LET US WELCOME NEW YEAR 2014 WITH STRUGGLES

CHQ expressed heartful congratulations to all office bearers, Circle secretaries, Divisional/Branch Secretaries, members of AIPEDEU and well wishers for making unprecedented historic success if both the programmes of CHQ in Delhi on 12-12-2013 Parliament March and on 13-12-2013 GDS national convention by participating more than ten thousand in number and special thanks to Com,Gurudas Gupta M.P(Loksabha) and General Secretary AITUC, Com Shiv Gopal Mishra, Secretary NJCM and General Secretary All India Railwaymen Federation, Com P.Suresh, General Secretary, R-IV and Com K.K.Sharma, Vice President NFPE, for their solidary and support to AIPEDEU struggles.

The Parliament March and Convention are the milestones in the history of GDS. AIPEDEU conducted uncompromised struggles for the cause of GDS justified demands and got success over the some important demands such as equal bonus, RSBY gds Circle Welfare fund and Pension. Still we have to get regularization, inclusion of GDS wage structure and service conditions in the purview of 7th Central Pay Commission etc.,

It is known fact that we are creating revenue to the Department of Posts by implementing NREGA, SSP, PLI and RPLI and various schemes introduced by the Department while bearing the unbearable burden denial of our basic and justified rights.


It is right and appropriate time to grant civil servant status to GDS EMPLOYEES AS THE Department of Posts completely depend on the GDS system for revenue at present and in future. The Department of Post is seriously taking steps to fill up all the GDS Vacant Posts not only Branch Post Masters but also GDSMD and GDSMC Posts by the end of February 2014. As per the information from reliable sources, Branch Offices should be computerized at the end of December 2014 to perform its business on line.

Keeping in view all the points we demand the Department of Posts and the Government of India to grant civil servant status to GDS.

It is not an easy task the Department of Posts and the Government of India are not going to accept our demand. We can achieve this only by struggles. Each and every GDS are struggling day to day for survival. Struggles are not new to AIPEDEU stands as symbol of struggles since its birth. Some of the distinctive forces tried to dilute our struggles and failed. We do beg that nobody can separate GDS from AIPEDEU. All the GDS should come under the umbrella of AIPEDEU in the days to come to launch serious trade union action. We do believe that there is no other way except to fight to achieve our justified demands. Let us welcome New Year 2014 with struggles by making relay hunger fast programme at Circle office from 20-1-2014 to 24-01-2014 thundering success.

UNPRECEDENTED HISTORIC PARLIAMENT MARCH BY AIPEDEU ON 12.12.2013

TEN THOUSAND GDS EMPLOYEES CREATED THUNDERS IN THE STREETS OF DELHI

GDS NATIONAL CONVENTION GRAND SUCCESS-TEN THOUSAND ATTENDED

 

COM GURUDAS DAS GUPTA, M.P(LOK SABHA) AND GENERAL SECRETARY, AITUC, COM. SHIV GOPAL MISHRA, SECRETARY NJCM AND GENERAL SECRETARY, ALL INDIA RAILWAY MEN’S FEDERATION ATTENDED AND EXTENDED SOLIDERITY AND SUPPORT.

 

To achieve ten points charter of demands, AIPEDEU conducted unprecedented historic Parliament March with ten thousand GDS employees wearing red caps of AIPEDEU on 12.12.2013. The rally started from Dak Bhawan at 10:AM and joined with All Central Trade Unions rally at Jantar-Mantar. The voice of GDS for justified demands echo in the Parliament street.

 

All office bearers and Circle Secretaries from 22 Circles participated in the rally. Com. S.S. Mahadevaiah, General Secretary and Com. D.N. Giri, President CHQ, led the rally. All the Central Trade Union Leaders appreciated AIPEDEU for participating in large number in the rally.

 

GDS NATIONAL CONVENTION GRAND SUCCESS.

AIPEDEU GDS National Convention was held at Aggrawal Dhramshala, Delhi-110009 on 13.12.2013 under the Presidentship of Com. D.N. Giri. Ten Thousand GDS comrades from all over the Country attended. Com. Gurudas Das Gupta, M.P.(Lok Sabha) and General Secretary AITUC, Com. Shiv Gopal Mishara, Secretary  NJCM and General Secretary All India Railway Men’s Federation attended as Chief guests and extended their complete solidarity to the struggles of AIPEDEU. Com. S.S. Mahadevaiah, General Secretary welcomed the guests to the dais. Com. P. Suresh, General Secretary R-IV, Com. K.K. Sharma, Vice President NFPE, Com. Asiwal, Ex-Circle Secretary P-3 & veteran leader in M.P., Com. Guleria, Circle Secretary P-3, H.P. Circle, Com. P.T. Burge, Ex-President P-III, Maharashtra Circle and some other leaders from P-3 and P-IV attended and addressed the conference.

 

Shri Oscar Fernandes, Hon’ble Minister of Road Transport and Highways sent the message wishing the convention success. He also wrote the letter to the Hon’ble Prime Minister of India to consider the GDS demands positively.

 

Com. S.S. Mahadevaiah explained Ten Charter of demands and declared that AIPEDEU is ready to go any of Trade Union Action including indefinite strike if the Government of India will not settle the Charter of Demands.

 

Com. B.V. Rao, Asst. General Secretary submitted The Declaration of the convention before the house for approval and the house approved the Declaration unanimously.

 

Many M.Ps are invited but they could not able to attend due to Parliament session. They sent their messages wishing the convention success. CHQ expressed heartful thanks to Com. B.V. Rao, Asst. General Secretary and Circle Secretary A.P. Circle, Com. Lakhwinder Pal Singh, Vice President CHQ and Circle Secretary Punjab Circle, Com. Mahandra Pratap Singh, Vice President CHQ and Circle Secretary M.P. Circle, Com. R.P. Diwaker, Treasurer CHQ, Com. Ramesh, Circle Treasurer Punjab Circle, Com. Ram Singh, Circle President M.P. Circle for their co-operation to make the convention success.

 

CHQ specially expressed thanks to the managing committee of Rakabganj Gurudwara providing accommodation and food to Thousand GDS Employees. Special thanks to Madam Smt. Parmjit Kaur Gulshan, Member of Parliament(Faridkot) Punjab, and Madam Smt. Mandeep Kaur Bakshi, President Shiromani Akalidal Woman(Badal) Delhi for their valuable contribution for making the convention success.

 

RELAY HUNGER FAST FROM 20-01-2014 TO 24-01-2014 AT CIRCLE HEAD QUARTERS.

 

CHARTER OF DEMANDS

1.         Departmentalisation of Branch Post offices.

2.         Grant Civil Servants Status to Gramin Dak Sevaks.

3.         Inclusion of GDS wage structure and Service Conditions in the preview of 7th Central Pay Commission.

4.         Merger of 50% D.A with Pay for GDS.

5.         Provide cent percent compassionate appointments to the wards of deceased GDS employees.

6.         Revise BPM cash handling norms Rs. 20,000/- per one point.

7.         25% Postman, MTS vacancies are filled by the senior GDS officials on the basis of seniority cum fitness.

8.         Stop 25% Postman/MTS vacancies offer to open market. Those vacancies also should be filled up by GDS.

9.         Enhance the office maintenance allowance (House rent) of the Branch Post offices.

10.       Regularization of causal, Part time, contingent employees and revision of their wages with effect from 01.01.2006 and grant of DA. 

 

CHQ REQUESTS ALL OFFICE BEARERS AND CIRCLE SECRETARIES, DIVISIONAL/BRANCH SECRETARIES PUT ALL EFFORTS FOR MAKING THE PROGRAMME GRAND SUCCESS.

 

AIPEDEU KERALA CIRCLE CONFERENCE

Circle Conference of AIPEDEU, Kerala Circle was held at Top in Town, Conference Hall, Pallakad on 24.11.2013. Com. S.S. Mahadevaiah, General Secretary, Com. John Britto, Circle Secretary Tamilnadu, and some leaders from P-3 and P-IV attended the conference. Morethan Two Hundred GDS employees attended and discussed the pressing problems of GDS employees. The following are elected unanimously. Circle President Com. P.J. Thmas, Circle Secretary Com.  Nithin.K.D., Circle Treasurer Com. Smt. Bena Andrews.

 

NFPE LEADERSHIP AGAIN STARTED CHEAP TRICKS TO CHEAT THE POOR AND INNOCENT-GDS COMRADES BY DILUTING THE STRUGGLES. THE SO CALLED LEADERSHIP INTENTIONALLY DILUTE THE UNCOMPROMISED STRUGGLES OF AIPEDEU.

 

AIPEDEU is launching serious struggle for regularization and inclusion of GDS wage structure and service conditions in the purview of 7th Central Pay Commission. March to Parliament on 12.12.2013 and GDS National Convention on 13.12.2013 are the part of the struggle.

 

NFPE and AIPEU-GDS(NFPE) filled a case in Apex court praying for implementation of 1977 Supreme Court Judgment. Generally so many doubts and questions are raising among the GDS regarding this. Why the federation kept quiet all the 37 years? Why not the federations filled the case after implementation of GDS Committees? Why the federation and so called GDS Union filled the case after announcement of 7th CPC? Answer is simple. To Support the Government. To dilute the demands. To dilute the struggles of AIPEDEU. How? When AIPEDEU starts struggles for regularization, there will be scope to the Department to dilute the movement by using the deeds  of federation leadership.

 

Comrades, think who are doing favours to government and who are fighting in favour of GDS employees? Any how AIPEDEU never step back for struggles. We do believe that there is no other way except struggle for settlement of demands.

 

Most of the Divisional Secretaries do not contribute donation till date please clear CHQ Quota and Bonus donations immediately.

NATIONAL CONVENTION OF GRAMIN DAK SEVAKS

AGRAWAL DHRMSALA, DELHI, 13TH DECEMBER 2013

 

DECLARATION

 
The National convention of Gramin Dak Sevaks being held at Agrwal Dharmsala, Delhi expressed serious concern and anguish over continuing indifference and inaction by the Govt. of India towards pressing demands or Gramin Dak Sevaks presented before the Department of posts by All India Postal Extra Departmental Employees Union. The convention once again congratulates the leaders, members and well wishers of AIPEDEU for the unprecedented historic success of the seven days indefinite strike on 16-22 October 2013. The strikes and struggles during last year have strengthened and widened the unity of the GDS fraternity.

 

In the wake of the resounding success of the seven day indefinite strike the Govt. of India granted Rs. 3500/- bonus to GDS employees at par with departmental employees. Rastriya Swastya Bhema Yojana(RSBY) scheme is going to implement within short period.

 
The National convention of Gramin Dak Sevaks expresses anguish over the indifference of the Govt. towards the long pending burning issues concerning Departmentalization of BOs, Civil servant status to Gramin Dak Sevaks, Inclusion of GDS wage structure & service conditions in the purview of 7th Central Pay Commission, merger of 50% DA with pay for GDS Provide cent percent compassionate appointments to the wards of deceased GDS employees. Revise BPM cash handling norms Rs 20,000 per 1 point  25% Postmen, MTS vacancies are filled up by the senior GDS officials on the basis of seniority cum fitness. Stop 25% postmen, MTS vacancies offer to outsiders. Those vacancies also should be filled up by GDS.

It is known fact that the GDS created revenue to the Department of posts by implementing NREGA, SSP, PLI, RPLI and various schemes introduced by the Department while bearing the unbearable burden of all round exploitation through denial of their basic and justified rights. If all type of work done by GDS has to be taken into workload, the BOs will be departmentalized with more than 8 hours work.


The convention calls upon the GDS fraternity to raise their voice unitedly against indifference and injustice and prepare for intensifying the countrywide struggle in the days to come.


The convention decided to hold five days relay hunger fast in the circle head quarters on 20-24 January, 2014.
 

If our demands are not settled after this programme, serious trade union action will be launched in appropriate time. The convention appeals to the entire GDS of the department of posts to take part in the programme with strong determination and thundering the message to the Govt.

AIPEDEU GDS NATIONAL CONVENTION –UNPRECEDENTED HISTORIC SUCCESS



AIPEDEU GDS NATIONAL CONVENTION –UNPRECEDENTED HISTORIC  SUCCESS –MORE THAN TEN THOUSAND GDS COMRADES  ATTENDED. COM.GURUDAS DAS GUPTA M.P (LOK SABHA) & GENERAL SECRETARY AITUC, COM. SHIVGOPAL MISHRA GEN. SEC. AIRF & NATIONAL JCM SECRETARY ATTENDED AND ADDRESSED THE CONVENTION. THE TWO LEADERS EXTENDED THEIR SOLIDARITY & SUPPORT TO THE SSTRUGGLES OF AIPEDEU.

Com. S.S.Mahadevaiah explained all the pressing problems of GDS in length and steps to be taken to solve the problems. The declaration was unanimously accepted by the house. The convention decided to launch 5 days relay hunger fast from 20/1/2014 to 24/1/2014 at all circle head quarters. The convention also decided to take serious trade union actions if the government will not be settled the problems in time.

All the CWC members and circle secretaries from 22 circles attended the convention and delivered their valuable speeches.
