GDS/CHQ/41/1 /2008 Dated: 25-08-2008
Sri. Jyotiraditya M. Scindia,
Hon’ble Minister of State for Communication & IT,
Government of India,
Electro Nikethan, 6 C.G.O. Complex, Lodhi Road ,
New Delhi-110003
Respected Sir,
Subject: - Early submission and implementation of the GDS Committee report– regarding.
The report of the 6th Central Pay Commission has long before been submitted. The Secretaries' Committee has also suggested certain improvements and the cabinet has given its approval to the improvements in the report of the Pay Commission. The payment of enhanced pay and allowances will begin form the month of September, 2008. The orders for such payment are expected to be issued in a day or two.
You are aware that the inflation is flying sky high and the poor GDS employees are the worst hit. The GDS employees have undertaken various types of business introduced by the Department and are performing such business with excellence. But the pay and allowances of the GDS employees remaining by and large stagnant, but for the six monthly increases in D.A., They find themselves between rock of heavy work and hard stone of lesser payment.
The enhanced payment to other Central Government employees excluding the GDS employees is certain to create a sense of demoralization in the GDS employees. Can a dissatisfied lot of GDS employees who number about 3 lac and spread over every part of the country serve to the rural people? Certainly they can not be expected to be as good an asset as a satisfied lot of employees. This reality has got to be taken note of very minutely.
An atmosphere of uncertainty prevails as to the time of submission of the report of GDS Committee headed by Sri. R.S. Nataraja Murti. In such a situation when the other Central Government employees well get enhanced payment, the GDS employees will be looking on like neglected children. Their psychological frame of mind will certainly be one of despondence and hopelessness.
Under the circumstances, we request you kindly to ask Sri. Nataraja Murti Committee to submit an interim report on pay and allowances immediately while the other part of the report could be submitted later
In the meantime we request you kindly to grant an interview to us to explain the things in person at your earliest convenience.
An early action and a word in reply will he highly appreciated.
You're faithfully,
(S.S. Mahadevaiah)
