No.GDS/CHQ/1/5/2014                                           Dated 20-03-2014

To
All Circles / Divisional/ Branch Secretaries of All India Postal Gramin Dak Sevaks Union,  All India Office Bearers….

Dear Comrades,

7th CPC Terms of Reference was notified
The Govt. have finally notified the terms of reference of Seventh Pay Commission vide Finance Ministry Notification dated 28.2.2014. The Gramin Dak Sevaks have been kept out of the purview of 7th CPC our apprehensions have proved right. It is why our union launched indefinite strike from 18.2.2014 which forced the Department of Posts to sign an agreement with our union on 21.2.2014 to the affect that in case Govt. does not include Gramin Dak Sevaks  wage structure in the terms of reference of 7th CPC, the Department of Post will appoint a one man committee under retired judge of High Court or Supreme Court for revision of the wage structure etc. of GDS. Our agreement with Department of Post was condemned by NFPE, more out of jealously and frustration. The Govt. completely ignored the NFPE and its top leadership and refused to discuss GDS issues with them. The Gramin Dak Sevaks must teach NFPE a lesson by exposing their anti GDS role. It was a great victory which became possible only because of the massive response to our strike call from Gramin Dak Sevaks   and other sections of the Postal workers who ignored with contempt the anti Gramin Dak Sevaks activities of their leaders. Almost entire fraternity of Gramin Dak Sevaks were on strike. It is second time in history that a judge of the Supreme Court/High Court is being appointed to fix the wage structure of GDS. On both the occasion it was due to the sacrifices, struggles including strike actions of the GDS which forced Govt. to appoint a committee headed by a judge (Justice Talwar). On no other occasion a judicial committee was ever appointed to examine wage structure of GDS. It was always a department bureaucrat in the past. When Justice Talwar Committee was appointed it was hailed as a great victory. Why is a similar judicial committee being condemned now. Why is it being said now that there is no difference between a bureaucrat or a judge.
It is because of the malice they bear against All India GDS Employees Union which union they are trying to disrupt. It is because of the malice they bear against the leadership of AIPEDEU, particularly Com. S.S. Mahadeviah, General Secretary against whom they are spreading slander. Actually NFPE is afraid of AIGDSU, mere particularly the unity they have shown/displayed since their organization was split at Amravathi. They stand completely exposed. Hundreds of GDS are defecting them & joining AIPEDEU/AIGDSU.
AIGDSU INDEFINITE STRIKE SUCCESS. A RESPECTFUL AGREEMENT IS THE OUT COME. DEPARTMENT OF POSTS STARTED SINCERE EFFORTS FOR INCLUSION OF GDS IN 7TH CPC. DEPARTMENT NOW ISSUED ONE MORE REMINDER LETTR TO GOVT.

Request send paper Cuttings/Clippings.
