Dear Comrades,
2nd Installment of arrears, 60% for GDS
By this time action to effect payment of 2nd installment of Pay arrears, 60% for GDS must be under process. Please ensure that the arrears are paid at the earliest.
As already requested Rs.200/-(Two hundred only) per member may be collected and sent to CH Q as donation. This amount would be of high value to the CHQ as the same is proposed for UNION BUILDING FOR GDS CHQ AND LEGAL EXPENSES.
Please take this matter seriously and sincerely to ensure effective functioning of AIPEDEU at Central Head Quarters.
INDEFINITE STRIKE FROM 13.07.2010
The decision of Indefinite STRIKE w.e.f 13th July 2010 came in the wake of workers, particularly postal are facing series of attacks from various corners. It is the need of the hour to organize STRIKE which is the LAST RESORT TO REALISE OUR JUSTIFIED DEMANDS. GDS are denied their due benefits all through and their continued patience should not be mistaken. It is time to ORGANISE, ORGANISE AND ORGANISE FOR TOTAL SUCCESS OF THE STRIKE PROGRAMME.
DEMANDS FOR SETTLEMENT:
Retirement benefits like ex-gratia and severance amount which were enhanced as recommended by the GDS Committee should be paid w.e.f. 1.1.2006 since all retirement benefits to regular employees on the recommendations of 6th CPC were implemented not from a prospective date but from 1.1.2006. Comprehensive schemes for departmentalisation of GDS by allocating proper work norms for PLI/RPLI, NREGS, Pension MOs and Bill Payments etc to enhance the work hours of GDS for facilitating departmentalisation should be worked out. Now with the large scale of expansion of PLI/RPLI as well as NREGS work coming up in a big way, there shall be change of approach towards GDS System to comprehensively departmentalise them. Grant of Pension, Grant of all benefits, Grant of Trade Union facilities, Grant of Welfare measurers etc to GDS shall be considered. The discrimination perpetrated in the name of GDS Committee to deny the parity on the matter of PLB Ceiling of 3500/- should be removed. The unscientific tightening of BPM work norms by enhancing the quantum of cash handling to 20,000/- per point should be modified.
JCA TOUR PROGRAMME:
Extensive tour with Postal JCA in the circles by CHQ/Circle union representatives and of the Division by Divisional union representatives should be undertaken and members should be educated about the issues/development. As regards the issues pertaining to the members of this union, much matter has been provided in several issues of the union journal- Rural Postal employees.

Appeal
The CHQ calls upon All the CWC Members/Circle/Divisional/Branch Secretaries and active members to make the indefinite strike from 13.07.2010 a programme of resounding success. It is requested to arrange press conference and other publicity to popularise our demands. A report may also be sent to the CHQ.
We request you kindly to translate this circular letter in local language and circulate among the staff. This fact may be explained to the membership through group meetings and general body meetings.
