Sir,
In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Gramin Dak Sevaks of postal Department will go on indefinite strike form 17 .12.2008. The demands for acceptance on which the employees embark upon this indefinite strike are detailed in the enclosed Charter of Demands.

CHARTER OF DEMANDS
1. In view of judicial pronouncements, the G.D.S. employees be declared as Central Civil Servants for all purposes.
2. Consequently, all rules and regulations applicable to Central Civil Servants be made applicable to G.D.S. employees (scrapping the discriminatory separate rules).
3. No curtailment of rural Postal facility and rejection of impractable and ridiculous norms suggested by Sri. Nataraja Murti. The work hours of Branch Post Masters should be between 4 to 6 hours (i.e the Post office should kept be open for 4 hours at least and upto 6 hours).
4. E.D.S.O's should be kept open for 5 to 7 hours.
5. Duty of all other outdoor staff should be for 5 to 7 hours.
6. In keeping with recommendations of 6th C.P.C. Pay bands with grade Pay corresponding to departmental counterparts be prescribed.
7. Annual increment of 3% as suggested by 6th C.P.C.
8. All Allowances/benefits at par with full time employees.
9. All retirement benefits as are due to Central Civil Servants.
10. P.L.B as per formula and no curtailment.

Indefinite Strike from 17th December, 2008
Dear Comrades,
The report of Sri, Nataraja Murti, with regard to the GDS employees has created a very difficult situation for us. There is no alternative than to wage a decisive struggle against the injustice.
Our efforts to get justice do not appear to have yielded much fruits. Hence an indefinite strike has become unavoidable. We are compelled to resort to indefinite strike from 17.12.2008. Notice for the strike will be serving on 2.12.2008 on this day demonstrations and press conferences should be organised.
Comrades, this is time that serious preparations are made to make the strike a total success. Some guidelines which are only illustrative and not exhaustive are laid down here under. More programmes and activities may be devised locally:
1. The strike will begin at 6.00 AM on 17.12.2008. It has to be ensured that everybody resorts to strike form that day. B.O bags should not be exchanged and B.O. daily accounts should not be submitted.
2. We are seriously opposed to any sort of violence or sabotage. But certain agents of disruption would be active to implicate the striking members. We should be vigilant against such forces.
3. There may be rumors of several kinds. We should not be swayed away by rumors. In case of any necessity the CHQ can be contacted on the following telephones'

4. Following steps for extensive and intensive preparations should be taken:
(i) Extensive tour of the circle by circle union representatives and of the Division by Divisional union representatives should be undertaken and members educated about the issues. As regards the issues pertaining to the members of this union, much matter has been provided in several issues of the union journal- Rural Postal employees and other bulletins/notes.
(ii) Posters/handbills in local language should be brought out highlighting the demands.
(iii) We should plan rallies/ meetings along with other unions.
(iv) In the meantime following programmes may be organised at all Divisional Head Quarters.
(i) 9.12.2008:– Call attention day be organised. Demonstrations/rallies/meetings should be held where prominent persons should be invited.
(ii) 16.12.2008 – Tourch Light procession and organizing unbreakable unity.
(v) During strike: mass mobilization as per local convenience.
5. All other arrangements as necessary may be made.
6. No heed should be paid to any rumours that may be spread by misleading agencies or agent's provocateures. Any information required can be had direct form us.
Comrades,
A challenge has been thrown on us and we have to accept it. We have appealed to NFPE/FNPO and affiliated unions for direct support and participation. We are assured of total support by several Circles. You may kindly approach local group 'C' &'D' leadership for supports and participation.
