Mega Strike in Indian Trade Union History

Congratulation to the participants in General Strike.

 
We received encouraging reports. GDS employees largely participated all the 22 Circles.

The General Strike called by the All the Central Trade Unions was very successful in all sectors except Railway.

Public sector banking operations remained paralysed throughout the country while transport services were hit in some States as the nationwide 24-hour strike called by 11 major trade unions evoked a mixed response.

In States like Kerala, Odisha and Tripura while the strike had a mixed response in West Bengal where the Trinamool Congress government pulled all stops to neutralise the strike.

In West Bengal, shops, markets and business establishments were mostly closed in some areas, while state-run buses and trams plied with fewer passengers.

In Postal Sector strike was massive like Chhatisgarh, Madhya Pradesh, Jharkhand, Bihar, A.P, Karnataka, Punjab, Assam, Orissa and other States partial some of divisions total strike like Bangalore East Shivmoga, Hasan Bagalpur, Patna, Blaspur, Nagpur mufficial ect.

MAKE 28TH STRIKE A GRAND SUCCESS - JCA Call

Trade Unions reject govt plea to call off strike against labour policies

 
NEW DELHI: Rejecting the government's appeal to call off the country-wide general strike on February 28, central trade unions are all set to take to the streets cutting across party affiliations.

The Congress-backed INTUC,
RSS affliliated BMS and Left's AITUC and CITU, are among the eleven trade unions which have given a call for a day-long agitation against the government's economic and labour policies.

This will be the first time that trade unions of the
Congress, BJP and Left are getting together to observe a general strike. The BMS had skipped the last such protest action on September 7, 2010.

The labour ministry has put out appeals to the unions to desist from going on strike saying it would cause colossal economic loss to the country and inconvenience the common man.

Labour minister
Mallikarjun Kharge assured the trade unions that the government was ready for discussions to resolve issues amicably. However, trade union leaders say it was too late now to withdraw their strike call.

"A decision was taken three months ago to organise a general strike against price rise. The government had knowledge of it. There is no question of withdrawing the strike. If government wants to discuss, it should call the trade unions," AITUC leader and CPI MP Gurudas Dasgupta said on Sunday.

He said all recognized central trade unions, which have a membership of over five lakh people and presence in at least four states, are participating in the strike. "Never before in the history of
India has this happened," he said. BMS general secretary BN Rai said all central trade unions had given a joint call and there was no place for individual decision for withdrawal.

"The appeal from the labour minister has no relevance, as the government is maintaining silence on various basic issues of the workers," he said.

CONSIDERATATION OF COMPASSIONATE ENGAGEMENT ON GDS POSTS TO DEPANDANTS OF GRAMIN DAK SEVAKS DISCHARGED ON MEDICAL GROUNDS BASED ON PROOF OF INVALIDATION PRIOR TO 14.12.2010

CONSIDERATATION OF COMPASSIONATE ENGAGEMENT ON GDS POSTS TO DEPANDANTS OF GRAMIN DAK SEVAKS DISCHARGED ON MEDICAL GROUNDS BASED ON PROOF OF INVALIDATION PRIOR TO 14.12.2010

 

            A reference is invited to Para 7(d) of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 wherein it was provided that "this percentage of 10% shall only apply to cover cases of wards of deceased GDS and not to GDS acquiring disability during service defined in the Persons with Disabilities Act, 1995. Section 47 of the Persons with Disabilities Act, 1995 provides that no establishment shall dispense with or reduce in rank an employee who acquires a disability during his service as also no promotion shall be denied to a person merely on the ground of his disability. In case of a GDS acquiring a disability during his service and is considered to be unsuitable for the GDS post he was holding, could be shifted to some other post with the same TRCA." The ceiling of 10% was further removed with revised provisions under this Directorate letter No. even dated 01.08.2011.

 

2.         The issue of allowing compassionate engagements to one of the dependant of the GDS discharged on invalidation on medical grounds supported by the invalidation proof has been considered in this Directorate and it has now been decided to allow considering compassionate engagement to one of the words of invalidated GDS discharged before the date of issue of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 on consideration of the indigent condition of the family taking recourse to the application of the same provisions of compassionate engagement and process as were in force at the time of discharge of the GDS on invalidation, without a further reference to this Directorate.

 

3.         It is, however, clarified once again that the provision contained in Para 7 (d) of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 as amended may be observed scrupulously and no GDS is allowed to be discharged on invalidation observing the provisions of Section 47 of the Persons with Disabilities Act, 1995. In case a GDS acquires a disability during his service and is considered to be unsuitable for the GDS post he was holding, he/she may be shifted to some other post with the same TRCA. If at all some genuine difficulty arises about the nature of work to be extracted from him and the concerned HOC is personally convinced of the grounds in individual cases, the Circles may take up the issue of appropriate cases with the Training Division of this Directorate.

 

4.         The instructions contained in Para 7(d) of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 & the present instructions would cover the cases of the GDS where a GDS was permitted to be discharged during the period from 01.01.1996 to 13.12.2010 by the prescribed appointing authority based on medical invalidation by a medical board of a Government Hospital and the disability would cover only the disabilities mentioned and defined in Section 2 of the PWD Act, 1995." While considering the cases under this provision, Head of the Circle would personally ensure that only the cases fulfilling the requisite conditions are considered for compassionate engagement.

 

5.         The above provisions may be brought to the notice of all concerned for strict compliance. This issue with the approval of Secretary(Posts).

We are furnishing hereunder some recent developments concerning the postal employees in general and GDS employees in particular.

 

HISTORIC STRIKE ON 28.02.2012

JOINT CALL OF ALL CENTRAL TRADE UNIONS, FEDERATIONS & INDEPENDINT UNIONS

All the central Trade Unions to organize/observe countrywide strike on 28-02-2012 on most pressing demands of the workers, including postal workers and general, It is a historic call. Never before have all the central trade unions joined hands to call National wide strike. We have always participated in such General strike. A large number of Federations including confederation of CGE's AIDEF, Banks, Telecom, Insurance, State Govts Employees Federation and Transportetc.etc. agreed to observe the strike. We should therefore observe this strike.

 

The attack on Postal and RMS Employees including Gramin Dak Sevaks is mainly due to the policy of the Government against which all the Central Trade unions and Federations are jointly fighting. We as Postal workers, it is our duty to join the working class in its fight against the anti-labour policies of the Government. The Central JCA (NFPE, FNPO,AIPEDEU,  calls upon the entire Postal and RMS employees including Gramin Dak Sevaks to conduct intensive preparations for making the 28th February 2012 All India Strike a complete success. The Circle Secretaries and All India Office Bearers of the respective Circles will make arrangements to organize the meeting. General Membership of all unions should participate in the meeting. Strike notice was served to Secretary, Department of Posts on10.02.2012 by JCA leaders. The Postal JCA Call upon the entirety of Postal, RMS and GDS employees to make the one day All India Strike on 28thFebruary, 2012 a grant success.

 

MEETING WITH MINISTER

Meeting with Sri. Sachin Pilot, Hon'ble Minister of State of Communications, was held on 21.01.2012 the staff side presented a memorandum to the Minister, containing the issue which needs Minister's intervention. (See the copy published in the website and Rural Postal Employees).Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail. Issues relating to Gramin Dak Sevaks, Issues relating to casual, Part-time, Contingent employees and Revision of overtime allowance. Regarding GDS issues like status, promotion, etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. But even February above sad Orders not yet issued, sorry for state of affairs, now Department constituted one officers committee that committee will submit reports.                    

 

7th All India conference of our union from 6 to 8 Aril, 2012:

          CHQ issued Notice to the 7th all India conference of AIPEDEU scheduled to be held at Amravati, district, Maharashtra Circle, from 6th to 8th April 2012. All are requested to make necessary arrangement for railway reservation.

Updated information GDS rulings/welfare available for your daily references.  We believe that it would be useful in the routine to address many issues/problems.  The book is sold for Rs.100/-+ Postage on no cost and no profit basis.  Please buy and encourage all to have one.

Remittance of Quota and Dues:

Comrades, the position of receipt of quota by the CHQ is again very disheartening. The Divisional/Branch union get their subscription every month from the DDO's but the remittance of quota to CHQ is rather very casual. The Divisional Presidents and Secretaries will please ensure timely remittance of quota.

The CHQ calls upon All the CWC Members/Circle/Divisional/Branch Secretaries and active members to make the ONE DAY GENERAL STRIKE ON 28.FEB,2012 a programme of resounding success. It is requested to arrange press conference and other publicity to popularise our demands. A report may also be sent to the CHQ.

India Post to take on couriers, enter banking

Plans to make it an efficient, cost-effective provider of services: Sibal

Union Communications and IT Minister Kapil Sibal, who also holds the charge of Department of Posts, has now turned his focus on expanding the scope of India Post to take on the growing challenge from private courier business and diversify into banking.

"We have started the process of formulating the National Postal Policy with a two-pronged approach — to develop services that assist, facilitate, enhance and quicken the process of development aimed at inclusive growth, and reposition India Post to make it a self-sufficient, efficient and cost-effective provider of these services," Mr. Sibal said at a meeting organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) on Wednesday.

Acknowledging the challenge being posed by private courier firms to India Post, Mr. Sibal said the government would soon start registering these entities as under the present rules and regulations they were not allowed to do business. "This will give courier service-providers legal recognition…we are suggesting registration, not licensing. We have no intention of licensing the courier industry and will only register them to know the size and status of the industry," he said.

Minister of State for Communications and IT Sachin Pilot said: "With over 1.55-lakh post offices, 95 per cent of which are located in rural areas, we are well placed to provide all kinds of services to people across India, particularly those living in villages and remote locations. We are assisting various government development programmes, while through banking facilities we can assist the Centre's initiative of providing financial inclusion to every citizen."

Notably, the Department of Posts has already applied for a banking licence from the Reserve Bank of India, while Mr. Sibal has recently written to Finance Minister Pranab Mukherjee to expedite the matter.

Mr. Pilot also pointed out that India Post had undertaken a massive drive to modernise its post offices to offer global standards of service to customers. "We need to create viable revenue models and adopt latest technologies for improving service delivery. India Post is gearing up to face future challenges… we will adopt various measures to transform the Postal Department in tune with the changing nature of services," he added.
