Dear Comrades,
We are furnishing hereunder some recent developments concerning the postal employees in general and GDS employees in particular.
Gratuity Act apply to GDS
The Hon'ble Supreme Court of India upheld the Judgement of the Punjab and Haryana High Court that GDS employees are entitled to payment of Gratuity under payment of Gratuity (Central) Rules 1972. The Punjab and Haryana High Court had upheld that the payment of Gratuity(Central) Rules 1972 apply to the GDS employees as it is more beneficial than the rules for payment of gratuity to GDS employees. The judgement of the Supreme Court has come in Special Leave Appeal No. 21309/2006 dated 7.12.2007. Senior Superintendent of Post Offices Hoshiarpur Vrs Sham Dulari. As per the decision of the CWC we extended all support and cooperation in fighting the case.
We have demanded that orders be issued for implementation of the judgement in respect of G.D.S. employees across the board.
Observe impressive Dharna on 12th February 2008.
There are several issues which are not being resolved, viz orders for implementation of the Supreme Court orders in respect of payment of gratuity, unjustified and arbitrary RPLI targets, combination of duties arbitrarily without any remuneration and provision of necessary forms and stationeries, it has become necessary to wage a struggle. We, therefore, call upon all Branch/Divisional and circle leadership to organize impressive Daharna at this levels to press the demand.

All Circle Secretaries are requested to draw a tour programme of all Circle union office bearer to visit each and every Division Braches. We should take up the challenge to ensure cent per cent membership.
GDS Committee
The Memorandum was placed before the CWC in June 2007 and discussions were held over it and it was finalized too. We received some suggestions from A.P. Circle Union and other members after consultation with CWC Members and others, We Submitted 131page Memorandum to GDS Committee on 11.01.2008 and also by e-mail. We have to recall our Struggles. We made series protest for since nearly two years after our Pushkar AIC. CHQ conducted many Dharnas, rallies and Campaign Programmes, National Convention on 23.05.2006, Mach to Parliament on 22nd August, 2007, Two Indefinite strikes Notices from 01.03.2006 and 24.04.2007, and also two one day Strikes on 14th December, 2006 and 30th October, 2007 against the injustice and discrimination were served. But things have not changed. Some assurances are being offered by the Government. We are aware that we have much to do and achieve, and our march ahead is consistent. We learn from every mistake. We get stronger with every struggle. We are aware of the huge task ahead of us. We are aware of the mindframe of the powers-that-be that the employees-especially the E.D. employees are facing serious onslaughts. We are aware that some forces would not like our march ahead and our independent entity for certain reasons. We march more vigorously till we achieving desired results.
