Resolutions on no loss of annual increase/increment on limited request Transfer of GDS:-The annual increase (increment) earned by GDS should not be taken away when the GDS gets transfer at request – limited request transfer.  The GDS should continue with the same TRCA with the annual increases(increments) earned by actual service, similarly as Rule 38 transfer of regular employees as the new incumbent to the post would be fixed at the minimum TRCA.

Resolutions on Liberalisation of Limited Transfers:-  Although the present system has given relief to a few GDS, some more relaxation is felt essential as recruitment to GDS is not with the condition of local selection. Any body from any corner of the country can be appointed to the post.  This power to be delegated to PMG,DPS, Divisional heads on the basis of the requests at the level of Circle, Region and the division respectively.  As such transfer is once in one's entire service, the interest of GDS may also be looked into for smooth public work.  The authorities should have discretionary powers in exceptional cases.

Resolutions on Contributory SDBS Scheme and Medical coverage:-

I.       On Social Security, Pension, it is disappointing to see that no acceptance has been made for the contributory Pension Scheme although SDBS. This is a vital issue for us. Contributory pension at par with regular employees, as recommended by 6th CPC, may be granted to GDS Officials.

Monthly Service Discharge benefit(like Pension/NPS) to those not covered under SDBS:  A monthly regular income, a social security is to be assured to a section who have rendered service upto 65 years and the lump sum grant is never a scheme of Pension or NPS.  A minimum of Rs.1000/- in lieu of Severance allowance be assured to those retired/retiring from service on 1.1.2006 to 1.4.2014

II.      At least Rs. 30,000/- yearly medical coverage for serving and retired GDS employees.

Resolution on Problems

The 7th All India conference in session at the historic place Mozri, Amravati, Maharashtra State from 6th to 8th April, 2012 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement/improvement.  The following demands require urgent attention and immediate settlement:-

 

1.       TRCA on pro-rata basis:-

(a)      TRCA should be on pro-rata basis in comparison with the corresponding cadres of

          regular employee.

(b)      Two TRCA (that means of less than 4 hours work load and more than 4 hrs workload) only should be allowed as in the past.  Minimum TRCA slab for 3hrs(new) for all categories should removed as the computation of statistical information is not based on scientific/practical and rational understanding.

2.         The following demands require urgent attention and immediate settlement:-

     i.   Annual increase at par with regular employees, that is 3%

     ii.   P.L. Bonus Ceiling to be restored and raised upto Rs-3500/-.  

iii.  Group Insurance at par with regular employees at least minimum Rs 150,000/-

Resolutions on Grant of full trade union facilities to AIPEDEU:-

The provision of trade union facilities is a genuine and long pending demand. At present very limited trade union facilities are available to the chief executives of AIPEDEU. Some effective mechanism should be provided to the chief executives to carry out the function of the union.

 

The CCS (RSA) rules 1993 have been issued by the department of personal & Training. The issues of EDAs (Recognition of Association) Rules 1995 were issued by the department of Posts, in department of the D.O.P. & T., In this connection it is not out of order to mention that the GDS (Conduct & Employment) Rules 2001 also have been issued by the Department of Posts. Several amendments/provisions have been carried out or added to these rules to meet the requirements of the situation by the department and also grant JCM/RJCM facilities to G.D.S Staff.

 

We therefore suggest and demand that full trade union rights and Privileges i.e., grant of Foreign service under the F.R. and S.R. to the Chief Executive be granted.

 

Your effective intervention and initiation will be of great value and for that the entire Gramin Dak Sevak will be thankful.

Resolution on Special Duty Allowance:-

The 7th All India conference at the historic place Mozri, Amravati, Maharashtra State from 6th and to 8th April, 2012 discussed at length various burning issues concerning GDS of N.E. Region, unanimously, resolve that, the recommendations of Sixth CPC, "Department of Expenditure" issued orders in OM No. 11(5)2008-E.II(B) dated 29-08-2008, regulating various allowances to the civilian employees posted in the States and Union Territories of North Eastern Region. The most important factor for the consideration of the Committee was the risk and dangers involved in discharging functions and duties of the Civil servants in the said regions due to the prevailing insurgency in the region. Various facilities, like concessions, and allowances etc. were extended to the employees posted in the North East Region by virtue of the above cited factors. One among them being the SPECIAL DUTY ALLOWANCE at the rate of 12.5% of basic pay. Thereafter the Special Duty allowance was paid to the employees working in the region in the same atmosphere such risks and dangers at par with regular employees. Therefore, the same or a similar Allowance may kindly be extended to Postal Gramin Dak Sevaks also, who are working in the region.

Resolutions on Problems

            The 7th All India conference in session at the historic place Mozri Amravati Maharashtra Circle from 6th   to 8th April, 2012 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement/improvement.  The following demands require urgent attention and immediate settlement:-

21 - 25 years: 4 increments

The above increments will be added to the pay fixed in the scale to which the GDS are entitled.

Resolutions on Incentives for promoting small family norms to the G.D.S.:- A need has come to examine and extend the benefit of incentives for promoting small family norms to the Gramin Dak Sevaks. A period of about 63 years of independence of India these GDS Employees are deprived of the benefits of the Govt. of India's National policy. We request you kindly to look into this matter personally and cause to issue necessary orders for grant of incentive equal to one annual increase to the eligible Gram Dak Sevaks so that we need not feel discrimination in this behalf.

Resolutions on Uttarakhand Allowance:- In 1966, the then communication Minister and the Director General of post and Telecom department have taken personal  initiative and an amount of Rs. Forty(40/-) per year was granted considering the need for purchase of warm clothes and shoes in view of the prevailing climatic condition.  The GDS working in Uttarakhand, Pithoragarh, Almora, Tehri Ghadwal and Chamoli are the places where the allowance is granted.  Even after a lapse of 43 years, since 1966, the allowance is not revised and the hardship of the GDS is inexplicable. An amount equivalent to the actual price of the clothes and shoes was granted, at that time when the consolidated allowance of ED Agents varied from Rs.25/- to Rs.35/- per month was paid. This allowance was paid in September in the case of ED Agents who worked regularly for six months from March onwards. No other type of compensatory allowance is being paid to ED Agents working in other parts of the country.

 

Gramin Dak Sevaks, like the whole-time departmental employees, are also subject to the vagaries of nature and are subject to similar hardships. If the whole-time employees, who continue to stay in such a place for years, are entitled to remote locality, hill compensatory, border allowance, etc. there is no reason to deny such compensatory allowance to ED Agents on the ground that they are locals. This Committee, therefore, recommends that the ED Agents should be granted the various types of compensatory allowances subject to the same conditions as are applicable to the whole-time employees. However, in that event, the Uttarakhand Allowance will have to be discontinued. In this regard we urge the administration to grant the Uttarakhand allowances at least Rs.6000/- per year which will be commensurate with the rate of present allowances.

Resolutions on Provision of special amenities to the Gramin Dak Sevak working in

odd situations in hilly areas:- Keeping in view the geographical and climatic condition of the country, the G.D.S. are working in a pitiable condition as compare to other employees of Govt. of India and they face much difficulties on account of odd climatic and geographical condition remoteness of areas, dangerous hilly routes of traveling, snow falls, land slides etc. A brief description of hardships faced by the employees is submitted as under and the proposals for redressal of the grievances are also noted against each.

 

Remoteness of areas: Most of the hilly areas are not so easy of access. These areas are generally spread over in remote corners of hills and high mountains much far away from Rail or Bus heads. The employees have to travel on foot. The essential commodities are rarely available and at a very high cost. No basic facilities are available there. The Departmental employees are compensated in the form of remote locality allowance/Border area allowance/Difficult area allowance, backward area allowance. But the E.D. employees (G.D.S) are deprived from the same. A provision of such risk allowance should also be made to the Gramin Dak Sevaks e.g. in places like J&K, Uttarakhand, North East, Sikkim etc.

Resolutions on Regarding Allowances:-

(i)            Payment of Rs. 100/- as OMA is inadequate in these days of spiraling cost of living. Payment of Electricity charges should also be taken note of. Hence Rs. 100/- be enhanced to Rs. 350/- P.m.

(ii)           Ceiling fixed for cash conveyance at the rate of Rs. 50/- should be removed. We cannot predict as to when and how many days the surplus cash will have to be conveyed in a month. Hence the ceiling should be removed. On the other hand it may be fixed at the rate of Rs. 50/- for each occasion. i.e., Five times of the old rate formula without any ceiling.

(iii)    By the condition of removing minimum distance factor of 10 km for grant of cycle maintenance allowance, that means, all the GDS, MD/MC/Packer duties will be treated as cyclable beats and the TRCA would be drastically reduced. Special considerations are necessary to resolve this issue as the work of these categories of GDS need to be assessed on the practicality the section is to be treated a multi skilled GDS like departmental staff.  For this section foot beat formula need to be made applicable as in the past.

(iv)        As regards combination of duties no combined duties are to be attached if the incumbent is having 5

hrs work load. By the addition of Delivery or mail conveyance work etc, the total work load would become more than 5hrs say about 7 hrs which would justify for regularization of the post. So we must demand for the up gradation of the post as Group 'D' or postman as the case may be.

(v)            Compensation of Rs. 12/- per day for detention of mails is totally inadequate. Based on the hourly rate of TRCA fixed for the GDS a minimum of Rs.30/- should be paid per hour of detention. Considering the above facts our demands should be as follows.

(vi)          HRA and Transport allowance who are working in Metro/Urban and Semi Urban at par with regular employees

Resolutions on Incentive to GDS Sports Persons:- Presently GDS are recruited for sports proficiency mainly in the field of Kabaddi, foot ball, cricket, carom, volley ball, etc.  However after recruitment there is a grievance that the welfare of sports persons is neglected.  There are however very proficient persons in this field who are ranking at state and All India level and even some are at international level.  It is therefore suggested in order to encourage sportsmen, the following measures are proposed.

 

1.         Suitable training schedule and time off.

2.         Better equipment and sports uniforms.

3.         Food and dieting allowance to sustain stamina, particularly weight lifters/body builders.

4.        Better promotional avenues, especially those representing All India Postal meet.

Resolutions on Reservation for Physically Challenged Persons: There is already a Govt. notification to earmark 3% of vacancies for Physically Challenged persons in Department of Posts.  Very unfortunately this is not being followed for GDS for the purpose of promotion to the cadre of PA, Postmen and MTS.  Hence it is urged that the administration must invariably consider promotion policy by reservation of 3% and arrange filling up of this quota including back log for GDS at par with regular employees.
