2009. All central Government retired employees are granted pension, gratuity, commutation with effect from 01-01-2006 as per new scales recommended by 6th CPC. The same yard stick is to be applied for GDS also. Similarly last pay drawn with the component of DA may be taken in to account for calculating gratuity. In a nutshell the retirement benefits should be extended at par with regular employees.

1. TRCA on pro-rata basis:-
(a) TRCA should be on pro-rata basis in comparison with the corresponding
cadres of regular employee.
(b) Two TRCA (that means of less than 4 hours work load and more than 4 hrs workload) only should be allowed as in the past. Minimum TRCA slab for 3hrs(new) for all categories should removed as the computation of statistical information is not based on scientific/practical and rational understanding.

I. On Social Security, Pension, it is disappointing to see that no acceptance has been made for the contributory Pension Scheme although Shri. Nataraja Murthi committee has recommended the same. This is a vital issue for us. Contributory pension as recommended by Nataraja Murthy Committee may be granted to GDS Officials.
II. Rs. 30,000/- per year may be added with T.R.C.A. as medical coverage.

Resolutions on Problems
The 6th All India conference in session at the historic place Amritsar, Punjab Circle from 21th to 23th March, 2010 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement/improvement. The following demands require urgent attention and immediate settlement:-
1 Regarding Allowances:-
(i) Payment of Rs. 100/- as OMA is inadequate in these days of spiraling cost of living. Payment of Electricity charges should also be taken note of. Hence Rs. 100/- be enhanced to Rs. 350/- P.m.
(ii) Ceiling fixed for cash conveyance at the rate of Rs. 50/- should be removed. We cannot predict as to when and how many days the surplus cash will have to be conveyed in a month. Hence the ceiling should be removed. On the other hand it may be fixed at the rate of Rs. 50/- for each occasion. i.e., Five times of the old rate formula without any ceiling.
(iii) By the condition of removing minimum distance factor of 10 km for grant of cycle maintenance allowance, that means, all the GDS, MD/MC/Packer duties will be treated as cyclable beats and the TRCA would be drastically reduced. Special considerations are necessary to resolve this issue as the work of these categories of GDS need to be assessed on the practicality the section is to be treated a multi skilled GDS like departmental staff. For this section foot beat formula need to be made applicable as in the past.
(iv) As regards combination of duties no combined duties are to be attached if the incumbent is having 5 hrs work load. By the addition of Delivery or mail conveyance work etc, the total work load would become more than 5hrs say about 7 hrs which would justify for regularization of the post. So we must demand for the up gradation of the post as Group 'D' or postman as the case may be.
(v) Compensation of Rs. 12/- per day for detention of mails is totally inadequate. Based on
the hourly rate of TRCA fixed for the GDS a minimum of Rs.30/- should be paid per hour of detention. Considering the above facts our demands should be as follows.
(vi) HRA and Transport allowance who are working in Metro/Urban and Semi Urban at par with regular employees

1. Promotions/Leave and other benefits:-
i. Three promotions to all GDS on completion of 10th, 20th, 30th year of their services shall be granted.
ii. CL, EL etc. like the Departmental Employees should be given to the GDS.
iii. The period of GDS service should be counted for pension and gratuity to the promotees.
iv. The date of superannuation of GDS should be the last working day of the month of retirement.
v. Gratuity should be as per Gratuity Act for GDS also. The present grant of sixty thousand for both Severance amount should be the minimum, that is whichever is more.

1. idle wait:-
Owing to the peculiar nature of duties of GDS packer and GDSMC, they are kept idle for some time in the course of their routine duties. The GDS packer after attending his normal duties at the opening of the office has to wait at least half an hour to one hour for his next duty of conveyance/closing of B.O bag/bags. He has to wait at least 20 to 30 minutes at the Bus point for exchange of bags. In the similar way the GDSMC after conveying bags from BOs to SOs has to wait at least half an hour or so on an average to start his backward journey to B.Os, for such waiting there is no provision to grant idle wait while calculating their workload. This may be calculated on an average waiting time.

1. relaxation of age and percentage of marks to appear p.a examination (unfilled quota of L.G. Os exam)
The Maximum age for appearing PA/LGOs examination is 28 years for OC and 33 years for OBC , SC and ST. This age limit may be changed to 40 years for OC and 45 years for OBC/SC/ST.
All GDS employees who have passed intermediate examination or 10 + 2 Examination may be allowed to attend LGOs Examination instead of imposing equal percentage of marks secured by the last selected candidate.

GDS must be given necessary weight-age for the length of service rendered by them. They may be given the following increments.
1 - 5 years - Nil
6 - 10Years - 1 increment
11 - 15 years: 2 increments
16 - 20 years: 3 increments
21 - 25 years: 4 increments
The above increments will be added to the pay fixed in the scale to which the GDS are entitled.

1. Business development schemes - work load:-
The basis of 'points' for calculation of allowance of GDS BPMs has been stipulated in the Directorate letter No. 14-6/87 PAP dated 15-07-87. Thereafter several items of work have been incorporated to the work of branch offices i.e. sale of prasadams, magazines, R.P.L.I and NREGS work etc., It is therefore urged to evolve time factor for the above new items of work and the points be fixed for computation of work load of the BPMs. Similarly what ever the new items of work introduced to the BPMs, the time factor may please be fixed at the time of its introductions.
