Sub: - Unilateral and high handed action of the Department of Posts in appointing an E.D. Committee.
Dear Comrades,
Ultimately the cat in out of the bag and the Department of Posts defying all logic, legality and transparency has suddenly and arbitrarily appointed an one-man E.D. Committee under a retired Member of Postal Services Board. The intentions of the Department have not been transparent.
You rember that our demand was appointment of a Judicial Commission/Committee under a retired Judge of a High Court. The bureaucrats in the Directorate twisted the demand and offered to make sincere efforts for inclusion its the E.D. (GDS) issues in terms of reference of The Sixth Pay Commission. Since the Fourth Pay Commission has agreed that in view of the decision of the supreme court in 1977, the E.D. agents were covered under purview of the terms of reference of the Pay Commission and Justice Talwar Committee had also recommended that the E.D. issues should be included in terms of reference of the pay Commissions to be appointed in future, we did not suspect that the demand was being wrongly twisted. An element of doubt arose some time back when a high bureaucrat in the Postal Services Board issued a letter that an E.D. Committee was already formed and particular officers appointed as member - secretary there of. We increased our vigil. A we have apprehensions that some persons collude with the administration and acted against us. Only two days back we were assured that a fresh effort for inclusion of G.D.S. issues in terms of reference of Central Sixth Pay Commission was being vigorously pursued. And then the appointment a department Committee!
This has come to us as a rude shock. That the bureaucrats have an inherent bias against the G.D.S. is an open secret. In protest against this arbitrary and high handed action of the department in appointing an E.D. Committee under a retired postal bureaucrat, we immediately expressed our indignation in a letter addressed to the Prime Minister, a copy of which has been endured to several political party leaders urging their help for Justice to G.D.S. employees. We have also earnestly urged all M.P’s to come forward to our help in interest of Justice. We are enclosing copies of these letters for your information and necessary action. We call upon you all to urgently meet address your M.P’s and impress upon them to come forward to our help. The letter addressed to the M.P’s by us may be translated into local language and sent through you or through local leaders to the M.P’s. You should send a letter to the Prime Minister also. Let the Prime Minister’s office be flooded with three lakh letters/faxes.
Apart from it we are required to chalk out immediate trade union actions to press our justified demand for Justice and appointment of one-man-commission under a retired Judge of a High Court. Accordingly you are called upon to observe the following programme of action. In this struggle, we have to have confidence in ourselves we have requested all concerned to come forward to our help. Any help in our struggle and to any title extent will be welcome.
i) Contact, your M.P. and local/state political leaders immediately, impress effectively on them how the G.D.S. employees have been subject to injustice, and arbitrariness.
ii) Observe Protest Day on 3-8-2007.
iii) Organise massive Dharna and protest rallies at all Circle/Regional Head quarter’s where all available local leaders/dignitaries should be invited – on 8-8-2007.
iv) March to Parliament and in the evening deputation on your M.P. on 22nd August, 2007.All divisional secretaries are requested to come along with big delegation compulsorily to Delhi.
v) In case, still Justice is not done to us, prepare for indefinite strike in first week of September 2007. Notice for the strike will be served in time.
Comrades, this a do-or-die situation for us. Therefore the programmes should be organized with entire seriousness and to the fullest of the energy.
