MINUTES OF MEETING OF DDG (ESTT.) WITH SHRI SS MAHADEVAIAH GENERAL SECRETARY ALL INDIA POSTAL EXTRA DEPARTMENTAL EMPLOYEES UNION DATED 18.01.2010
DDG (Estt.) held a meeting with representatives of AIPEDEU in his chamber on 18.01.2010 at 1100 hours to discuss the basic features of the RSBY (Rashtriya Swasthya Bima Yojna) being proposed for extending the same to the Gramin Dak Sevaks. The following were present:-

2. DDG (Estt.) outlined the background of the scheme and explained the basic features of the RSBY Scheme for GDS under consideration of the department. A copy of the basic features was also given to the GS along with a copy of the format of the data relating to GDS to be collected for the purpose. Apart from the above, DDG (Estt.) also explained about the Service Discharge Benefit Scheme [Non-contributory Annuity Scheme for the GDS on the basis of recommendation of GDS Committee in Para 14.14] annuity scheme being devised by the department in broad for which further details are being explored. GS AIPEDEU welcomed both the schemes and agreed in principle that both the schemes are welfare oriented for the GDS & processed.

RASHTRIYA SWASTHYA BIMA YOJNA FOR GRAMIN DAK SEVKS
Background:
The workers in the unorganized sector constitute about 94% of the total work force in the country. One of the major insecurities for workers in the unorganized sector is absence of health cover for such workers and their family members. Accordingly, RSBY was launched by Ministry of Labor & Employment, Government of India to provide health insurance coverage for Below Poverty Line (BPL) families effective from 01 Apr 2008.
Features:
v GDS having one year or more service shall be covered under the scheme
v Total five members of the family of the GDS including GDS will get coverage
v The Scheme covers existing health problems including those occurring subsequent to getting coverage
v The Scheme covers all health problems requiring hospitalization. OPD treatment is not covered.
v GDS & his family members (maximum 5 in all) shall be entitled to coverage for expenses up to Rs.30000.
v Tests and medicines one day prior to hospitalization and five days after discharge from hospital including treatment and Rs.100 for travel expenses shall also be payable at the time of discharge subject to a maximum of Rs.1000/- per year. The amount of travel expenses is inclusive in the total coverage of Rs.30000.
v Annual cost on coverage per GDS & his family is estimated nearly Rs.600 which will be contributed equally by the GDS in advance and the Government.
v On discharge on attaining the age of 65, GDS will be covered up till the last day and for the further coverage, GDS will have the option to avail the scheme at his own cost without any contribution form the Government.
v The inpatient treatment shall be available through Government Hospitals and also empanelled hospitals of the insurance company.
v The treatment will be through using a smart card carrying details and identification of GDS and his family members in any of the Government Hospital or any of the empanelled hospital at the choice of the GDS or his family members.
v The insurance company will directly make payment of the bill subject to overall limit of Rs.30000/- per year for GDS and his family (all inclusive). Ministry of Labour and Employment has fixed the amount for various treatments and in more than 98% of the cases; the cost on treatment does not exceed the insured amount. However, in cases where the limit gets crossed, the amount over and above this limit shall be met by the GDS out of his pocket.
v Cost of smart card to the GDS and his family shall be borne by insurance company.

The Government set up one man Committee under Shri RS Nataraja Murti as Chairman to examine the wage structure and other conditions of Gramin Dak Sevaks. The Committee submitted its report to the Government on 29th Oct 2008. The Committee has recommended in Para 15.6.1 that "Department may examine introduction of a contributory insurance health scheme for in-patient treatment of Gramin Dak Sevaks through Government Hospitals/Private Hospitals. The insurance premium may be contributed jointly by the Government and the GDS as fixed by Government. The GDS and the spouse may also be covered under the health scheme without contribution from the discharged GDS."
2. The feasibility of extending RSBY [Rashtriya Swasthya Bima Yojna—a scheme formulated by the Ministry of Labour and Employment] to the regularly appointed GDS and his/her family members not exceeding five including the GDS and his/her spouse is under active consideration of the Department. One of the essential pre-requisite for implementation of the scheme is to have a realistic data of the regularly appointed GDS and his family members along with a passport sized photograph of the GDS.
3. I would request you to initiate immediate action for compiling the data of regularly appointed GDS as on 01.01.2010 at divisional level and nominate a nodal officer at the circle level. The Divisional Offices will retain the photograph of the GDS and pass on the particulars of each GDS to concerned Circle office/Regional Office in soft copy. The information consolidated for all the divisions may be sent to Directorate by 15.02.2010 in soft copy for taking further action to implement the scheme as the scheme requires nomination of Key Managers at Circle/Divisional level for authorizing issue of bio-metric smart cards to beneficiaries. The information has to be complied as quickly as possible, so that, the Department can formulate the proposal for obtaining approval of Nodal Ministries. The format for collecting the information is furnished in the annexure.
