Sub;- Non Payment/deliberate delay in payment of 60% arrears of TRCA to Gramin Dak Sevaks – cases of many divisions/Circles like Orissa,Maharashtra, Chhattisgarh, Uttar Pradesh and Madhya Pradesh.

This Union is constrained to bring to your kind notice that the Directorate

Letter No. 6-1/2009-PE II Dated 10.06.2010 to make payment of 60% of TRCA to the Gramin Dak Sevaks by 15th July 2010 is yet to be implemented. Of course an undertaking has already been taken from the GDS for excess or short payment if any.  Still divisional heads have not paid any heed to the orders of directorate e.g., Orissa, Maharashtra, Chattisgarh, Uttar Pradesh, Madhya Pradesh, Bihar etc.  Another plea is funds not available or in many divisions audit process is not completed. This shows negligence towards low paid Gramin Dak Sevak, so in many Circles resentment is mounting among the Gramin Dak Sevaks and the situation is likely to convert into agitation.

 

You are, therefore, requested to kindly intervene and cause needful action for early payment of 60% arrears TRCA to Gramin Dak Sevak issue necessary instructions to all concerned authorities.

Sub;-        Counting the past services as GDS for the purpose of pension.

 

Ref:          DoPs order NO.99-3/08-Pen dtd. 09 Oct., 2009 to CPMG Tamil  Nadu Chennai to facilitate grant of minimum pension by making up the short fall in qualifying service form Gramin Dak Sevak Service as approved by DP & PW.

 

A kind reference is invited to this union's letter of even no. dated 24/03/2010 on the above subject.

 

          This union is yet to get a reply on the above subject.

       

        Since our highest court has confirmed the CAT Madras Judgment, and Gol have taken a decision to implement these directions, may we request to you kindly issue general orders to cover similarly situated cases in Department of Posts who are fortunate to come over to regular service after serving in the Gramin Dak Sevak.

 

        Hence it is earnestly requested to make the order uniform to all similarly placed officials.
