Madam,
We have been surprised and gravely hurt
by the said Recruitment rules which is loaded against the GDS employees and is
a serious departure from the practice and convention so far is vague. I have
been further surprised by the fact that these rules which militate against the
interest of the GDS employees have been framed without any consultation with us
or even without dropping any hint to us that the interests of the GDS employees
are being compromised with out any reason.
As per these Amended
recruitment rules 25% of the vacancies of multi tasking staff has to be filled
by casual labourers/part time casual labourers.
In this connection we have
emphatically to mention as below.
(i)
The
number of casual labourers does not match even 5% of the number Gramin Dak
Sevaks and hence opening 25% of vacancies to such casual labourers/part time
casual labourers is disportionate and it must be proportionate with the ratio
between the GDS employees and casual labourers.
(ii)
The
casual labourers appointed before 1-9-93 is some thing vague and the number is
not actually known to any administration this avenue under the circumstances is
open to manipulation and being misutilised
As per the Amended recruitment
rules clause (iv) 25% vacancies are proposed to be filled by open market. This
insult to the injury.
We therefore emphatically
suggests that item II(i) II (ii) and II (iii) of the Recruitment rules to the
post of Multi tasking staff in subordinate offices should be amended as.
II (i) 60% from GDS
employees on the basis of seinority cum fitness.
(ii) 30% from GDS employees on the
basis of limited competitive examination.
(iii)
10%
from casual labourers part time casual labourers on basis of seniority cum
fitness.
And failing which from the GDS
employees on the basis or seniority cum fitness.
Clause II(iv) may be omitted.
We further suggest that the
recruitment rules for Multi tasking staff of circle and Administrative offices
should be amended to provide 50% posts for the GDS employees.
We sincerely hope that our
suggestions would be positively and dispassionately considered and accegoted.

Sub:- Recruitment rules for the post of postman/Mailguard.

Madam,
As per the amended recruitment rules of postman/Mailguard 50%
vacancies has to be filled by Multi Tasking Staff on the basis of Limited
competitive examination. In case the 50% vacancies to be filled by MTS remain
unfilled the same is proposed to be filled from open market. This closes the
promotional avenues of GDS.
Hence we emphatically suggest that column II clause (a)
should be amended as
“(a) 50% on the basis of Limited Departmental competitive
Examination by promotion from amongst Multi Tasking Staff of the recruiting
division with three years regular service in the grade including service put
in, if any, against an erstwhile group ‘D’ post on regular basis as on the 1st
January of the year to which the vacancy (ies) belong, failing which from
amongst multi tasking staff of the neighbouring division/unit on the basis of
the said examination, failing which by direct recruitment from GDS in the basis
of seniority cum fitness”
