           MEMORANDUM


We the representatives of All India Gramin Dak Sevaks’ & National Union of Gramin Dak Sevaks  observed “DHARNA” today on 02.03.2023 as per the call of the Central HeadQuarters of the Union.  As all are aware Gramin Dak Sevaks’ of the department are serving the department and the members of public, its customers rather, without self in exploitative terms and conditions.  They are working for a small salary which is called as Time Related Continuity Allowance – an exploitative term.  Further they work without any allowances for House rent, medical treatment, Transport etc., as enjoyed by similarly placed departmental officials.  The GDS are working like departmental staff but are called as part time staff.  


Although we, the Gramin Dak Sevaks are making payment of all social security pensions like Old age pension, Physically Handicapped Pension, Widow pension etc., we are not eligible for SERVICE PENSION EVEN THOUGH WE HAVE BEEN SERVING THE DEPARTMENT AND THE PUBLIC OVER 65 YEARS.  Pay Committees of the past including Justice Talwar Committee have recommended pension to us but the recommendation has been diluted by the Group of Ministers and the Sub Committee constituted for implementation of the recommendations.


In a recent judgment Hon’ble Supreme Court observed that the Department of Posts should make provision in rules for PENSION TO GRAMIN DAK SEVAKS, of course the rules for GDS are non-statutory !


It is not possible to hoodwink GDS staff every time as they are frustrated about the attitude of the Government/Department towards their genuine demands and now are agitating over the justified minimum demands.


It is high time that the Govt/Department should consider the demands of GDS positively in order to maintain peace and tranquility in the department.


As a first step it is requested to settle the following urgent demands:


  1. Grant of additional increments to senior GDS for 12, 24 and 36 years of service as recommended by the GDS Committee headed by Sri. Kamalesh Chandra Committee.


  1. Enhancement of Group Insurance upto Rs.Five lakh, GDS Gratuity upto Rs.5 lakh, GDS Medical facilities and GDS Pension/SDBS.


  1. Stop fixing unscientific and impractical targets at the Directorate.


  1. Issue instructions and guidelines to the lower level officers not to harass and not to put pressure on GDS for achievement of targets – adhere to the Directorate instructions on achieving targets without exerting undue pressure on GDS. 

  2. Allow substitute arrangement in the place of GDS while GDS is on leave irrespective of workload.


We are confident that the respective authority will take suitable action to resolve the above issues at the earliest.
