Comrades,
The
Central working committee of All India Gramin Dak Sevaks Union was held at
Postal Co. Operative Society, Shukarwar Peth, Satara, Maharashtra Circle under
the president ship of Com. Rajendra Prasad Singh from 15.08.2015 to 16.08.2015
fourteen CHQ office bearers, 20 circle Secretaries and CHQ special invitees
attended the meeting.
On
15th morning Com. S.S.Mahadevaiah, General Secretary hoisted the
National Flag, Com. Rajendra Pratap Singh working President hoisted the AIGDSU
Flag.
The
subject committee has been started at 10.00 A.M. along with the C.W.C. members
more than 75 visitors from various circles attended the C.W.C. with Trade Union
Spirit. The General Secretary placed the agenda items before the house for
approval. The house accepted the agenda items unanimity. Com. S.S.Mahadevaiah,
General Secretary explained elaborately each and every item of agenda, then
presidium started the business.
Open Session
Open
session was held at 4.00 P.M. Shri Vasantrao Nalawade attended as chief guest
and inaugurated the open session. Com. S.S.Mahadevaiah, General Secretary, Com.
P.T.Barge Anna, , Chairman reception committee, Senior NFPE leader and Ex.
Circle president P III, Com. R.R.
Kulkarni, Chairman, Satara District Postal Co. Operative society, Com. Jayavnt
Shirke, Divisional President AIGDSU Satara, Com. Mohan Vibhute, Divisional Secretary P III,
Com.Vasantrao Kumbhar Divisional Secretary Postman & MTS, and other local
leaders attended and addressed the open session. All the guests appealed the
house for making 2nd September one day general strike successful.
In
the subject committee all the C.W.C. members, Circle Secretaries and Special
Invitees discussed each and every item elaborately and gave valuable suggestion
to CHQ Regarding future programs. Com. S.S.Mahadevaiah General Secretary
replied suitably all the issue and doubts raised by the C.W.C. members. In the
subject committee Com. Sk Lala Vagier and Com. B.S.Dev (Thu), greeted the CWC.
Latter General Secretary placed the following programme before the house for
acceptance. The houses unanimously accepted the policy and programme.
POLICY
AND PROGRAMME
The
Central Working Committee of All India Gramin Dak Sevaks Union held at Satara,
Maharashtra Circle from 15th to 16th August, 2015
discussed elaborately the various issues and problems faced by GDS officials
including rejection of GDS issues to include in the 7th CPC third
time.
The Central Working Committee after taking
the views and suggestions of all the circle secretaries and office bearers into
consideration the following policy and programme accepted unanimously.
1. This CWC
demanded for appointment of Judicial Committee under the Chairmanship of
retired High Court or Supreme Court Judge as per the agreement and assurances
given to this union.
2. Consult
local Parliament members and request them to utilize their good offices to
prevail upon the Minister for Communication and IT to appoint an One Man
Committee for the Gramin Dak Sevaks as per the commitment of the Department of
Posts on 21.02.2014 by sending Memorandum in the month of August, 2015.
3. It has
come to notice that the department has started action to form officer
committee. To protest the move of the Government of India and the Department of
Posts observe One Day Dharna on 28th August, 2015 at All Divisional
offices in all over India.
4. It is
learnt that Trade Union Facilities are not granted to the AIGDSU in some
circles till date. This CWC demanded to grant all trade union facilities with
immediate effect in those circles.
5. Constitute
a three member committee to negotiate all other sister unions in the department
of posts including Federations to
discuss and decide what type of combined action will be launched against the
decision of the Government of India and Department of Posts regarding appoint
of judicial committee.
6. Further
course of action will be decided only after submission of the report of the
committee which will be constituted to negotiate the sister unions to CHQ.
7. It is
resolved unanimously to take appropriate action at Local Leval to make 2nd
September, 2015 one day General Strike successful.
The
C.W.C. appealed all rank and file to strengthen our base level union by
obtaining more and more membership in ensuing membership verification. All are
requested to defeat destructive forces who are trying to break the unity of
G.D.S.
AIGDSU is stand for unity among the G.D.S.
and try its level best to safe guard the unity of G.D.S. The C.W.C. formed a
committee to develope the united movement in the Department.

Com.Jaywant Shirke, Com.Rajkumar Chavan, Com.Mohan Vibhute, Com.Vasantrao
Kumbhar, Com. R.R.Kulkarni, Com. Nikam, Com.R.S.Kalange and other all Satara
Postal unions and Co. Operative Societies for making excellent arrangement and
co.operation for smooth functioning of C.W.C. All C.W.C. members along with
General Secretaries were invited to visit the own building of the G.D.S.
District Co. Operative Society.

Extension of helping hand for Justice to above Two Lac Sixty
Thousand
Gramin
Dak Sevak Employees of the Department of Posts-request for.
Respected Sir,
We on
behalf of above more than Two Lac Sixty Thousand (2,60,000) Gramin Dak Sevaks
of the Department of Posts, respectfully seek your indulgence in extending your
helping hand to such lower starta of employees who serve the rural population
throughout the Country. As a matter of principle, the issues of pay scale and
service conditions of the Gramin Dak Sevaks who were earlier known as E.D.
Agents are referred to the Central Pay Commission (as was done with the first
CPC) or simultaneously pay committee are constituted. The Seventh CPC was
appointed in the year March, 2014 but Pay Committee or Pay Commission for
Gramin Dak Sevaks has not yet been appointed which is due to be appointed under
the loue Chairman cum member under a retired Judge of High Court, as per
commitment.
The
Department signed a solemn agreement with this union on 21/02/2014 to appoint
an one man committee for the Gramin Dak Sevaks in case our issues were not
included in the terms of reference of 7th CPC. A copy of the
agreement is attached for your ready reference.
The
appointment of the one man committee under the Chairmanship of a retired Judge
was being delayed or denied forcing us to agitate. The Department signed a
tripartite agreement under the signature of an officer of the Department; Chief
Labour Commissioner and the representatives of this union to appoint a Pay
Committee in consultation with this union. A copy of the agreement is enclosed
for your reference, Sir.
We have
already given our suggestion on 24/04/2015, but the department has not moved.
Probably they want us to tire out. The report of the CPC is expected to come
out any time now while is our case the Pay Committee has not even been
constituted you may kindly agree that there cannot be any greater injustice.
May we request your good self to utilize your good
offices to prevail upon the Minister for Communications & IT to or
appointment an one man Pay Committee for the Gramin Dak Sevaks as per the
commitment.
We shall be highly obliged for you effective
action.
