Sub:-   Request for  implementing the Agreement of Feb-14 reached 
            between  AIDGSU and the Secretary, Department of Posts –reg.,

Ref:-    Directorate’s Letter No.17-13/2013-GDS(Pt.)  dated at New Delhi
            the 20  April, 2015.

Respected Madam,

          Our union is in receipt of the Directorate’s Letter cited under reference above, where in it is intimated that the Department of Expenditure (Ministry of Finance) has rejected even the Second request of our Directorate for Re-consideration of ‘Inclusion of GDS in 7th CPC’ and it is also intimated to our union that the process of ‘Terms of References’ is also under preparation by the Directorate for the proposed Committee for Grameen Dak Sevaks of our Department. In this connection, our union would like to convey the Directorate that:

1.   Our union which preferred several representations and conducted for a 4 day strike in Feb’14 for getting the GDS included in the 7th CPC, reached with an agreement with the Directorate in Feb’14 itself ‘for consideration  Constitution of a Judicial Committee by the Department of Posts’ in the event of   the recommendation of the Directorate for inclusion of  2.63 Lakh GDS’s legitimate demand for inclusion in 7th CPC is rejected by the Ministry of Finance, Department of Expenditure.

2.   Now, in the light of the above cited Directorate’s letter the GDS in general, Our union in particular  which conducted struggles for achieving the legitimate demand expresses our deep-dissatisfaction over the decision of the Department of Expenditure which pained the entire GDS fraternity.



3.   In this connection, it is not out of place to mention that Our union even compelled to conduct a Nation-wide strike also from 10-3-’15 to 20-03-’15 in which majority of the GDS participated  for getting a ‘Judicial Committee appointed’ by the Department of Posts as per the agreement reached in Feb’14 along with other crucial demands as the First Recommendation of the Directorate to Ministry of Finance, Department of Expenditure for inclusion of GDS into 7th CPC is not materialized. But, the Second recommendation of the Directorate also denied.

The Department of Posts again decided to refer third time the GDS inclusion in 7th CPC to the Department of expenditure on the request of postal JCA. We vehemently felt that the postal JCA is not the competent to discuss and decide the GDS problems as per the directorate letter no. 16-09/2014-SR dated 5th March, 2014.

It is naked fact that the postal JCA intentionally wanted to make delay for appointing judicial Committee for GDS. The Govt. Appointed 7th CPC for Departmental employees in Feb, 2015. But GDS issue has not been finalized till date either inclusion in 7th CPC or appointment of Judicial Committee.

There is a frustration among the GDS regarding this issue. We are requesting the Dept. to settle the matter i.e. inclusion in 7th CPC early with sincere efforts. Otherwise appoint judicial Committee for GDS as per the agreement between this union and the Department. We have already submitted our views and suggestions regarding judicial committee even no on 24.04.2015. 

Dear Madam,

         It is a known fact the GDS across the country are striving hard in taking forward all the Small Savings as well as Business Development Activities besides their noble service of NREGS, SSP Payments etc., due to which the Department as well as the Union Government is getting name and fame. Yet, the just demand of ‘Recognizing them as Civil Servants remained un-addressed by the concerned despite their noble service. It is also an Established Fact that in the changed Scenario, more and more highly Educated Candidates are being recruited as GDS, thus increasing the skill of the work nature in all spheres.

It is also a naked fact that the Last ‘Officer’s Committee of Sri.Natarajamurty could not address the GDS long pending problems as well as their service conditions with judicial view which necessitated the Department for appointing a subsequent ‘Officer’s Committee’. Yet, the GDS who are considered as Back Bone for Department’s survival could not get any legitimate justice.  Hence, annoyed by the adverse recommendations of the said ‘Officer’s Committee ‘the frustrated GDS resorted to conduct so many agitational programmes for getting their due justice.                                                                     
                                                        

Our union also would like to bring to the notice of the administration that during the strike from 10-3-’15 to 20-3-’15 several Individuals Dignitaries, Ministries supported the cause of the GDS for their legitimate demand of a ‘Judicial Committee’.

Hence, while expressing our sincere thanks to the Directorate for it’s efforts in getting the GDS included in 7th CPC,   our  union trusts that the Directorate will uphold the values of Democratic system of our country and honour the ‘Agreement Reached in Feb’14’  for  considering of ‘Appointment of a Judicial Committee’ and now cause immediate justice to the entire GDS fraternity by implementing the said ‘Agreement’ in it’s true letter and spirit for which our union will always be grateful  and thankful to you, Madam.

In this connection, Our union once again cordially requests the Directorate for taking into consideration our views also before referring any terms of references to the proposed ‘Judicial Committee’ for which our union will be ever grateful to you, Madam.
