CHARTER OF DEMANDS

1.         Stop closure / merger of PO/RMS Offices including BOs. Review the orders   implementing Speed Post Hubs and Delivery Hubs and restore status quo ante.         Stop outsourcing the works of Postal, RMS & MMS functions.

2.         Grant status as Central Civil Servant to GDS employees for all purposes         including service matters, pay scale, increment, allowances, pension, promotion           and other terminal benefits, leave, bonus and trade union facilities. Scrap new         recruitment rules for appointment as postmen which curtails promotional avenues     – restore previous rules and withdraw tighten norms assessing BPM's work. Drop    reduction of allowances in case of reduction of workload.

3.      Revise the wages of casual labourers and contingent employees w.e.f.           01.01.2006 based on the minimum pay recommended by 6th CPC. Stop   outsourcing the work of casual labourers and contingent work. Grant temporary        status to eligible full time casual labourers, Convert part time into full time absorb           full time, part time contingent employees in vacant GDS posts.

4.      Immediate revision of OTA & OSA rates.

5.      Implement the assurances made on 12.07.2010 Strike Settlement and also the JCM Departmental Council Meeting held on 23.08.2010.( List enclosed) Ensure prompt holding of Departmental Council Meetings.

6.      Immediate finalization of Cadre Restructuring proposals including Postal Accounts as assured by the Secretary Department of Posts and its implementation.

7.      Stop decentralization of Postal Accounts, PLI and RPLI and ensure status-quo. Save DPLI office, Kolkata and ensure job security to the staff, DPLI.

8.      Expedite the process of filling of all vacant posts in all Wings including GDS.

9.      Stop implementation of Postmaster Cadre till finalization of Cadre Restructuring. Ensure 100% filling up of LSG, HSG-II, HSG-I before implementation of Postmasters Cadre, remove the retrograde eligibility conditions for appearing the examination of Grade I and PSS Group B and allow account line officials also.

10.    Drop the proposed move of ending the services of existing System Administrators by outsourcing the technology work to the outsider agencies. Create the System Administrators Posts as assured and specified norms and other works and make the cadre as a promotional cadre to PA/SA.

11. Stop combination of beats /double duty, stop harassment of staff insisting 100% impracticable condition for delivery under Project Arrow. Settle the demands raised in the Postmen Committee such as distance factor, number of articles, Grant of Cycle allowance without distance condition, cash payment for uniform and kit items, Supply of good quality uniforms, Revision of norms.

12. Fixing norms for new assigned works of MTS. Allow to decline postman promotion for MTS under seniority quota and review the recruitment rules of MTS to Postmen / Mail Guards.

13. Grant promotions to Drivers / Artisans at par with other C.G. organizations like Railways/Defence. Higher Pay Scales to charge hand & Drivers. Revision of CRC EPP and Logistic norms.

14.       Declare SBCO Staff as Divisional cadre, Stop harassment of SBCO officials under             contributory factors. Complete the Ledger Agreement Work update the           SBCO            before launching Core Banking.

15.     Fill up all Postal Civil Wing and Electrical Wing posts as per CPWD norms. Creation of Postal /Electrical and Architectural Division in every Circle. Expedite the Restructuring of Civil Wing Cadres.

16.     Ensure full fledge functioning of newly formed Postal Accounts Offices by providing adequate staff strength and accommodation. Rectify the anomaly caused due to promotion of Group 'D' official to the cadre of LDC after 2006. Restore the residency period of three years in respect of JA to SA promotion retrospectively w.e.f. 13.12.2006. Grant MACP to those joined in Sorter cadre treating LDC as entry grade as the Sorter grade has been defunct since 2000.

17.     Counting of past services rendered by erstwhile RTPs for promotions and MACP.

18.     Implement Apex Court Judgement in case of RRR Candidates in true sprit and extend to all approved RRR Candidates awaiting for absorption.

19.    Stop Harassing and victimization of innocent officials under contributory negligence factors. Implement the true spirit of Govt orders and Volumes and no recovery should be made if the concerned is not directly responsible for the loss sustained to the department.

20.    Stop discrimination towards PO & RMS Accounts Cadre, Create separate cadre and earmark % of posts for norm based promotions in the same cadre, Count Special Allowance for fixation on promotion, Withdraw the recovery imposed on Postman Pay fixation and drawl of bonus to GDS. Restore the date of passing the Acct examination for according LSG promotions instead date of entry in PA cadre.

21.    Enhance the LR strength on all cadres to the extent of 20% and fill up all vacant LR posts.

22.    Ensure prompt grant of Child Care Leave as per the liberalized orders, unnecessary hurdles put forth should be dropped.

23.    Review the MACP clarificatory orders and rectify the issues like, non drawl of spl allowance on acquiring MACP, wrong interpretation of IIIrd MACP to departmental promotes only after 30 years, Counting as double promotions as Group D & Postmen even in the case of promotion to Postman on GDS quota, non counting of training period for MACP, ignore promotions acquired on deptl exam for MACP, ignore all un-communicated average bench marks for MACP as Judicial verdict.

24.    Stop attack on Union office bearers by misusing Rule 37 transfers and Rule 9 of CCS (CCA) Rules. Dispose all Rule 9 (Pension rules) disciplinary cases pending at Directorate years together.

25. Denying the legitimate right of employees to avail holidays & Sundays by compelling them to attend frequent meetings/ Melas.

NOTICE

Notice under article 25 of the constitution of A.I.P.E.D.E.U, is hereby given that a meeting of the Central Working Committee of this union, will be held at Nakeeran Hall, SRM Union office Behind Egmore RMS Office, Chennai, T.N. Circle 600008 on 18th June, 2011. The meeting will start at 11.00 hours on 18-06-2011.

All members of the Central Working Committee are requested to attend the meeting in time.

The following shall be the items of agenda for the meeting of the Central Working Committee.                                                         

AGENDA:

1. Organizational review:    

(i)           Position after membership verification in May, 2010- Declaration of results and Efforts required to be made for furtherance of membership.

     (ii)          Remittance of quota to higher organizations i.e. CHQ and Circle union.

5.   Terminal benefits such as Gratuity and Severance amount w.e.f. 1.1.2006.

6.   Supreme Court Judgment on Gratuity to Gramin Dak Sevaks and further efforts thereof. 

7. Promotions:

(i)       Promotion/ACP, enhancement of age limit for PA examination from GDS and change of norms for the promotion. Suitable promotions to the GDS for their outstanding performance in the field of sports.

(ii)      HRA/Transport allowance and related issues.

(iii)     MNREGS, RPLI and new schemes – incentive schemes as a means of exploitation – our   response     

(iv)     Harassment of GDS employees and exploitation.

(v)               Protection of TRCA on Transfer/redeployment – earned annual increase cannot be taken away

under any circumstances, present instructions are discriminative e.g.Rules 38 Transfer of departmental officials will not have any effect on the pay pocket.

8.  Grant Trade Union Facilities to GDS Union.

PFRDA to review performance of fund managers tomorrow

PFRDA to review performance of fund managers tomorrow

New Delhi, May 16:

Pension Fund Regulatory and Development Authority (PFRDA) will conduct performance review including the returns generated by the fund managers tomorrow.

"There is meeting tomorrow to review the performance of pension fund managers," PFRDA Chairman Mr Yogesh Agarwal told PTI.

Currently, 7 pension fund managers are managing assets of about Rs 9,000 crore. Of this, about Rs 100 crore is contributed by pension scheme for persons other than government employees.

These fund managers include LIC Pension Fund Ltd, SBI Pension Funds Ltd, UTI Retirement Solutions, IDFC Pension Fund Management, ICICI Prudential Pension Funds Management, Kotak Mahindra Pension Fund and Reliance Capital Pension Fund.

National Pension System (NPS) was introduced on January 1, 2004 and is mandatory for Central government employees (except armed forces personnel) appointed on or after January 2004.The scheme was made available to all citizens on a voluntary basis from May 1, 2009.

Even though NPS is an immensely beneficial financial product for unorganised sector employees, especially those who do not manage a steady source of income after retirement, it has received lukewarm response till now.

To popularise the scheme, PFRDA in September last year introduced the Swavalamban scheme. Under this scheme, the government contributed Rs 1,000 per year to each NPS account opened in the year 2010-11 and for the next three years, i.e., 2011-12, 2012-13 and 2013-14.

To be eligible, a person has to make a minimum contribution of Rs 1,000 and maximum contribution of Rs 12,000 per annum.

Dear Comrades, We are furnishing here under some recent developments concerning the postal employees in general and GDS employees in particular.

 

Declaration of results of the verifications process 2010:-

 

Much awaited result of verification Department finally was declared vide its letter No.13/02/2010-SR Dated the 15-April, 2011. Recognition of Associations of Gramin Dak Sevaks under EDA (RA Rules, 1995 – Declaration of results of the verifications process 2010. regarding re-verification of membership of Gramin Dak Sevaks Associations through 'Check-off system' for grant of recognition. Three Associations namely, All India Postal Extra Departmental Employees Union, NUGDS and BEDEU, participated in the re-verification process, in this category. Based on the information received from the Circles, the competent authority has decided to grant recognition to All India Postal Extra Departmental Employees Union which secured 60.15% membership. The recognition so granted will be valid for a period of 5 years from the date of issue of this letter. With the issue of this communication, the facilities, if any being availed by other Associations of this category, stand withdrawn.

 

Now our AIPEDEU only one Recognized Union in GDS Category. We convey Heartiest Congratulation to All our CWC Members, Circle Secretaries, Branch/Divisional Secretaries, All our Members and all our well wishers' of the Unions. Dear comrades now we have much more responsibility to work more for the welfare of our members who are our masters.  

 

Service Discharge Benefit Scheme 2011 for Gramin Dak Sevaks Launched by Hon'ble MOS:-

 

On 03 May, 2011 Hon'ble Communication Minster for state Shri Sachin Pilot has launched the Service Discharge Benefit Scheme (SDBS) 2011 for Gramin Dak Sevaks, The programme was held at   MP Hall Gurgaon (Haryana)  Presentation of PRAN Cards to GDS by Hon'ble State Communication Minster &IT,  On the occasion, Ms. Radika Doriswami, Secretary, Department of Posts, Sri P.K Gopinath, Member(P); Smt. Indu Gupata; CPMG Haryana Circle; Sri A.K. Sharma, DDG Estt.; Shri Raj Kumar, Director (T&E); Smt. Manisha Badal, DPS HQ, Haryana Circle; Smt. Minakshi Yadav, DPS Gurgaon Division and other Seiner Officers also attended in this Programme General Secretary S.S. Mahadevaiah also invited and attended along with Com. R. Diwaker, Tr. CHQ; Com. Vijay Sharma, Circle Secretary, Haryana Circle; in this Function.

 

 

GOVERNMENT ISSUED OFFICE MEMORANDUM PROVISIONAL REGULATIONS, GOVERNING THE SERVICE DISCHARGE BENEFIT SCHEME FOR GRAMIN DAK SEVAKS:-The Government has decided to introduce the new Service Discharge Benefit Scheme (SDBS) with effect from the Ist April 2011. Vide Lettr no. No.6-11/2009-PE-II dated 01-04-2011A copy of the provisional Regulations, governing the Scheme is already published through our journals. In accordance with these provisional Regulations, to facilitate smooth and satisfactory implementation of the Scheme from the 1st April, 2011.

 

2.1 First installment of contribution by the Department @ Rs.200/= (rupees two hundred only) per month, in respect of each GDS, enrolled under the Scheme, shall become payable in the month of April, 2011, while drawing the TRCA for the month (April, 2011); The contribution shall be remitted to the Trustee Bank, i.e. Bank of India.

 

3.0 The Scheme shall be operated utilizing the platform of the "NPS-LITE" scheme of the Pension Fund Regulatory & Development Authority (PFRDA), as adopted by this Department in its modified form.

 

3.1 The National Securities Depository Limited (NSDL) has been appointed as Central Record keeping Agency (CRA) by PFRDA/NPS TRUST, for providing centralized record keeping, administration and customer service functions for all beneficiaries of the SDBS, like, NPS-lite.

 

3.2 The Bank of India (BOI) shall function as the TRUSTEE BANK, which will provide banking services to the Scheme, including uploading of details of contribution received from Aggregator cum-Accounts Officer (AO) in specified file format to CRA, transfer of funds to PFM's accounts as per instructions of the CRA as well as the Government, from time to time. It would manage the Pension Funds in accordance with applicable provisions of the NPS Lite, the SDBScheme, the guidelines/notifications, issued by PFRDA and the Government of India, from time to time as per applicable Law.

 

3,3 It has been decided to manage the funds deposited under SDBS, on the pattern of Central Government Scheme of the NPS Lite, Therefore, the following shall function as Pension Fund Managers (PFM) for investments and management of the funds under the Scheme;- 1. LIC Pension Fund,2. SBI Pension Fund Limited; and 3. UTI Retirement Solutions Limited,

 

3.4 The approved Annuity Service Providers (ASPs) would be responsible for delivering a regular monthly pension to the subscribers/beneficiaries or his/ her spouse (in case of death of the subscribers/beneficiary)for the rest of his/her life under the Scheme.

 

4.0 The GDS opting to switch over to the SDBS by 30th April, 2011, shall be deemed to have opted for the Scheme W.e.f. Ist April 2011 itself and the arrears of contribution from April, 2011 onwards shall be remitted to the Trustee Bank on their enrollment and receipt of PRAN Cards from the CRA, subsequently.

 

ALEART ALL CIRCLE/ DIVISIONAL SECRETARIES

 

It is informed by the dept. of posts that only 175,129 applications have been received regarding service Discharge Benefit Scheme (SDBS). Most of the applications submitted to the Divisional heads by the GDS have been retained by themselves. Kindly approach the Divisional Heads and pursue to speed up the process to avoid delay for implementation of this scheme. Ask the GDS who have not joined the scheme to join and get benefit.

 

 GRAMIN DAK SEVAKS (CONDUCT AND ENGAGEMENT) RULES, 2011

Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011-The existing Department of Posts, Gramin Dak Sevaks (Conduct and Emplacement) Rules, 2001 as amended/revised. In supersession of the existing Department of Posts, Gramin Dak Sevaks (Conduct and Employment) Rules, 2001 The word 'Employment/Appointment' has been replaced with word 'Engagement' this unliterary and arbitrary decision of the Department a Bureaucrat Sri.Natarajamurthi recommended many anti-labour recommendations.  The service rules of this section is called as CONDUCT AND ENGAGEMENT Rules,2011, vide No.21-8/2011-GDS dtd 18.04.2011 of postal Directorate,New Delhi.  Pushing the Gramin Dak Sevaks to the category of Contractualisation by such terminology is anti labour and anti public.  The Government should be a model employer.  They are part and parcel of the departmental machinery and to be considered as RURAL POSTAL EMPLOYEES and scrap the non-statutory instructions of the department of posts.  Kindly make the general rules of the department made applicable to GDS also. Our CHQ shall challenge the replaced GDS Conduct Rules.

 

 

INDEFINITE STRIKE FROM 5TH JULY 2011

The Central JCA meeting held on 30.03.2011 and 20.04.2011 has unanimously decided to go on nationwide indefinite strike from 5th July 2011, protesting against the unilateral orders of the Department to close down large scale post offices and RMS office and also for settlement of the long pending demands of the Postal and RMS employees including Gramin Dak Sevaks.

 

After detailed discussion the Central JCA decided to intensify the campaign programmes by reaching out to each and every employee. The following decisions are taken.

 

1.     The strike from July 5th will be for indefinite period or TILL SETTLEMENT.

 

2.     Joint State/Circle level convention of Divisional secretaries of JCA (NFPE, FNPO, GDS Unions) will be held in the month of May 2011. Dates of the Circle level conventions finalized will be published in the websites within two days.

 

3.     An All India Joint convention of all Circle Secretaries of NFPE, FNPO and GDS Unions of all Circles will be held at Chennai (Tamilnadu) on 19.06.2011 (19th June 2011) Sunday. All Circle Secretaries should attend the All India convention without fail. Up and down tickets should be booked immediately. Delegate fee is Rs.600/- (Rs. Six hundred only) per head. The Reception Committee will make all arrangements for one-day stay (accommodation) and food.

 

4.     All out effort should be made by all Circle/Divisional Secretaries to make the 25th May 2011 mass Dharna a grand success. Similarly the joint Circle Conventions should also be made grand success by the JCA leaders.

 

          All are requested to make the above mentioned programmes of action a grand success.

Social security scheme launched for Gramin Dak Sevaks

To provide post-retirement financial security to over 2.73 lakh Gramin Dak Sevaks (GDS), the Department of Posts has decided to deposit Rs.200 per GDS per month, said Union Minister of State for Communications and IT Sachin Pilot while launching a new social security scheme for GDSs and their spouses here on Tuesday.

Mr. Pilot, who launched the Service Discharge Benefit Scheme (SDBS), said it was being operationalised utilising the Pension Fund Regulatory and Development Authority (PFRDA)'s New Pension Scheme product — NPS-Lite.

The cost of the management of the scheme would be over Rs.70 crore annually, to be borne by the Union Government.

"The scheme has been designed to benefit the GDSs working mainly in the rural, remote and far-flung areas across the country. Some modifications in the NPS-Lite scheme have been made under the SDBS to suit the needs of the GDS," he added.

The Minister pointed out that the monthly deposits by the government would constantly grow through investments in different schemes/securities by the pension fund managers (PFM) appointed by the PFRDA.

"Forty per cent of the accumulations at the retirement of the GDS at 65 years will be invested to purchase an annuity, which will ensure that the GDS gets a monthly annuity throughout his/her life and later his/her spouse after his/her death. The GDS as a beneficiary will receive the balance 60 per cent of the accumulations in lump sum to meet his/her financial requirements as per their choice," he said.

"Backbone of Postal Department"

Describing the GDSs as the backbone of the Postal Department who are responsible for running the rural network of post offices, Mr. Pilot said the Department was committed to the welfare of such important constituent of postal human resources.

He also gave away Permanent Retirement Account Number (PRAN) cards to some GDSs.

According to Department of Posts Secretary Radhika Doraiswamy, "Of 2.73 lakh GDSs, 1.53 lakh have already opted for SDBS and 1.35 lakh have already received their PRAN cards. The existing GDSs have the option to join the new scheme or continue under the Severance Amount Scheme as per their choice. The new scheme is, however, mandatory for the GDS engaged on or after January 1, 2011."
