Even
though the orders of the Directorate dated 17.12.2015 is complete in all
respects some circles like Karnataka have raised queries which ultimately
resulted in rejecting the applications of hard and deserving cases. We are of the considered opinion that there
was no necessity to issue the corrigendum to point 5 of the letter. The clarification dampened the aspirations of
many deserving wards of GDS died in harness.
It amounts to further neglect and discrimination towards GDS
community. The cases badly delayed, in
the pipe line - yet to be placed before the CRC, would be considered on the
revised merit points, e.g., divisions like Tumkur, Mandya, Kolar etc., in
Karnataka circle. There are cases being
processed for the last 2-3 years. On the
other hand really hard and deserving cases suffered rejection without
rationale.
Reportedly
there are 45,000-50,000 vacant posts of GDS in the country as on today. Number of hard and deserving cases pending is
negligible when compared to the posts vacant.
In fact extension of this welfare measure has been flown on the urge of
this union, on in-depth study, to wipe the tears of those hard and deserving
cases referred and the very purpose is defeated by the above corrigendum.
Needless
to mention here that most of the wards of GDS are deprived of proper education,
health care and other basic necessities; sudden death of the GDS would further
worsen the already worsened economic condition of the family. Unlike departmental staff the GDS is not
entitled for double gratuity, Pension, Leave encashment and other
benefits. There is no cut off points to
departmental staff and enforcement of unscientific restrictions of 51 points,
now 36 to GDS is improper and discriminatory.
It is but natural that the wards of GDS crave for appointment in
relaxation of recruitment rules in the existing system of exploitation at all
levels.
We,
therefore, request you to have a re-look into the issue and cause to assure
compassionate appointment to the families of all hard and deserving cases from
retrospective date, as per orders dated 17.12.2015.
