Editorial of Rural Postal Employees Month of Dec, 2012


WHO RAN AWAY FROM BATTLE FIELD ?

As you are aware our demand pertaining to enhancement of bonus ceiling to Rs.3500/- has been recommended by the Department of Post to the Ministry of Finance. It is still under the consideration of Finance Ministry. We know now keen our members are for an early decision. We are continuously chasing it. We are pressurizing Department of Post officials to get final decision expedited. We are also taking help of Parliament Members to persuade Finance Ministry to accept the demand and finalise decision immediately. Also other demands like RSBY medical scheme, Pay Protection etc. Some progress is there.  We are on the job and a favourable decision may come soon.


Beware of those who are spreading lies against our union and alleging that our request for face saving device was rejected by Minister/Secretary. They are spreading falsehood in order to weaken AIPEDEU, white washing their face which they blackened during our strike. More than 2.7 lakhs Gramin Dak Sevaks did not ran away from the battle field as they did. They fought valiantly for 7 long days. We met Postal Secretary and member (Personnel) a few times during strike.Settlement came about due to Secretary’s intervention and on the
strength of our strike. The All India average of strike was more than 60%. By no stretch of imagination it can be called fragmented strike.

Comrades, lot of false propaganda will be spread by NPFE against AIPEDEU in order to hide their betrayal of postal workers cause.

While Gramin Dak Sevaks fought valiantly those who are writing lies in their magazines and website ran away from battle field, not once but four times. Strikes withdrawn by NFPE.

It will be seen during last 4 years 4 times strike notice was given and on all the four occasions it was withdrawn without any gain to workers. Fighters are fighters, cowards are cowards. Let NFPE know we will fight again, very soon.

The unity of the postal workers was broken by the leaders of NFPE when
in the year 2007 they threw out of the Federation AIPEDEU the most militant and a fighting organization in NFPE representing more than 60% of the postal workers in the country in most unconstitutional and illegal manner without holding meeting of Federation, Executive or Federal Council. It was not broken by AIPEDEU. It was against the glorious traditions built by great P&T leaders. It is a black spot on the face of NFPE. The All India Postal Extra Departmental Employees Union declares that they are willing to join NFPE even today as an affiliate and thereby unite more than half million postal workers under one banner as was the position before 2007 when we were thrown out. This offer is despite back stabbing of AIPEDEU in recent strike
by NFPE.

This alone will restore glorious traditions of postal movement. You cannot fight Govt.’s policy of neo-economic liberalism by running away from strike four times in a row in a short span of ¾ years. The Gramin Dak Sevaks and AIPEDEU have shown the way in recent strike how to fight Govt.’s economic liberalism.

Respected Sir,

NOTE ON BONUS DEMAND:

Grass injustice and discrimination has been done to Gramin Dak Sevaks of postal department by denying Bonus Ceiling of Rs. 3500/- at par with Departmental Staff. Grant bonus Ceiling Rs. 3500/- to GDS without any discrimination as this section is neglected, discriminated and ill treated throughout right from British regime to till date. It is not the Agency system in existence but the Sevaks are really sevaks for the department of posts and the rural India. Unscientific assessment of workload, compensation of Rs.500/- for the work of 3-5 hours daily, incentive for insurance (not commission like LIC), detaining GDS at the office to assist departmental staff etc., are a few examples how this section of the society is exploited in the system. So, we feel grave injustice would be caused if the benefit already given to GDS like Bonus ceiling is snatched. The 2.7 lakh GDS employees are urging in one voice to end this blatant injustice without any further delay. If there was not justification, the Bonus file would not have been resubmitted by the communication ministry time and again. It is high time we believe to settle the issue in favour of the GDS who are the key nerve of the postal net work.

Kindly look into the matter in the best interest of this toiling GDS and cause to grant Bonus ceiling of Rs.3500/- at the earliest for which we are ever grateful.

Sub:-        Conduction of Postman/mail guard examination in regional language medium  Reg.

Madam,

         We came to know that the Department of posts is going to conduct Postman/Mail guard examination in English medium. It is too difficult to the GDS officials to understand the question paper in English medium. Moreover all the GDS officials completed their academic courses up to X class in respective regional languages. 0.9 minutes time is allotted to answer one question. No GDS official is not able to understand the question in English within this time.
 
         It is known fact that the Postman/Mail guard examination has been conducting in regional language medium for several years.    
 
         Hence you are requested to conduct the cited examination in regional language medium.

 Necessary instructions may be issued to all circles.

A Grand Successful Maharashtra Circle Conference at Dule.

MAHARASHTRA  CIRCLE CONFERENCE – A  SUCCESSFUL AND GLORIOUS EVENT- AN EXCELLENT ARRANGEMENT. A WARM WELCOME.  




The 8TH Circle conference of AIPEDEU, Maraashtra Circle has been held from 2nd November, 2012 to 4th November, 2012 at Balakrishna Klyanamantappa Dule under the President of Com. Sangvekar, Circle President , AIPEDEU Maharashtra Circle;
Com. D.N.Giri, All India President and Circle Secretary, Com. S.S. Mahadevaiah elaborately discussed the situations after the indefinite strike and explained at length events occurred during the 7 days glorious indefinite strike. Com. B.J. Tamankar, former president NFPE.Com. P.T.Barge  ex-president P-3 Com. M.L.Parimal, ex-president P-3, Maharashtra, Com. G.L. Rawat, ACS P-3,Com. K.G. Patil, Div. Sec., P-3 Raigarh div., Sri. Subash Ravji Deore, President jilla panchayat, vikram Rajeev Padvi, Subashji Eknath Deore, Madhukar Rajivji Deore and other local leader attended and addressed the conference.

The reception committee P-3,P-4 and AIPEDEU Dule team under the leadership of Com. Haile, Com. Badane, Com. Pawar and their team made excellent arrangement for bording and lodging for delegates and visitors. More than 700 postal employees attended the conference.

The 8TH Circle conference of AIPEDEU, AP Circle has been held from 27th October 2012 to 28th October 2012 at Gurukula Vidyapeeth, Ibrahimpatnam, Ranga Reddy District under President of Com. B.V. Rao , Circle President , AIPEDEU A.P. Circle;

Com. P. Suresh, General Secretary, R-IV, Attended as chief guest,  Com. S.S. Mahadevaiah elaborately discussed the situations after the indefinite strike and explained at length events occurred during the 7 days glorious indefinite strike.

The conference was inaugurated by Com. P.J. Chandrashekar AITUC state president and MCC. AITUC working president and confederation working President Com. Narasimhan, Srinivas Rao, incharge Sri Seshadri, Hyderabad city division P-3 President Com. M. Kameshwar Rao, P-4 Assistant Circle Secretary Com. Omprakash, High court advocates Sri Vekanna, Sri T.V. Govindha Rao, ,      Com. P. Seshamurty  Com. Radhakrishna  Circle Secretary, AIPEDEU,  Com. V. Lakshi Kanthan  CHQ  Special Invitee, Com. Sathaiah CHQ Special Invitee, Casual Contingent leaders Com. 74 delegates and 166 visitors from 44 divisions/branches attended the conference. All the delegates delivered efficient and effective speeches discussing the 7 days indefinite strike. They extended their complete support to the CHQ. They appreciated the CHQ leaders generally and Gen. Sec. Com. S.S.Mahadevaiah particularly conducting uncompromised struggle for the cause of GDS officials.
