Resolutions on Reservation for Physically Challenged Persons: There is already a Govt. notification to earmark 3% of vacancies for Physically Challenged persons in Department of Posts.  Very unfortunately this is not being followed for GDS for the purpose of promotion to the cadre of PA, Postmen and MTS.  Hence it is urged that the administration must invariably consider promotion policy by reservation of 3% and arrange filling up of this quota including back log for GDS at par with regular employees.

RESOLUTIONS ON FLOOD ADVANCES; The Postal employees, especially the G.D.S. employees are spread over interior parts of the country side. Those in flood affected areas have lost everything, like other people. These Postal employees require help from the department of Posts. The states Government are trying to rush help to the affected people but these measure are proving to be too limited and too short to mitigate the misfortune. The Postal department, therefore, has to rush immediate help to its employees - help of immediate use and help for reconstruction of the property damaged by the floods.
Now the department is giving Rs.600/- for the employees affected by the flood.  We urge the dept. to raise the same to Rs.25000/ {Twenty Five thousand only}. This would help them for immediate rehabilitation.

Resolutions on Grant of advance to House Building for Gramin Dak Sevaks who lost their houses due to Natural Calamities like tsunami super cyclone and Earthquakes:- It was brought to your kind notice that the grant of House Building advance to those Gramin Dak Sevaks who lost their houses due to Natural Calamities like tsunami, super cyclone and Earthquakes in the country .The affected Gramin Dak Sevaks are working rural and remote area and they are economically very Poor, Exploited and downtrodden section employees in Department of Posts. Gramin Dak Sevaks in this conditions when Natural Calamities take place, Deportment cannot deny or ignore the possible helps from department to their Employees. The following necessary steps are required to be taken.               

Department could grant of HBA loans to Gramin Dak Sevaks without making any descrimination between departmental employees and Gramin Dak Sevaks.Deportment should issue salary certificates to Gramin Dak Sevaks if necessary to those applying for Housing loan.

Granting Certificates by the DDO to the GDS staff for taking loan from Nationalised Banks and Co-operative Banks. The Nationalised Banks and Central Co-operative Banks are interested to grant loans to the GDS staff provided necessary salary certificates for the GDS staff where as the DDOs have declined to grant such certificates in absence of specific rules of the Department despite the fact that the GDS staff are in the crying need of such loan for Marriage, and Educational   purposes of their children construction of small portions etc on the basis of their service security. As the GDS staffs have repaying capacity of loan from their wages as well as retirement benefits, the DDO can grant necessary certificates to the Banks.

Resolutions on Grant of Scooter/Motor Cycle Advance to Gramin Dak Sevaks staff:- This union would like to bring to your kind notice that the Scooter/Motor cycle advances are not granted to the GDSs. At present only cycle advance is granted to Gramin Dak Sevaks that too on allotment of funds to the particular divisions. At present two wheeler vehicles are commonly used by everyone including Gramin Dak Sevaks. Most of the GDSs are using vehicles for covering enormous area for delivery of letters, conveyance of mails etc, In many areas without the vehicles they cannot perform duty effectively. But non eligibility for grant Scooter/Motor cycle advances to the Gramin Dak Sevaks, is causing a great problem to them. Most of the staff (G.D.Ss) is not having financial resources. This is need of time to make provision for grant of Scooter/Motor cycle advance to these servants Rs 50,000/-.

          Resolutions on Problems Idle wait:- Owing to the peculiar nature of duties of GDS packer and GDSMC, they are kept idle for some time in the course of their routine duties. The GDS packer after attending his normal duties at the opening of the office has to wait at least half an hour to one hour for his next duty of conveyance/closing of B.O bag/bags. He has to wait at least 20 to 30 minutes at the Bus point for exchange of bags. In the similar way the GDSMC after conveying bags from BOs to SOs has to wait at least half an hour or so on an average to start his backward journey to B.Os, for such waiting there is no provision to grant idle wait while calculating their workload. This may be calculated on an average waiting time.

          Relaxation of age and percentage of marks to appear p.a examination (unfilled quota of L.G. Os EXAM)
The Maximum age for appearing PA/LGOs examination is 30 years for OC and 33 years for OBC, 35 Years for SC and ST. This age limit may be changed to 40 years for OC and 45 years for OBC/SC/ST. And Minimum GDS Service may be 3 years.  
All GDS employees who have passed intermediate examination or 10 + 2 Examination may be allowed to attend LGOs Examination instead of imposing equal percentage of marks secured by the last selected candidate.

          Weightage:-  GDS must be given necessary weight-age for the length of service rendered by them. They may be given the following increments.
1 - 5 years - Nil
6 - 10Years - 1 increment
11 - 15 years: 2 increments
16 - 20 years: 3 increments
21 - 25 years: 4 increments
 The above increments will be added to the pay fixed in the scale to which the GDS are entitled.

 Resolutions on Business Development schemes - work load:-
The basis of 'points' for calculation of allowance of GDS BPMs has been stipulated in the Directorate letter No. 14-6/87 PAP dated 15-07-87. Thereafter several items  of work have been incorporated to the work of branch offices i.e. sale of prasadams,  magazines, R.P.L.I and NREGS  work etc., It is therefore urged to evolve time factor for the above new items of work and the points be fixed for computation of work load of the BPMs. Similarly whatever the new items of work introduced to the BPMs, the time factor may please be fixed at the time of its introductions.

          Resolutions on Upgrading GDSMM to Group D/Mail Guard:-Recent developments taken place in Mail operations in the department the retention of GDS posts in RMS is not feasible and their services will be upgraded as multiskilled employees/Gr D/Mil guard and selections to the cadre accoarding to their age ,qualification etc., instead redeployment proposal to postal wings. As the GDSMM services has been utilised to the RMS sections and had attained appreciable skills besides seeking promotions to departmental cadre.

RESOLUTIONS ON RECONSIDERATION ON THE WORKLOAD FACTOR FOR BPMs viz., 20000/- PER POINT:-The point system for the BPMs, Rs.20, 000/-=1 point is totally unscientific and unreasonable. This should be reconsidered and it should be Rs.5000/- for 1 point. The reason stated by the IWSU is not at all applicable to all BOs where there is vast deviation in the nature of work of BOs viz., urban, semiurban, rural, tribal etc, The instructions on the subject discourage/demotivate the work of BO; which is not justified for the present and may be applied after accepting many more ties-up with the organisations/institutions besides cash flow increase with transactions in the BO.

GRANT OF ALL BENEFITS OF 6TH CPC EXTENDED TO PART TIME, CONTENGENT CASUAL LABOURERS:-The benefits of 6th CPC should be extended to the part time, contingent and casual labourers also without any delay. The whole arrears should be paid in one instalment only. After screening committee recommendations on abolition of posts in the department, such vacant posts are being maintained by utilising the services of part time, contingent, casual labourers and is continuing in most places, with meagre financial benefits and not applied/extended the benefits to them even though they are performing duty for the post.

          Resolution on STATUS TO GDS:- The Central Government is yet to consider the long pending demand of ED employees (Now GDS) for Grant of Status and pension, despite full justification viz, Supreme Court verdict calling Civil Servants, agreement during strike to appoint one man committee with a specific terms of reference of pension, recommendation of Justice Talwar Committee report, part time/casual labour getting status etc. The status of GDS is not even better than part time casual employees as the contingent employee will get status in case of combination of two posts.  But it is not so in case of GDS who have been performing combined duties.  A meagre allowance of Rs. 250/- is given to the BPM who take the extra burden of 3-5 hours for delivery/mail conveyance.  The Central Government should be a model employer and in order to put an end to this kind of practice, the demand needs to be met with early.  Accordingly the name GDS should be changed to “Gramin Dak Karamchari or Rural Postal Employee”.

          RESOULATION ON MODIFIED ASSURED CAREER PROGRESSION(Financial Upgradation) The 8th  All India conference in session at the historic place Warangal/ Hanumakonda A.P. Circle from 8th   to 10th  June, 2014has deeply deliberated on the issue of the Assured Career Progression (Financial Upgradation) to Gramin Dak Sevaks employees. In the operative Group ‘C’ and Group ‘D’ cadres of the Department of Post, a Time Bound One Promotion Scheme (TBOP) was introduced in 1983 whereby the employees after completion of 16 years of service were placed in the next higher grade subject to being found fit by the Departmental Promotional Committee (DPC). Subsequently, Biennial Cadre Review (BCR) i.e. Second Time Bound Promotion was introduced in 1991 in respect of those who were covered under the TBOP scheme. The second promotion was given on completion of 26 years of service in the grade. The objective of both the schemes was to provide promotional opportunities for the staff as the staff had to wait for years to get promotion due to limited number of supervisory posts. The Fifth/Sixth Pay Commission has recommended that for Groups ‘C’ and ‘D’ employees the first financial upgradation shall be made available on completion of 10  years of service respectively and the second financial upgradation shall be given on completion of a further period of 10 a years of service respectively III rd MACP total completion of 30 years of service.
This All India Conference resolves that the Assured Career Progression (Financial Up gradation) to G.D.S. employees, be made available to the Gramin Dak Sevaks. As there is no service Weightage given while fixation of TRCA even though Talwar Committee recommended that the senior EDAs Should be given the provision of additional increments to be added to the scale based as the service of EDAs. On the same analogy it is requested that the Assured Career Progression (Financial Upgradation) two promotions for All Gramin Dak Sevaks should be given after completion 10 /20 and 30 Years service as Recommended by the Talwar Committee.

        Retirement/Terminal benefits on the day of retirement:- Having served the department upto 65 years GDS officials go home empty handed on the day of retirement. Terminal benefits will be sanctioned and paid after some months or sometimes after years. Therefore in order to be fair and rational towards this section, we urge suitable action/measure before hand like departmental staff so that payment could be ensured on the date of retirement.  Further the date of retirement of the GDS should be the last workingday of the month of retirement instead of the date of birthday of the particular GDS.

        Supply of identity cards to GDS:- In the present situation where the department is expecting multifarious activities, business etc., from the staff supply of identity card is a must for obvious reasons. Outdoor duty staff like GDSMD, MC, Packers are to be supplied with Identity Cards, The staff at naxalite/extremist threat area should invariably ware Identity Cards, it is urged for immediate action.

Supply of stationery and furniture to BOs. The field staffs working in BOs/SOs are facing lot of inconveniences due to shortage or inadequate supply of furniture, forms and stationery. Except computerized offices, the operative offices are facing inadequate forms and stationery. Even minimum furniture for working atmosphere is also lacking. Hence in the interest of public service proper working condition should be ensured at all levels.
