AIPEDEU "enlarged meeting of the Central Working Committee".
NO, GDS/CHQ/01/CWC/2009 Dated: 21-01-2009 NOTICE Under the provisions of article 25 of the Constitution of AIPEDEU read with article 21 ibid notice is hereby given that an emergent meeting of the Central Working Committee of the union will be held from 11th to 12th February 2009 at In order that a larger representation and broader exchange of views is ensured, it is further proposed that this meeting be termed as "enlarged meeting CWC" and be attended by all Divisional Secretaries of this union is the country. It is clarified that while the CHQ will be making arrangements for food and stay of the attending members, the concerned Divisional unions will bear the T.A. expenses of the Divisional Secretaries. It is proposed to hold a massive march to Parliament on 13.-2-2009 to ventilate the resentment and anger of the Gramin Dak Sevaks over the treatment being meted out. Subject: - Report of Group of officers on G.D.S. Committees report.
Madam,
It has been reliably learnt that the Group of officers headed by Sri P.K. Gopinath as Chairman has submitted its report, which is not in keeping with the assurances handed out to us on 19.12.2008 as an agreement for withdrawal of the strike. It has come to the notice of this union that the Group of officers has done very minor patch—work or has applied very thin cosmetics on the report of the G.D.S Committee of Sri Nataraja Murti. This has created a very severe sense of resentment and anger in the G.D.S employees who feel to have been deceived. It has further been learnt that the pay scales, rate of increment and other allowances like HRA etc do not have the farthest relations with the full time counterpart employees. The rulings of the Hon'ble Supreme Court can not be disregarded in this way. A rule of law and Justice and not a rule of thumb should prevail in the case of G.D.S employees also.
A meeting of the Central Working Committee is being summoned to discuss and scrutinise the full report and a detailed analysis follows shortly.
We, therefore, request you not to take any unilateral and hasty action to push through unjust and discriminatory recommendation without consultation with us or the same will be counterproductive. We would further request you to ensure that this union and this union alone which is the legally authorized and recognised body to negotiate on the issue is consulted and none else who do not have any authority, right or recognition is the matter are allowed to mingle with and dilute the process or this attempt will be a larger stimulus to annoy the G.D.S employees.
Our detailed analysis with rock bottom of our requirement follows shortly.

Dear Comrades, The Group of officers headed by Sri. P.K. Gopinath has submitted its report to the Secretary, Department of Posts. We are trying to find out the details of the report and to obtain a copy there of. Comrades, you are aware that our demand is basic based on pro—rata or proportionate pay and allowance. We hope the Goup of Officers has done justice to it. Today we—myself, Com R. Vishnudevan, Circle Treasurer Tamilnadu Circle Union and Divisional Secretary, Srirangam and Com R.A.P. Singh—met Sri A.Raja, Hon'ble Minister for Communications & IT and urged that the assurances be caused to be implemented by in letter and spirit. The Minister gave a patient hearing and was positive is response. However, if the report of the Group of Officers is not in keeping with our demands and expectations, we shall have to carry forward our struggle with still more intensity and penetration. In case the orders are not issued by 20th February 2009, we shall have to resort to some action plan which should be more effective than the indefinite strike. If possible, we shall call an All India Convention or enlarged CWC to discus the entire things. If it is not possible, the CHQ will give a call, the details of which will be announced in time. Respected Sir,
This is in continuation of our letter of even No. dated 21-12-2008 on the above subject. You are aware of the entire developments. Yet we recapitulate the happenings in short.
i) Sri,R.S.Nataraja Murti, Chairman of the one man G.D.S. Committee, appointed as such despite all protest of the Gramin Dak Sevak employees and this union submitted a devastating report including abolition of about 52 thousand of Post Offices and abolition of about one lac Gramin Dak Sevak Posts rendering about one lac GDS employees jobless. You may kindly agree that this withdrawal of Postal services in rural areas would have generated wrath in the rural people.
ii) Finding the report totally damaging, retrograde and negative, and finding no response to our efforts. This union served notice of indefinite strike from 17.12.2008. There was no effort to find a solution to our demands, the strike took place. The strike was almost total which indicates the dissatisfaction amongst the GDS employees.
iii) It was because of the positive attitude adopted by you that the strike was called off on 19.12.2008 after an agreement was arrived at with the Secretary, Department of Posts, who also was very positive on that date.
iv) We addressed a letter to the Secretary, Department of Posts extending our thanks and requesting an early implementation of the agreement. Now we find with dismay that there is a deliberate tendency to delay the implementation. We donot know whether the Group of Officer's has submitted its report. But the delay is agonising and provocative. This is taxing the patience of the G.D.S. employees.
v) We are aware that the process of general elections may start any time around March 2009 and the code of conduct would be in place which would prevent the Government from implementing the
agreement, and this will lead to abnormal delay. In that case the dissatisfaction amongst Gramin Dak Sevaks would be enormous and the Gramin population will also be apprehensive that almost one third of rural Postal services are being withdrawn. The situation will not be awelcome one.
We, therefore, very respectfully urge you kindly to intervene and ensure that the assurances are implemented by 20th February 2009.

Respected Sir,
A kind reference is invited to our letter of even No. dated 22.12.2008 on the above subject in which we have expressed our hearty thanks to you for the affirmative action taken by you to end the strike and for an agreement. We had addressed a similar letter to the Secretary, Department of Posts, extending our thanks for the affirmative action taken by the Secretary. We have now received a letter signed by one Assistant Director General that the Department does not subscribe to our letter and a copy of our letter has been forwarded to Sri, P.K. Gopinath, Chairman of the Group of Officers for his views. We donot know why Sri P.K.Gopinath is being dragged here when the agreement was reached between the Secretary and our Union. The letter and spirit of the letter shows that it has not been written on direction from the high ups in the Postal administrative achelon. We are enclosing a copy of this letter No. 6-1/2008-PE I dated 14.1.2009.
Sir, we donot understand what part of our letter the Department does not subscribe to. It is not also clear whether the department is working out for a escape gate to back out of the agreement or whether some body in the department is unduly involving himself and trying to scuttle the agreement and peace and to create an atmosphere of confusion and confrontation. We, on our part stood true to our commitment and withdrew the strike forth with. Now, it is the turn of the Department to implement its part of the agreement.
We, respectfully, request you kindly to intervene and ensure that the assurances are implemented early and that confusion should not be created to delay the implementation.
We need hardly emphasise that the 2.8 lakhs of the Gramin Dak Sevaks are looking very impatiently to the implementation of the assurance and each day of delay creates a shadow of doubt and frustration which needs to be arrested.
We hope your honour will kindly intervene emphatically for early issue of order and in any way by the end of February 2008.

Subject: - Report of the G.D.S. Committee under Sri R.S. Nataraja Murti--affirmative action to end the strike of the Gramin Dak Sevak employees- implementation of assurances.
Madam,
We are surprised to receive letter No. 6-1/2008 dated 14.1.2009 which is rather vague and confusing. We are enclosing a copy of the letter for your ready reference. The language of the letter indicates that this has not been written under the direction of the high echelon of the administration. But the letter is doing enough damage to create an atmosphere of misunderstanding and confusion. There are two points in the letter which call for clarification and we discuss the same.
1) The letter says "The Department do not subscribe to what has been stated in the above letter of the union".
We not really understand what is meant by this word "subscribe". Does the department not subscribe to our sentiments expressed in the opening sentence of the letter which reads, "On behalf of 2.80 lacs of Gramin Dak Sevaks we sincerely thank you for your affirmative decisions which resulted in withdrawal of strike action and restoration of total normalcy and tranquillity"? Does the department not subscribe to the views that it was on account of your positive and affirmative action that led to the withdrawal of the strike action? Does the officer who has drafted and signed the letter mean to say that your approach was negative or that you wanted that the strike should continue? If this is the meaning of the letter it may be stated in clear terms.
Or, does the department not subscribe to the sentiments expressed in the second paragraph which reads, "Now the G.D.S. employees are looking forward to speedy implementation of the decisions and assurances dealt out in the meeting with you on 19.12.2008….? Does the department, according the letter, not subscribe to the plea that there should be an early implementation of the assurances given by you on 19.12.2008? Does the department want that there should be delay" in implementation?
ii) We donot understand why our letter has been forwarded to Sri. P.K. Gopinath the Chairman of the Group of Officers for his views. It was not Sri. Gopinath or the Group of Officers who arrived at an agreement with us. It were the Officers of the Department including the Secretary who dealt out the assurances. It were these Officers who signed the agreement document. We donot understand what does the department wants to present by forwarding out letter to Sri. P.K. Gopinath, Chairman of the Group of Officers. The assurances were given by you in the meeting and the implementation has to be ordered by you. We donto reall understand why Sri. P.K. Gopinath, Chairman of the Group of Officers has been dragged in between the agreement arrived at between you and this union. We donot understand what does your office want to achieve by unnecessarily involving the Group of Officers—an independent body, as far as the agreement with you is concerned – in the matter of assurances dealt out by you on 19.12.2008.
In case your office wants to go back on the assurances dealt out to the union representatives on 19.12.2008 we may be told in clear terms. In case the department wishes to drag its feet from implementing the assurances, in that case also we may be told in clear terms. We stand by the assurance that we gave in the meeting and we immediately withdraw the strike. Now it is upto you and the Postal Directorate to implement the assurances given by the Department.
We, very earnestly request you kindly to make the statement clear and plain so that no confusion of amguity is created.
We are forwarding a copy of this letter to Sri.P.K.Gopinath, Chairman of the Group of Officers to clear off any confusion that the letter under reference might have created.

Shri.Gopinath's Officer Committee has finalised its report on implementation of GDS Committee recommendations. The report likely on Monday the 19.01.2009. The Committee which had assured fair recommendations for implementation of the GDS committee, with possitive modifications, stated to have finalised its report on 16.01.2009. CONFEDERATION AND N.F.P.E DEFERRED INDEFINITE STRIKE FROM 20.01.2009 In the review meeting held on 15.01.2009 the COC and NFPE have decided to DEFER the Indefinite Strike. AIPEDEU was about to issue notice for joining the strike, action of solidarity and unity. |

Implementation of the agreement reached on 19.12.2008 in the background of the indefinite strike of the GDS employees.
GDS/CHQ/41/1/2009 Dated: 16-01-2009 To, Ms. Radhika Doraiswamy, Secretary, Department of Posts, Subject:- Implementation of the agreement reached on 19.12.2008 in the background of the indefinite strike of the GDS employees. Madam, The general G.D.S. employee has begun to feel that the implementation of the assurances and agreement reached on 19.12.2008 which was held in the light of talks of this union with the members of the Group of Officers on 18.12.2008, is being unduly prolonged. THE Group of Officers was expected to submit report by the first week of December 2008. It already more than a month after that schedule. We understand that the Group of Officers has since submitted its report. It would be proper that a copy of the report is made available to us also for our study and consumption. Now, it is time that action is taken immediately for implementation of the assurances including reference to nodal Ministries and to the Cabinet so that orders are issued well before the Code of conduct in view of next general elections are put in place. In this connection we would invite a reference to Dte letter No. 8/12/2008-SR dated 18.12.2008 in which it was intimated that this union will get adequate opportunity to present its views before the matters are processed and sent to Cabinet for approval. Accordingly, our views on final decisions and on Cabinet notes should be taken so that there remains an atmosphere of clarity and transparency. We, therefore, once again request you kindly to take early steps for implementation of the assurances and to ensure that orders are issued by the first week of February 2009. Madam,
The meaningful dialogue started and concluded by you on 19.12.2008 with fruitful assurances paved the way for the strike of the G.D.S employees that began on 17.12.2008, being called off and maintenance of an environment of tranquillity. We once again extend our hearty thanks to you. Vide our letter of even No. date 22.12.2008 we have submitted a gist of agreement that emerged during the dialogue. Now, the G.D.S employees are looking forward to an early implementation of assurances.
Madam, some forces not connected with the G.D.S employees are trying to create an atmosphere of confusion, and sabotage the joint efforts of the administration and this union to stimulate implementation of the agreement. An early step to implement the assurances and agreement will certainly frustrate the attempts of such forces and at the same time soothe and satisfy the patience and aspirations of the G.D.S employees who are restive to have the results.
We, therefore, request you kindly to take effective steps for early implementation of the assurances and issue of orders there on.

Sub; Productivity linked bonus for the year 2006-07 and 2007-08.
Ref; Your office letter No. 26-04/2008-PAP dated 15.10.2008, and 21.10.2008.
Sir,
Despite your positive intervention and orders in respect of payment of productivity linked bonus to G.D.S. employees, the G.D.S. employees are being subjected to pin-pricking and provocation. We would relate the issue in brief.
(i) The Department of expenditure, Ministry of Finance, vide O.M. No. 7(23)/E.III-A/2007 dated 10.10.2008 issued orders to raise the ceiling on pay for calculation of bonus from Rs 2500 to Rs 3500 to take effect from 1.4.2006 i.e from the year 2006-07 onwards. The enhanced ceiling is applicable to all those central Government employees eligible for payment of Bonus.
(ii) Similar orders were issued by the Government when the ceiling was raised from Rs 1600/- to Rs 2500 and the G.D.S. employees have been receiving bonus upto the chanced ceiling as they are covered by PLB scheme.
(iii) That the Department of Post issued a discriminatory order for raising the ceiling for regular Central Government employees only, though there was nothing like this in the orders of the Department of expenditure. This discriminatory orders created serious resentment.
(iv) Subsequently the discriminatory letter was ordered to be superceded and fresh orders were issued vide letter no 26-04/2008-PAP dated 21.10.2008 at the instance of the Secretary (P).
But in quite a few Circles the payment of bonus at enhanced ceiling to G.D.S. employees has been denied even though the letter dated 16.10.2006 restricting payment at enhanced rate only to regular departmental employees stands superseded. This is atrocious and provoking. We donot know how it is happening like this in some Circles.
We, therefore, request you kindly to cause instruction to be issued that bonus to G.D.S. employees are paid at the rate of enhanced ceiling of Rs. 3500/-.

Most respected madam,
Your sensitively towards the down trodden and specially he rural people has given us sufficient encouragement to address this letter to you craving your indulgence for the solution of the issues. We would explain the things in very short.
The Department of Posts appointed an one men Gramin Dak Sevaks committee on pay and allowances and other service conditions of the Gramin Dak Sevaks who provide Postal Services to the rural population under a recently retired bureaucrat, Sri R.S. Nataraja Murti. Sri Nataraja Murti submitted his report recommending abolition of over 50,000 rural Post offices and abolition of other several thousands of Posts and curtailment of pay and facilities of Gramin Dak Sevaks.
Since no response to several of the letters written by us was noticed, the entire 2,80,000 Gramin Dak Sevaks ventilated their resentment over such report by organising a three day long strike from 17.12.2008 Propelled by the constructive approach of the Hon'ble Minister for Communications & IT and Minister of State for Communications and IT as also by the meaningful dialogue by the Secretary Department of Posts, the Strike was called off on 19.12.2008 on fruitful assurances given by the Postal administration.
Now the entire employees are looking forward to the implementation of the assurances in which we feel, undue delay is occurring. Naturally, the simple Gramin Dak Sevaks are getting restive.
We, most respectfully, venture to request your godself kindly to intervene to cause early implementation of the assurances which will be a favour to the neglected down trodden postal employees called the Gramin Dak Sevaks.

Nataraja Murti came as cruel blow to the Rural Postal Services and the Gramin Dak Sevaks; and several of our letters failed to evoke any response from the administration. It was on account of your positive and constructive approach, as also the meaningful dialogue of the Secretary Department of Posts that the strike was called off and agreement was signed in an atmosphere of cordiality.
Now, the early implementation of the assurances is what all the 2 Lakh 80 Thousand G.D.S employees are looking forward to. The G.D.S. employees are residents of villages and are very innocent people. They have very high hopes in your Personal sentiments towards the G.D.S employees. Your active intervention will ensure clinching of the issues much earlier than what it would other wise take and any delay will naturally be a burden on the patience of the G.D.S. employees.
We, therefore, earnestly request you kindly to take necessary action to cause implementation of the assurances into action, for which the G.D.S employees will remain thankful.
