Sub:- Bonus ceiling raised limits and Constitution of the Central Pay
Commission.

Respected Sir,

We on behalf of two and a half lacs of Gramin Dak Sevaks of the Department of Posts, we do hereby express sincere thanks to you and through you to the cabinet for removing the discrimination which was done to the Gramin Dak Sevak employees in respect of bonus ceiling. The cabinet has done justice by raising the ceiling to Rs. 3500/- for GDS employees also. We express our gratitude once again.
We again crave your indulgence in doing away with yet another discrimination to us, the GDS employees. We hardly need to invite your attention to the fact that the Hon’ble Supreme Court have ruled that Extra Departmental Agents, as we were then called, are holders of Civil Post. On this basis the 4th Central Pay Commission categorically noted that the issues of the Extra Departmental Agents, now Gramin Dak Sevaks are covered under the terms of their 4the CPC’s scope and should have been included in their terms of reference. Since then, we have been repeatedly urging the Government and the Department of Posts to get the issues of Gramin Dak Sevaks included in the scope of Central Pay Commissions. But our efforts have not been successful and each time an eye-was is done by constituting one man Committee under the Chairmanship of a serving or retired officer of the Department of Posts except once when Justice Talwar Committee was appointed after the 5th Central Pay Commission was constituted. The retired or serving officers, who general have pre-biased notions to do not do justice with the GDS employees.


And hence it is high time that the long done discrimination done to the Gramin Dak Sevaks is removed and the issues and problems of GDS employees are referred to the 7th CPC which has been approved by the Government to be appointed now. Your goodself may kindly utilize your good offices to convince the Hon’ble Finance Minister as to the justification for inclusion of GDS employees in the scope of the 7th Central Pay Commission.

We, therefore, urge our Hon’ble Minister to take timely step in this direction.

Department organized a programs for announcement of the cabinet approval raising the Bonus Ceiling from Rs. 2500/- to Rs. 3500/- for GDS employees. The Hon’ble MOC&IT, Shri Kapil Sibal jee will formally announcement on 28.09.2013. The Department gave invitation to the General Secretary, AIPEDEU for the Function. We on behalf of two and a half lakhs Gramin Dak Sevak of the Department of Posts do hereby extend  sincere thanks to the Govt. and Department of Posts.

Seventh pay Commission for Central Government Employee Announced by Finance minister Mr. P. Chidambaram
  • This would be effective from January 1 2016
  • This is just an announcement
  • A committee would be formed
  • Chairman to be announce d soon
  • Would benefit 50 lakh current employee
  • Would benefit 30 lakh pensioners
  • Commission takes around 2 years to complete its report of recommendation
  • It is up to the government to follow this recommendation.
Last pay commission was effective from Jan 1 2006. This happens every 10 years. Sixth pay commission was very well received by government employees. It has raised the pay scale of government employee at par with private sector.

The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/-

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks
The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

The A.I.P.E.D.E.EU Manipur Divisional Conference (N.E. Circle) was held on 15-09-2013 Sunday at MDU Hall Imphal under the presidentship of Com.W.IBOHANBI SINGH President Manipur division. The open session was ingenugarate by Dr. Thokchom Meinya Hon’ble MP. Lok sabha & former Minister Higher &Technical Education Manipur Stat, also Com. SS Mahadevaiah General Secretary, along with Com. Bipin Kumar Mozmdar, AG/S and President Assam Circle, Com. NC . Daimary, Circle Secretary Assam, Com. Ganesh Gurung, Circle Secretary, N.E. Circle, Com. N. Gojen, President P-III, Manipur Dn. Com. S.P. Khuman, Advisor Manipur Dn.Com. S Sobhachadra, Divisional Secretary, AIPEDEU Manipur Dn. Shri Ksh. Ibomcha SPOs Imphal, Shri W. Suden SDI-I, Shri L.
