Sub.: Grant of advance to House Building for Gramin Dak Sevaks who lost   their houses due to Natural Calamities like tsunami super cyclone and Earthquakes in Uttarkhand - regarding.

                    A kind reference is invited to this union's letter of even no. dated 28/06/13,  1-7-2013, and 4/07/2013, in which it was brought to your kind notice that the grant of House Building advance to those Gramin Dak Sevaks who lost their houses due to Natural Calamities like tsunami, super cyclone and Earthquakes in Uttarakhand. The affected Gramin Dak Sevaks who are working rural and remote area are very Poorer, Exploited and downtrodden section employees in Department of Posts, Gramin Dak Sevaks in this conditions when Natural Calamities take Department cannot denied or ignore the possible helps from department to their Employees. The following necessary stops to be taken.              

          As per our assessment nearly, the houses of 50 Gramin Dak Sevaks employees have been collapsed in floods in Chameli, Tehri Garwal, Uttarkasi, Pithorgarh Divisions. One GDS Employee in Nainital Divison died in this calamity.

You are, therefore, requested kindly to view the situation in the flood affected areas as that of human tragedy and natural calamity and take immediate measures to rush the following reliefs to the Postal employees - departmental and GDS employees as;-

(i)    Supply of food, clothing; fuel, lighting materials like Kerosene and Kerosene lamp, candles and matchboxes; and medicines keeping view the present situation and the one that is likely to follow in all probability.
(ii)   Arrange sufficient relief from welfare fund commensurate with the severity of conditions three months advances pay (TRCA).
(iii) Grant of house building advances rupees five Lakh to each GDS Employees who lose the house/flood advance, to the GDS Postal employees so that they may repair reconstruct the damage done to their property.
(iv)   Granting additional insurance cover to the employees those who are working in risky areas at high altitudes.
(v)    Granting hard duty allowance/Risk allowance for the specially identified in dangerous areas.
