Subject:- Appointment of commission to study pay structure and service conditions of the Gramin Dak Sevaks of the Department of Posts-agreement signed between the Member(P) and this union. 

Madam,

          This is regarding appointment of pay commission/committee to study the wage structure and service conditions of the Gramin Dak Sevaks of the Department of Posts. In this connection we have to make the following facts:-

1.       A solemn agreement was signed between the Member(Personnel) Postal Service Board and this union vide Dte. Letter no. 08/21/2013-SR dated 21.02.2014. According to this agreement (copy enclosed for ready reference) the Department of Post would take action for inclusion of the examination of wage-structure and service conditions of the Gramin Dak Sevaks in the terms of reference of the 7th Pay Commission. In case the Government does not agree to this proposal, the Department of Posts would appoint an one man committee under the chairmanship; of a retired judge of the Supreme Court or a High Court.

This is a solemn declaration of confidence between the Department and this union and no party is at liberty to make any departure from the agreement.

2.       That the Member (P) has now thrown hint that the Department proposes to go back on the agreement and desires to appoint a committee under the chairmanship of a bureaucrat instead of a retired judge of the Supreme Court or a high court.

          If the Department of Posts makes any departure from the solemn agreement this will create an irreparable loss of confidence in the words of the Department of Post and nobody will believe the Department of Posts. If the Department goes back or makes any departure from the agreement, this will result into a permanent trust deficit in the Department. As for us, we are not prepared for any departure from the agreement.

          We, therefore, request you kindly to give a serious thought to it and in case reported, the Finance Ministry has not agreed for inclusion of the issues if the GDS in terms of reference of the 7th CPC an one man committee under the chairmanship of a retired judge of the Supreme Court or a High Court be appointed. A departmental officer may be appointed as Secretary (not as a member) to assist the committee.
