On this workers' Day, let us rededicate ourselves for the up lift of workers/weaker section in general and Grameen Dak Sevaks in particular. We shall continue to fight for the cause of GDS employees, at any cost!
6thCPC REPORT
6th CPC, headed by Justice Srikrishna, has submitted its report to the government. Among many retrograde recommendations, ABOLITION OF GROUP 'D' CADRE and OUT SOURCING OF THE WORK OF GROUP D WORK would virtually block, rather snatch the promotional avenues of our GDS employees.
MINIMUM WAGE EVALUATED BY 6th CPC –Rs.6660 (5740)
Again, this commission too has further widened the gap between the lowest and the highest paid officials. Now it is 1:16 in ratio. A grave partiality and injustice to the lowest paid who are the salt of this soil. It will certainly have repercussions upon the other postal employees including GDS .
SERVICE ORIENTED DEPARTMENTAL SHALL HAVE PERFORMANCE RELATED INCREASE!
2.5% increment rates, 3.5% to those on performance! Performance related incentive in place of Bonus etc., are to be opposed tooth and nail and action is on at all corners in the T.U.movement among C.G.employees.
COMRADES, BE CAUTIOUS ABOUT FURTHER DISCRIMINATION, DISCRIMINATION SHALL NOT CONTINUE………………..
The recommendations of the previous committee headed by Justice Charanjit Talwar were the result of extensive study of the system and dispassionate recommendations to improve the life and service conditions of Grameen Dak Sevaks/EDAs.
Most of the recommendations of the Justice Talwar Committee were NOT implemented without any reasonable/valid reasons. In order to continue the legacy of CHEAP LABOUR SYSTEM, the justified recommendations of the Justice have been diluted. A blatant injustice was done to GDS by dilution of most of the recommendations which were in fact the result of in depth study of the justice.
You are well aware, at every step, the GDS/ED employees are denied better service conditions and benefits and thus DISCRIMINATION HAS BEEN CONTINUED OVER YEARS AFTER YEARS. We are in the 61st year of INDIA 'S INDEPENDENCE and the policy of the British regime continues! Frustration and unrest among the employees are increasing which is not the sign of fair deal to the 'equals'. The policy or treatment to this section should be changed which is the immediate necessity. DISCRIMINATION shall NOT continue in FUTURE and let us be determined to fight all injustice, inequality and step-motherly treatment.
In the present circumstances, having seen the recommendations of the 6th CPC we are of the firm opinion that weaker section would become weaker and weaker if they do not resist the present move in the country. In order to draw the attention, with a view to demand justice, we shall not compromise on following minimum demands.
WE DEMAND
Pay Scales, Pension, Promotion, Medical Facilities, leave, Gratuity (as per Gratuity Act), GPF, HRA, CCA, Transport allowance, Trade Union facilities like special leave – departmental committee etc., assuring the status of Departmental staff since GDS are part and parcel of the Postal department.
Programme of Action/awareness:
Comrades, we have added responsibilities as the ONLY RECOGNISED union. We could achieve more all these years because of our collective effort and concentration to our sectional demands/ problems. Hundreds of orders and clarifications have been issued and series of agitational programmes have been organised independently and with the coordination of NFPE and other constituents. We salute all those who have been with us in our endeavour towards emancipation.

VERIFICATION OF MEMBERSHIP
Comrades, we are receiving encouraging reports from all corners of the country regarding of membership verification. This time we have to work hard and we have to reach each and every B.O. and all GDS employees. In some of the circles rival unions also actively collecting membership so we have to be vigilant and we have to raise our membership percentage more than 80% and the following points should be carefully followed:-
Filling up of Declaration Membership Form Union Name – AIPEDEU (All India Postal Extra Departmental Employees Union)
Subscription of Membership Fee @ Rs. 10 per month per member
The last date of submitting Declaration Membership Form to DDOs (Post Master, Head Post Office) is 10th June 2008.
Proforma of Declaration Form for GDS Union is separate from that of the regular employees. And this proforma, declaration Form, should bear the signature of the Director (SR & Legal) Shri Subhash Chander at the bottom.
If any member filled two union's Declaration Form must cancel one form before 20th June 2008 otherwise he will not be eligible to become member of any union for five years.
Remittance of Quota
All Circle secretaries are requested to pull up all the Divisional Secretaries during the tour to remit Quota to the Circle/CHQ.
Amendments to the Constitution: A. The monthly subscription of members shall be as follows
Article 38(a) Rs. 10/- be substituted in the Place of Rs. 5/-
Article 39(I) : Allocation. It may be substituted as follows:
All India Union Rs. 2.50 (0.50 paise for struggle fund/Coordination committee, through CHQ)
Circle Union : Rs. 2.00
Br/Division: Rs. 5.50

MAKE STRUGGLE PROGRAMME A GRAND SUCCESS :
