DECLARATION
Dear President and Comrades,
We have discussed elaborately and deeply the most pressing
problems of Gramin Dak Sevaks and made resolutions unanimously in the 7th
All India Conference held at Mozri from 6th April, 2012 to 8th
April, 2012. We have also discussed the situation arising after implementation
of Natarajamurthy Committee recommendations from 9.10.2009. A four phased
programmee was given in the 7th AIC to settle the burning problems
of Gramin Dak Sevaks. The three phased programmes were successfully conducted
at Division/Regional/Circle levels. Congratulations to all the leaders and
members of our union of successful implementation of CHQ programmes. Our
General Secretary submitted all the resolutions resolved unanimously in 7th
AIC to the Secretary posts. There is no action from the Department.
Our General Secretary met
Shri Sachin Pilot. At his residence along with other leaders and explained the
problems facing by Gramin Dak Sevaks after implementation of Nataraja Murthy
committee reconsideration half an hour time.
The minister paid very
much patience to listen the General Secretary AIPEDEU and assured the General
Secretary to settle the problems brought to his notice.
Unfortunately, the
assurances of the minister was not been put into practice. Again a delegation
consisting of Com. S.S. Mahadevaiah, General Secretary, Com. B.V. Rao, Asst.
General Secretary and Com. Rajendra Diwaker, Treasurer met Sri Sachin Pilot and
requested his intervention to take necessary action to settle the problems
which have been already brought to the notice of the minister. Here assured us
to take necessary action.
Later the General
Secretary and Asst. General Secretary approached the concerned officers in the
Directorate and discussed about the regularization of GDS Grant of Bonus
ceiling of Rs. 3500/-, pay protection to GDS, remove Rs. 20000/- per one point,
implementation of Medical Scheme, Grant of Compassionate appointments for all,
Grant of three promotion to GDS, Stop abolition of GDS posts and grant all
other benefits and facilities par with departmental employees.
In the previous
recruitment rules 75% MTS/Gr-D posts have been allotted to GDS. But in the new
recruitment rules 25% has been curtailed. WE demand that the previous position
may be restored.
The Secretary Department
of Posts agreed in principal to settle the above mentioned problems as early as
possible. But no action has been taken to settle the single problem.
In this back ground we
are compelled to go for serious trade union action. To discuss and decide the
trade union action to settle the most pressing problems of GDS, this All India
convention is being conducted in Delhi. You are all aware that we were sent out
from JCA unilaterally by NFPE after April, 2012. We wish to from another JCA
with other unions/federations to fight against the retrograde recommendations
of Natarajamurthy committee. We wish to take up the serious trade union action
as there is no alteration to settle our justified demands under the banner of
proposed JCA. The programme of action will be decided soon after with the
consultation of the above mentioned federations and our well wishers.
We are also seeking your
advices in this regard. We do believe that there is no way except struggle to
settle our justified demands.
