Scheme for appointment of GDS on compassionate ground-Merit points and procedure for selection-revised provisions thereof.

Subject:- Scheme for appointment of GDS on compassionate ground-Merit points and procedure for selection-revised provisions thereof.

 

Ref:-  Your office letter No. 17-17/2010-GDS dated 01-08-2011.

 

Madam,

 

          Kindly refer to our letter of even no dated 16/08/2011addressed to you by name, in which we have raised certain very basic and pertinent issues for consideration and issue of necessary clarification/orders in this regard. We also had an interview with you in which we placed the facts like qualification which tends to over-ride the basic rules for appointment EDAS(GDS) employees. We had taken up a very model example and measured the case on the scale of given merit-points and it was found that such a genuine, hard and pressing case could not qualify for relaxation appointment on compassionate grounds. We had requested you kindly to withdraw the scheme of merit points and, if need be, formulate another scheme-more scientific, humanitarian and practicable. That has not come so far.

 

          In the mean time we feel that another problems is staring us in the face. This is that all cases have been left to the CPMG's for consideration on the basis of given guideline as enumerated in the letter under reference-No problem with examination and consideration of the cases by the PMG's, but the problems is with the merit points. And as we have examined a model example-hard and deserving which could not qualify for relaxation appointment. Our genuine apprehension in that there will be hardly a case which will qualify on the basis of the merit points. And the result will be that the cases will be rejected; and probably such decision would become fait accompli. This is because when guidelines are issued, the instructions end with the caveat that the past cases need not be opened.

 

          Therefore, it has become an urgency that the CPMG's are informed that the guide lines are under further consideration and pending issue of further clarification/orders cases need not be rejected. This will save deserving cases from being rejected on the basis of unjustified and unscientific merit points.

 

          We are very hopeful that necessary intimation to CPMG's in this regard, will be issued immediately.
