Re-verification Process is proceeding as scheduled - Complete the collection and submission of membership declaration forms before 26.04.2010

Last date of submission of declaration to DIVISIONAL HEADS; before 26.04.2010

 

(i)          The declarations duly singed by the Divisional/Branch Secretary or any authorized office bearer must be submitted to the Divisional head (SSPOs/SPOs/SSRMOs). In case of members in the establishment of GPO's/HO's under indepent charge of Chief Postmasters/Directors. The declarations should be forwarded to the Chief Postmaster/Director. The declarations must reach the Divisional Head on or before 26-04-2010. A list of declarations should be prepared in six copies—the declarations with five copies of the list should be submitted to the Divisional Head/Chief PM/Director as the case may be and one copy of the list should be retained by the Divisional/Branch union. The list should be signed by the Divisional/Branch Secretary on each page Care should be taken to educate the members not to give declaration in favor of any other union. 

 

(ii)        The Divisional Head will scrutinise the authorisation (declaration) letters in presence of an authorized office bearer of the union, and display one copy of the list on office notice board between 27-04-2010 to 30-04-2010. The Divisional/Branch Secretary should be careful to cheek the list of other unions also to see if names of our members are included in any other union's list.

 

(iii)       In case the names of our members are included in any other union's list, it should be seen that the concerned member gives a representation to the Divisional Head on or before 6-05-2010 clearly saying that he did not give any declaration (authorisation) in favour of that union and that he has given his declaration (authorisation) letter only in favour of A.I.P.E.D.E.U.

      Sub.:   Inclusion of new items in Time Factors-case of GDS Branch

                 Postmasters-regarding.

 

Madam,

 

          The basis of point the calculation of GDS BPMs allowance had been stipulated in the Directorate letter No. 14-6/87-PAP dated 15-7-87. Thereafter several items of work have been instructed to the Branch Offices. The following are the few items.

 

i)       The work related to RPLI - Procurement of proposal issuing receipts, preparing schedules etc.

ii)       Acceptance of Electric Bills of B.O.s, which is in practice in many Circles like M.P. Uttaranchals.

iii)      Acceptance of water Bills at B.O.s like Haryana, M.P. etc.

iv)      Handling of Business Post items like delivery Prasadams etc. like Andhra, Kerala and Tamilnadu etc.

v)      The Election work, like verification of Electrol, collecting statistics, census work etc. in vogue in many Circles.

vi)      The works related to Rural Employment Guarantee Act now entrusted to the B.O.s.

vii)     The proposal of social security scheme for rural implemented by state Government like Bihar.

viii)    Verification of mobile phone Bills etc.

ix)     All other works related to Business Directorate.

x)       Collection of Telephone Bills at BO's.

xi)     Opening of New Accounts in SB.RD and MNRGE etc.

xii)         Norms for E. Post to other business posts.

xiii)       Any other item of work that is done on regular basis. i.e, actual work done like assistance to the staff, impression of date stamp on the bulk pass books, arrangement of forms, idle wait at the point of exchange of mails, while on duty at the office etc.,  

 

          All the above items are being carried out by the BPMs at BO's and other staff without taking in to account for fixing of their workload. Similarly the remittance from BO to A.Os has not been taken in to the time factor.

 

          It is therefore requested to evolve time factor for the above items of work and the points be fixed for computation of work load of the BPMs. Similarly whatever the new items of work instructed to the BPMs, the time factor may please be fixed at the time of its introduction.

 

          A line in reply about the action taken in highly appreciated.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at

revised rates with effect from 01-01-2010.

 

Sir/Madam,

 

Consequent upon grant of another installment of dearness allowance with effect from 01-01-2010 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No.1(3)/2010-EII(B), dated the 26th March,2010, the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01-01-2010. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 27% to 35%, on the basic Time Related Continuity Allowance, with effect from 01-01-2010.

 

  1. The additional installment of dearness allowance payable under this order, shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of January and February, 2010, shall not be made before the date of disbursement of TRCA of March, 2010.

 

 

  1. The expenditure on this account will be debitable to the Sub Head Salaries under the relevant head and should be met from the sanctioned grant.

Resolutions on Problems

The 6th All India conference in session at the historic place Amritsar, Punjab Circle from 21th   to 23th March, 2010 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement/improvement.  The following demands require urgent attention and immediate settlement:-

Grant of full trade union facilities to AIPEDEU

                The provision of trade union facilities is a genuine and long pending demand. At present very limited trade union facilities are available to the chief executives of AIPEDEU. Some effective mechanism should be provided to the chief executives to carry out the function of the union.

                The CCS (RSA) rules 1993 have been issued by the department of personal & Training. The issues of EDAs (Recognition of Association) Rules 1995 were issued by the department of Posts, in department of the D.O.P. & T., In this connection it is not out of order to mention that the GDS (Conduct & Employment) Rules 2001 also have been issued by the Department of Posts. Several amendments/provisions have been carried out or added to these rules to meet the requirements of the situation by the department.

                We therefore suggest and demand that full trade union rights and Privileges i.e., grant of Foreign service under the F.R. and S.R. to the Chief Executive be granted.

                Your effective intervention and initiation will be of great value and for that the entire Gramin Dak Sevak will be thankful.

SPECIAL DUTY ALLOWANCE

The 6th All India conference in session at the historic place Amritsar, Punjab Circle from 21th   to 23rd March, 2010 discussed at length various burning issues concerning GDS in N.E. Region unanimously resolves that the recommendations of Sixth CPC, "Department of Expenditure" issued orders in OM No. 11(5)2008-E.II(B) dated 29-08`-2008, regulating various allowances to the civilian employees posted in the States and Union Territories of North Eastern Region.  The most important factor for the consideration of the Committee was the risk and dangers involved in discharging functions and duties of the Civil servants in the said regions due to the prevailing insurgency.   Various facilities, concessions, and allowances were extended to the employees posted in the North East Region by virtue of the above cited order, one among them being the special duty allowance at the rate of 12.5 % of basic pay. Thereafter the Special Duty allowance was paid to the employees    working   in the region in the same atmosphere such risks and dengers at par with regular employees.  Therefore, the same Allowance or a similar may be extended to Postal Gramin Dak Sevaks also who are working in the region.

Resolutions on Problems

The 6th All India conference in session at the historic place Amritsar, Punjab Circle from 21th   to 23th March, 2010 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement.  The following demands require urgent attention and immediate settlement:-

Uttarakhand Allowance:- In 1966, the then communication Minister and the Director General of post and Telecom department have taken personal  initiative and an amount of Rs. Forty(40/-) per year was granted considering the need for purchase of warm clothes and shoes in view of the prevailing climatic condition.  The GDS working in Uttarakhand, Pitoragarh, Almora, Tehri Ghadwal and Chamoli are the places where the allowance is granted.  Even after a lapse of 43 years, since 1966, the allowance is not revised and the hardship of the GDS is inexplicable. An amount equivalent to the actual price of the clothes and shoes was geanted, at that time when the consolidated allowance of ED Agents varied from Rs.25/- to Rs.35/- per month was paid. This allowance was paid in September in the case of ED Agents who worked regularly for six months from March onwards. No other type of compensatory allowance is being paid to ED Agents working in other parts of the country.

 

            Gramin Dak Sevaks, like the whole-time departmental employees, are also subject to the vagaries of nature and are subject to similar hardships. If the whole-time employees, who continue to stay in such a place for years, are entitled to remote locality, hill compensatory, border allowance, etc. there is no reason to deny such compensatory allowance to ED Agents on the ground that they are locals. This Committee, therefore, recommends that the ED Agents should be granted the various types of compensatory allowances subject to the same conditions as are applicable to the whole-time employees. However, in that event, the Uttarakhand Allowance will have to be discontinued. In this regard we urge the administration to grant the Uttarakhand allowances at least Rs.6000/- per year which will be commensurate with the rate of present allowances.

           Provision of special amenities to the Gramin Dak Sevak working in odd situations in hilly areas:- Keeping in view the geographical and climatic condition of the country, the G.D.S. are working in a pitiable condition as compare to other employees of Govt. of India and they face much difficulties on account of odd climatic and geographical condition remoteness of areas, dangerous hilly routes of traveling, snow falls, land slides etc. A brief description of hardships faced by the employees is submitted as under and the proposals for redressal of the grievances are also noted against each.

Remoteness of areas: Most of the hilly areas are not so easy of access. These areas are generally spread over in remote corners of hills and high mountains much far away from Rail or Bus heads. The employees have to travel on foot. The essential commodities are rarely available and at a very high cost. No basic facilities are available there. The Departmental employees are compensated in the form of remote locality allowance/Border area allowance/Difficult area allowance, backward area allowance. But the E.D. employees (G.D.S) are deprived from the same. A provision of such risk allowance should also be made to the Gramin Dak Sevaks.

Grant of Naxalist Threat Area Allowance:   According to O.M. No. 2003/5/90-E.II (B) dated 27-01-93 of Ministry of Finance, the compensatory allowance shall be paid to Central Government employees during which he serves the tribal areas and the orders shall remain in operation up to the date of withdrawal of such allowance by the State Government.  Accordingly the allowance was in operation till 31-03-2002 and the postal officials were paid with Tribal Area Allowance.

After 31-03-2002, the State Governments like Maharashtra discontinued the payment of Tribal Area Allowance to their employees working in Chandrapur and Gadchiroli districts and granted Naxalist Threat Area Allowance at the rate of 15% of the basic pay subject to a maximum of Rs. 1500/- per month.

The same allowance has not been paid to the postal officials who are working in these and inaccessible forests and facing the horrified problems as in the case of State Government employees. The same is the position in respect of Andhra Circle, Jharkhand, Orissa,Chattisgharh, W.B. Circle and Karnataka the threat is visible.

Resolutions on Problems- Incentives to the GDS for promoting small family norms.

The 6th All India conference in session at the historic place Amritsar, Punjab Circle from 21th   to 23th March, 2010 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement. 

Incentives for promoting small family norms to the G.D.S.: A need has come to examine and extend the benefit of incentives for promoting small family norms to the Gramin Dak Sevaks. A period of about 63 years of independence of India this GDS employees are deprived of the benefits of the Govt. of India's National policy. We request you kindly to look into this matter personally and cause to issue necessary orders for grant of incentive equal to one annual increase to the eligible Gram Dak Sevaks so that we need not feel discrimination in this behalf.

 INCENTIVE TO GDS SPORTS PERSONS:- Presently GDS are recruited for sports proficiency mainly in the field of Kabaddi, foot ball, cricket, carom, volley ball, etc.  However after recruitment there is a grievance that the welfare of sports persons is neglected.  There are however very proficient persons in this field who are ranking at state and All India level and even some are at international level.  It is therefore suggested in order to encourage sportsmen, the following measures are proposed.

            1.         Suitable training schedule and time off.

            2.         Better equipment and sports uniforms.
           3.         Food and dieting allowance to sustain stamina, particularly weight lifters/body builders.
           4.         Better promotional avenues.

RESERVATION FOR PHYSICIALLY CHALLENGED PERSONS: There is already a Govt. notification to earmark 3% of vacancies for Physically Challenged persons in Department of Posts.  Very unfortunately it his is not being followed for GDS.  Hence it is urged that the administration must invariably follow the reservation of 3% and arrange filling up of this quota including back log for GDS at par with regular employees.

Resolutions on Problems

The 6th All India conference in session at the historic place Amritsar, Punjab Circle from 21th   to 23th March, 2010 discussed at length various burning issues concerning GDS and therefore urged unanimously for immediate settlement/improvement.  The following demands require urgent attention and immediate settlement:-

FLOOD ADVANCES; The Postal employees, especially the G.D.S. employees are spread over interior parts of the country side. Those in flood affected areas have lost everything, like other people. These Postal employees require help from the department of Posts. The states Government are trying to rush help to the affected people but these measure are proving to be too limited and too short to mitigate the misfortune. The Postal department, therefore, has to rush immediate help to its employees - help of immediate use and help for reconstruction of the property damaged by the floods.

Now the department is giving Rs.600/- for the employees affected by the flood.  We urge the dept. to raise the same to Rs.10000/ {ten thousand only}. This would help them for immediate rehabilitation.

Grant of advance to House Building for Gramin Dak Sevaks who lost their houses due to Natural Calamities like tsunami super cyclone and Earthquakes:-It was brought to your kind notice that the grant of House Building advance to those Gramin Dak Sevaks who lost their houses due to Natural Calamities like tsunami, super cyclone and Earthquakes in the country .The affected Gramin Dak Sevaks are working rural and remote area and they are economically very Poor, Exploited and downtrodden section employees in Department of Posts. Gramin Dak Sevaks in this conditions when Natural Calamities take place, Deportment cannot deny or ignore the possible helps from department to their Employees. The following necessary steps are required to be taken.              

Department could grant of HBA loans to Gramin Dak Sevaks without making any descrimination between departmental employees and Gramin Dak Sevaks.Deportment should issue salary certificates to Gramin Dak Sevaks if necessary to those applying for Housing loan.

Granting Certificates by the DDO to the GDS staff for taking loan from Nationalised Banks and Co-operative Banks. The Nationalised Banks and Central Co-operative Banks are interested to grant loans to the GDS staff provided necessary salary certificates for the GDS staff where as the DDOs have declined to grant such certificates in absence of specific rules of the Department despite the fact that the GDS staff are in the crying need of such loan for Marriage, and Educational   purposes of their children construction of small portions etc on the basis of their service security. As the GDS staffs have repaying capacity of loan from their wages as well as retirement benefits, the DDO can grant necessary certificates to the Banks.

Grant of Scooter/Motor cycle advance to Gramin Dak Sevaks staff:- This union would like to bring to your kind notice that the Scooter/Motor cycle advances are not granted to the GDSs. At present only cycle advance is granted to Gramin Dak Sevaks that too on allotment of funds to the particular divisions. At present two wheeler vehicles are commonly used by every one including Gramin Dak Sevaks.

Most of the GDSs are using vehicles for covering enormous area for delivery of letters, conveyance of mails etc, In many areas without the vehicles they can not perform duty effectively. But non eligibility for grant Scooter/Motor cycle advances to the Gramin Dak Sevaks, is causing a great problem to them. Most of the staff (G.D.Ss) are not having financial resources. This is need of time to make provision for grant of Scooter/Motor cycle advance to these servants
