interaction with unions.

Sir,
With reference to your letter referred to
above, it is informed that at present, only delivery of CSC services through
Post Offices is being considered by the Department. It is considered that with the commencement
of delivery of citizen centric services through Post Offices, the services
offered from Branch Post Offices will get augmented and footfalls will
increase. It has no comparison with LPA
or Franchise System, in which Postal services were delivered through Agents. In this case CSC services will be delivered
through Post Offices.
2. Regarding your concern about the need for investment by BPM,
it is clarified that there will be no compulsion on any BPM to invest and start
the services. The choice is entirely that of BPMs. It is also possible that there may be BPMs
who are willing to invest and reap benefits out of it. Since the scheme is voluntary, there will
also be an option to quit at any time.
The scheme is meant for those BPMs who have good entrepreneurial skills.
3. The BPMs might have enjoyed other sources of income before
engagement as BPM, and these sources might cease to exist after his/her joining
the BPM post. This scheme will provide
an opportunity to the BPMs to do some authorised and remunerative extra work
from BO premises itself and earn additional income.
