VERY SORRY! TRUTH SHALL PREVAIL!

BONUS NEWS
Regarding GDS Bonus the propaganda made by Krishnan & Co is totally false and ill-motive action. Finance ministry has not rejected the proposal for raising Bonus Ceiling to Rs. 3500/-. Publish immediately such rejected order if Krishnan is honest.

Further Krishnan & Co made to believe the poor GDS through his false SMS that “Mahadevaiah has given a letter to the administration to take action against those who participated in the 12th December and NFPE will publish the letter”. We are waiting till date but Krishnan & Co has not yet published the letter after 10 days also.

Though AIPEDEU is the member in the confederation, confederation has not extended solidarity to October indefinite strike even orally.  Is it the right way to sit in silence when the struggle is going on? Is it the trade unionism? AIPEDEU extended its solidarity and instructed all GDS to participate in 12-12-2012 strike though the confederation intentionally with hidden agenda kept us away.
CHALLENGE TO KRISHNAN & CO
We challenge Krishnan & Co to publish the rejected order regarding bonus ceiling enhancement and Mahadevaiah’s letter which he mentioned in his false SMS and website immediately if they are honest. Accept our challenge!
FACTS & REALITIES

THE PROPOSAL FOR ENHANCEMENT OF BONUS CEILLIG HAS NOT BEEN REJECTED BY THE FINANCE MINISTRY. THE FINANCE MINISTRY HAS SENT THE FILE BACK TO THE DEPARTMENT OF POSTS FOR SOME CLARIFICATION. DETAILS ON NEXT WEEK.

Destructive forces are trying to create confusion.

Dear Comrades,

Same destructive forces are trying to create confusion by putting forward false news that our bonus demand has been rejected. They are doing so to kill the morale of the GDS Employees. They are doing so as if they have worked for rejection of our demand or there could be no reason for such action. Their information is false and misleading. Our demand has not been rejected. Finance Minister, has suggested formation of committee to study and recommend the justification of our demand. The committee is expected to be formed soon. We are sure we shall achieve our justified demand.


Kindly donot pay any heed to the misleading reports of the destructive forces, who are working against our interest.

AIPEDEU PUNJAB CIRCLE

AN HISTORIC, A UNIQUE AND AN 

UNCOMPROMISED INDEFINITE STRIKE

IN THE HISTORY OF POSTAL DEPARTMENT

RUMOURS OF THE GUTLESS AND YESMAN 

LEADERS CAN NOT STOP THE STRUGGLE OF GDS.

Strike needs adventure. Strike needs dareness. Strike needs honesty. Strike needs guts. Such adventure, dareness, guts and honesty are there in the October 2012 GDS indefinite strike led by AIPEDEU General Secretary Com. S.S. Mahadevaiah.

We extend our revolutionary greetings to all GDS comrades who have participated in the indefinite strike with strong determination and dedication for 7 days. 2012 October GDS indefinite strike is different from the previous strikes except 2008 GDS indefinite strike.

Generally the rulers and bureaucrats opposed the working class justified struggles. But in the case of October 2012 GDS indefinite strike the rulers and bureaucrats as well as the great leaders of the federations opposed and supported the department at highest degree to sabotise and dilute the strike. We have number of evidences and proofs. Com. Krishnan, the person who himself broke the unity of GDS employees with hidden agenda talked about the unity of postal workers as if the devils utterd vedas. Majority of GDS employees understood his deeds and identified that he is as cunning as fox and as dangerous as wolf.

Every body knows that the department of posts granted recognition to AIPEDEU and extended trade union felicities to Com. S.S. Mahadevaiah as General Secretary and all the elected office bearers. But this great leader is not ready to recognize AIPEDEU as trade union and shamelessly he called AIPEDEU is not an union and it is only Mahadevaiah group. What a narrowness! What a jealousy ! What a cruelty ! What a meanness! By doing this he insulted two lakhs fifty thousand GDS employees. We never see in the history of NFPE such deaf, dumb and lame leader.

Under the guide lines of this great leader all circle level and divisional level leaders started campaign against the indefinite strike. Some devotees of this great leader printed wall posters and pasted on the walls suggesting not to participate in the strike, which are live evidences till date. The Divisional Branch Secretaries of GDS union were asked forcibly not to participate in the striked by P-3 and P- 4 leaders. The propaganda was spread among the GDS by these leaders that the department is going to take serious action including dismissal against the strikers. Such type of propaganda naturally created confusion and fear among the GDS employees. Those who intentionally wanted to join in the strike stepped back. Then the leader maliciously felt happy and declared that the strike was fizzled out. We don't know what type of trade unionism is this?

After this great effort, Com. Krishnan explored and revealed the secret to his devotees through the editorial of his journal that Com. S.S. Mahadevaiah is an agent of department of posts. In the same Editorial he expressed that the ministers of communications and IT, Secretary postal board and all the senior officers of the department were refused to meet the leaders of GDS at an eleventh hour though the leaders requested for settlement of indefinite strike.

Everybody knows that the doors of the rulers and the department are always kept opened for agents, mediators and yesmen leaders. Com. Mahadevaiah is not an agent, mediator and yesman leader other hand he fought against the policies of the rulers. Naturally the ministers and officers are not interested to meet him.

The agents and mediaters showed their loyalty during 2008 and 2012 GDS indefinite strikes. They entered into 2008 December GDS indefinite strike with hidden agenda and withdrew the strike on the second day with out any achievement of GDS demands by diluting the strike. Hence the doors of the rulers are kept opened for them.

The great leader formed a new union with hidden agenda in favour of the Govt. to suppress the GDS movement. He announced that all the GDS are with newly formed union except a few. All the leaders of NFPE declared in each and every occasion that the newly formed union will get the recognition within two months. Though the department and officers supported them, it is pity that the newly formed union failed to obtain minimum 10%. Membership which is required to grant recognition.

If Com. Krishnan has any guts and honesty, collect the state wise figures of GDS employees who had with draw the primary membership from AIPEDEU under RTI Act. Publish the figures authoritatively in the postal crusader. It will decide the fact whether the majority of GDS are with AIPEDEU or Newly formed GDS union. Nobody can break the unity of postal workers except Com. Krihsnan. It is the individual who had been working as Circle Secretary Gujarat Circle quit the AIPEDEU.  The comrade might have been yielded to the pressure tactics of those working against the INTEREST OF GDS.  We are sure that she will repent soon!  Unity is in tact at GUJARAT CIRCLE and alternative arrangement is already made for uninterrupted functioning of the circle union.  We have no dearth of leaders because we are honest and sincere and dedicate ourselves for the cause of GDS.

The recommendation of Shyamala Gopinath Committee regarding agents’ commission was to reduce commission of 0.5% on Senior Citizens Savings Scheme (SCSS) and 1% on Public Provident Fund (PPF) to zero, reduce 4% commission under Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) to 1% in a phased manner and to reduce 1% commission for all other schemes under Standardised Agency System (SAS) to 0.5%. The Government, after consulting all the stakeholders and the representations received, has decided to reduce the commission under PPF and SCSS to zero and under SAS to 0.5%. However, commission under MPKBY continues to be at 4% for the time being.

The main intention of these recommendations is to make these schemes more investor centric than agent centric.

Representations of Small Savings Agents’ Association from various states including Mumbai were received in the past. Taking into account large number of representations received from Small Savings Agent’s Associations, Members of Parliament, other dignitaries and others, the Government accepted most of the recommendations of the Committee.

This was stated by the Minister of State for Finance Shri Namo Narain Meena in a written reply to a question in the Rajya Sabha today.

Reservation in Promotion.

Reservation is available to Scheduled Castes and Scheduled Tribes at the rate of 15% and 7.5%, respectively, in all Groups viz. A, B, C (including erstwhile Group D posts) in case of promotion by non-selection method. In case of promotion by selection method, reservation is available in Group B, C and upto the lowest rung of Group A at the same rates.

As regards senior posts of Secretary, Additional Secretary and Joint Secretary in the Central Ministries/Departments, these posts are filled on deputation basis under the Central Staffing Scheme except the posts in the Ministry of External Affairs. Reservation does not apply to posts filled on deputation. The officers borrowed from various cadres including the State Cadres, who are empanelled to hold such posts and who give their option for deputation are appointed under the Central Staffing Scheme. Likewise, the posts of Director (not including the posts in Central Secretariat Service) are also filled under the Central Staffing Scheme. In case the empanelment does not lead to adequate representation to categories like SC/ST, women, particular State Cadres, North East, etc., the criteria for empanelment would be suitably relaxed to give due representations. For this purpose, adequacy of representation would mean the cumulative representation in four batches, i.e. current batch and immediately preceding 3 batches being less than 2/3rd of all India percentage of empanelment. The number of officers to be selected on this basis shall not exceed about 15% of the number included in the recommended list and these selections would follow the required process albeit with suitably relaxed norms. The relaxation is given in terms of Average Weighted Score obtained by an SC/ST officer in comparison to General Category Officers, if he/she is clear from vigilance angle. Instructions exist that in promotions by selection within Group A (Class I) carrying an ultimate salary of Rs.18, 300/- (pre-revised) per month or less, the Scheduled Caste/Scheduled Tribe officers, who are senior enough in the zone of consideration for promotion so as to be within the number of vacancies for which the select list has to be drawn, would be included in the list provided they are not considered unfit for promotion.

This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Shri Sher Singh Ghubaya in Lok Sabha today.

Sub;-   Provision of time factor for PLI/RPLI work performed by GDS in place of commission payment.

Madam,
During the discussions on Strike Charter, on the above subject when we pointed out the tightened norms for assessing the work load of BPMs, especially in respect of cash-handling and stamp-sale are taking heaving tells and are against the norms of condition based work . The question reduction of traffic or work-hours is rather a separate issue and involves many more things than mere letter traffic. We donot think, it mingle the same with other issues like provision of time factor.
            Secondly the payment of commission should also be read objectively. Either full time factor should be provided for all time spent in promotion and motivation of business performing the transactions connected there with or the commission should be connected with the process of motivation and not connected with the transaction of business which involves specific time factor.
            As for us, we prefer that entire period spent on the promotion and motivation of P.L.I business should be reckoned as time spent on duty and TRCA fixed based on that. Proper time factor should be provided as enumerated in the annexure for all items of work.
            You are requested kindly to provide proper time factors for all items. We may be further consulted about the time factor to be allotted.

12.       Delivery of the pass book to the insurant after obtaining his receipt for the same.
13.       Filing of the receipt at proper place.
14.       On receipt of the policy, the particulars of the same to be written in the books.
15.       Issue of notice to the insurant to collect his policy.
16.       Filing of the receipt at proper place.
 Subsequent transactions;
1.         Obtain pass book and Cash from the insurant.
 2.       Verify that the amount of premium is correct and also verify that the policy has not been defaulted.
 3.       Make entry in the pass book, put signature and date stamp it.
 4.       Issue proper receipt of the amount to the insurant.
 5.       Make entry in the books/registers.
 6.       Caste total of the daily transactions of PLI in the book.
 7.       Prepare schedule (list) of PLI transactions.
 8.       Make entries in the B.O. a/c book/S.O. a/c book.
 9.       Make entries in the B.O./SO daily account of the amount and note particulars of    the       documents sent.
10.      Close the PLI books/registers daily.
Other matters
 1.        Make correspondences where passbook is not received in time.
2.        Make correspondence where PLI policy is not received.
3.        Attend to any objection/correspondence that is received in connection with P.L.I     work.
4.        Educate the insurants in case of any change in the procedure, premium or bonus.
5.        Miscellaneous work
