Negative and damaging report of the Gramin Dak Sevak Committee headed by Sri Nataraja Murthi.



Dear Comrades,



The cat has come out of the bags and the G.D.S. Committee headed by Sri Nataraj Murthi has submitted its report which is totally retrograde, negative and damaging. We furnish herewith the highlights of the report so that you may analyse the report, educate the members about the insensivity of the Committee and begin preparations for a decisive struggle. You will find that our apprehensions about the Committee under a bureaucrat have come true. You will also find that the Committee has consistently tried to undo the recommendations of Justice Talwar Committee which are actually the foundation stage for any Committee. The Committee has also tried to over-rule the decisions of the Hon'ble Supreme Court of India. The main points of the recommendation of the Committee are as follows;



Establishment & Posts.



(i) The Committee has recommended virtually abolishing the Posts of GDS stamp vendors, GDS Mail main and GDS Packers.


(ii) The Committee has recommended abolition, E.D.S.O's in urban area and down gradation as EDBO's in rural areas.


(iii) The Committee has recommended that review of all existing B.O's should be taken on distances population and income basis. The B.O's not meeting the requirements should be abolished. Strangely, the Committee has recommended that distance should be ascertained by radial measurement and not by road. This will lead to abolition of majority of B.O's.



Workers & Scales.



(i)The working hours will in the five categories, and pay-scale have been recommended accordingly

This means that in many cases, the Pay of BPM in second scale will be reduced.



(ii) The working hours of other G.D.S. employees have now been divided to three categories as below and scale fixed accordingly;

This means that in many cases the administration will manage the first scale to be drastically reduced.



(iii) The office maintenance allowance has been raised to Rs.100.



(iv) FSC – For PBMS –Rs 25 for others Rs 10/-



(v) In finalising the scales and Pay fixation the Committee has done the gravest and crudest injustice. The Committee has fixed the scales by on the basis of the following old scales;



(a) for EDMCs/ED mail Peons etc – Rs2550-3200


(where as the Sixth CPC has raised the scale 3050-4590 for the corresponding कातेगोरिएस)



(b) for EDDA/ED Stamp vendors – Rs 2750 – 4400


(While the sixth CPC has recommended scale of 3200-4900 for the corresponding categories)



(C) for EDBPMs/EDSPM the scale of 3200- 4900 ¼while the Pay scale of corresponding categories is 4000-6000.



(vi) The pay fixation has been done by multiplying the basic allowance (excluding 5% इन्क्रेसे by a factor of 1.74 and adding 40 percent of 2nd stage of the scale.



The sixth CPC recommendations have been implemented by multiplication by a factor of 1.86.



(vii) The committee has virtually recommended reduction of establishment and to managing additional work by grant of combined duty allowance. The combined duty will be 500/- for one job and Rs.1000 for two jobs. This means that if the post of EDDA or EDMC is abolished the BPM has to do the job he will get Rs 500/- as combined duty allowance and if both posts are abolished and BPM does both work in addition to his own, he will be paid Rs 1000/- as combined duty allowance.


(viii) The Committee has not recommended running scale.



Allowances;



The Committee has summarily rejected the demands of HRA,CCA, special duty allowance, hill allowance or any other allowance except DA. There can not be greater injustice than this.



Dearness allowance;



The Committee has recommended that separate price index should be prepared. Till then present price index will continue.



Promotion;



(i) The Committee has not recommended any assured career प्रोमोशन्स (अचप) the sixth Pay Commission has recommended three automatic promotions;



(ii) Regarding departmental promotions, the Committee has done severe injustice.



(a) Promotion to group 'D' – 75% from E.D. and 25% from casual labours by examination. Seniority promotion thus is rejected.



(b)Promotion to Postmen cadre; 25% from group 'D' 50% from ED+outsider. Preference will be given to ED.



Remaining 25 from outsiders only



(c) Promotion to Pas cadre; 25% from Postmen group 'D' 75% from outsiders. Unfilled vacancies of 25 percent departmental quota will only go to EDAs below 30 years of age and having 10+2 qualification.



Bonus; The ceiling for G.D.S. will be half that of departmental staff.



Retired benefits;



(i) EDAs to be retired on 62 years of age.



(ii) Gratuity; half month's pay for every completed year of service subject to maximum of Rs 60,000 Minimum service – 10 years



(iii) Severance amount; Rs 1500 for every completed year of service subject to maximum of Rs 60,000. Minimum service 10 years. (Rs 60,000 will be available only when service is 40 येअर्स)



(iv) No Pension; Contributory pension suggested. Employee will contribute Rs 200/- per month and pension will be decided on that. No contribution will be paid by government.



(v) No G.P.F; If the employee desired, he can open PPF account in Post Offices.



Leave; No casual leave, No earned leave. Paid leave for 20 days wil be granted which can be availed any time during the year. No carry forward.


Trade Union facilities;



(i) No trade union facilities as such.



(ii) Meeting at Divisional level – 3 monthly (instead of मोंथ्ली)



(iii) at Circle/ Regional level – 4 monthly



(iv) At Directorate level – 6 monthly.



(v) Second union will be recognised if membership 30,000. This is an attempt to over ride the rules.



The recommendations should take effect from 1.1.06.



Comrades,



You will find that the recommendations are totally unacceptable. We have to wage sustained struggle to culminate into indefinite strike. We shall seek the cooperation and held of NFPE and sister unions.



In the main time we call upon to organise the following programme of action;



(i) Observance of "Rejection Day" of the Committees report on 11.11.2008. Hold Meetings.Token burning of the report at ever Divisional/Circle/Regional head quarters.. All ED staff should send the following fax message to (1) Hon'ble Prime Minister (2) The Hon'ble Communication (3) Hon'ble Minister for State for Communication (4) DG (5) and send copy to M.P. of the area, preferably by hand.



"Reject Nataraja Committee's retrograde and damaging report into in present form; Request implement suggestion of the union.



Great resentment prevails. Struggle will intensify in case justice is not done.

NEW ORDER ON BONUS CEILING ISSUED BY DIRECTORATE TODAY IS REPRODUCED HEREUNDER

Dear Comrades! The new and revised bonus ceiling orders issued by the Directorate after the negotiations by the Postal JCA of NFPE and FNPO and GDS Unions with the Secretary [P] is furnished below. This revised order follows the same line as like two previous occassions when the ceiling was enhanced from 750/- to 1600/- and from 1600/- to 2500/-. As on both those occassions there was no problem for GDS to get enhanced bonus, this time also there shall not be any problem for GDS to get revised ceiling of 3500/- applied uniformly under the revised orders. Thanks to JCA NFPE, FNPO and GDS staff there full co-operation fore Struggle success. The new order is reproduced below:

HONOURABLE MINISTERS' FAX MACHINE COULD NOT TAKE THE LOAD OF FAX MESSAGES – HENCE COMRADES WERE FORCED TO SEND TELEGRAMS TO HONOURABLE MINISTERS.

 

Dear Comrades!

 

Postal JCA of NFPE and FNPO including GDS Unions has given the call for continuation of tempo through mass actions like Fast, Dharna, Demonstrations etc throughout the country. Accordingly in many circles powerful mass actions are being launched. The Headquarters is receiving information that Circles, Divisions, and Branches are launching different kinds of mass actions as per our call. We have received such encouraging reports from West Bengal - Assam - Ne - Orissa - Andhra - Tamilnadu - Kerala - Karnataka –M.P. Cirle – Bihar- Maharastra- Chattisghr –Jharkhnd so far. May be other Circles also holding programmes but all are requested to send immediate e-mail reports to NFPE & CHQs.

 

Once again all Comrades are requested to intensify the demonstrations – Dharna – Fast – Sending Telegrams to Honourable Minster of Communications & IT and Minister of State for Communications & IT.

 

Headquarters is also in receipt of information that some vested interests instead of organising the calls of the NFPE and Postal JCA are undermining the call. Some are reportedly propagating that already the Department has issued orders and we are unnecessarily organising these programmes. NFPE Headquarters request all comrades to ignore such rumour mongers and understand the seriousness of the situation. No decision has been taken by the Department of Posts yet to grant the enhancement of Bonus Ceiling of 3500/- to GDS. The matter is still undecided. Only after the return of Secretary [P] on Tuesday to India, the matter will be decided as to whether at the level of Secretary [P] the earlier negative order will be revised or the matter will go the Finance for approval. The Postal JCA is insisting that there is no need for the matter to be referred to the Finance but to be decided at the level of the Department of Posts itself. We will discuss with the Secretary [P] on Tuesday on her return from foreign.

 

Therefore maintaining the tempo at all India level is absolutely essential for winning justice. Once again all Circles / Divisions / Branches are requested to intensify the Programme of Action. Those Circles and Divisions which have not acted during so far are requested to immediately mobilise their members in mass protest actions from Monday.

PROTESET DEMONSTRATIONS – HUNGER FAST PROGRAMMES – SENDING FAX / TELEGRAM WERE SUCCESSFUL IN MANY CIRCLES – POSTAL JCA CONGRATULATES ALL OF THEM AND REQUESTS THEM TO CARRY FORWARD FURTHER AND HOLD THE TEMPO.

Dear Comrades! The Indefinite Hunger Fast today morning was inaugurated by Comrade Des Raj Sharma Former General Secretary P4. The fasting comrades were garlanded by Comrades Des Raj Sharma and Comrade R.A.P.Singh [Former General Secretary P3]. Hundreds of Postal Workers thronged the Fasting Pandal.

Negotiations were held with the Postal Board Member [P]. DDG [Estt] and Director [SR] were also present. Comrades K.Ragavendran [SG NFPE]; D.Theagarajan [SG FNPO]; K.V.Sridharan [GS P3] and S.S.Mahadevaiah [GD GDS] went for talks. Member [P] assured the delegation that all efforts would be taken seriously to get the clearance from the MOF for applying the Ceiling of 3500/- to GDS also. The Member [P] asked for a week time in moving the issue and getting the clearance.

The Postal JCA however decided to continue with the announced Indefinite Hunger Fast Programme. Letter were given to Honourable Minister of Communications & IT Shri. A.Raja and Minister of State for Communications & IT Shri.Jyotiraditya M.Scindia by the Postal JCA and GDS CHQ. We tried to meet the Honourable Ministers but we may get appointment tomorrow.

Dear Comrades,

The Department of Posts has done grave injustice and discrimination against G.D.S. employees by denying bonus at enhanced Pay Ceiling of Rs.3500/-. To fight this injustice we are sitting on indefinite hunger strike in front of Dak Bhawan from 16.10.2008.

Please organise protest rallies, Dharanas and hunger strike at all levels, especially at circle levels to undo the injustice. All Unions of Departmental employees – NFPE and FNPO are extending support to our struggle. Local leaders of NFPE & FNPO may be approached for similar support.

Respected Sir,

All Postal employees in the department of Posts including the Gramin Dak Sevaks ¼formerly known as Extra Departmental Agents½ are covered under productivity linked scheme of bonus. In the bonus formula the work and production of Gramin Dak Sevak employees are taken into account to compute total productivity and the G.D.S. employees are taken into account for computation of personnel to assess the percentage of productivity. Though the bonus paid to G.D.S. employees is termed as exgratia bonus it is based on productivity and both departmental and Gramin Dak Sevaks are covered under the same formula and scheme. There is neither separate scheme nor separate formula nor separate rule for bonus to G.D.S. employees. They are also liable to the same ceiling of Pay for calculation of bonus as any other employee. In short the G.D.S. employees are covered under the productivity linked bonus scheme.

The Government have increased the pay-limit ceiling for calculation ऑफ़ बोनुस टोरस 3500 from Rs.2500 vide Ministry of Finance, Department of expenditure O.M. No.7(23)/E.III-A/2007 dated 10.10.2008. This benefit has to be extended to the G.D.S. employees as well as per the scheme. But the bureaucracy in the Department as Posts has inflicted grave injustice and discrimination in the most callous way against the Gramin Dak Sevaks spread all over the country in the rural areas by issuing orders for payment of bonus on enhanced pay ceiling to so called Departmental employees only vide letter No 26-14/2008-PAP dated 15.10.2008.

This grave injustice has resulted in serious resentment in the three lac G.D.S. employees. We, in order to fight this injustice are compelled to launch country wide agitation and indefinite hunger strike from 16.10.2008.

The under signed along with other colleagues shall under take INDEFINITE FAST in front of Dak-Bhawan from 16.10.2008 till the injustice is settled.

We, therefore, request your kind honour to intervene effectively on behalf of the low ranking G.D.S. employees to erase this injustice.

Sub;-Treatment of strike period from 5.12.2000 to 18.12.2000
of the Postal employees as leave – case of Gramin Dak Sevaks.

Respected sir,

The news in the air is very thick – some web sites are also displaying it – that you have ordered that the period of general strike by the Postal employees from 5.12.2000 to 18.12.2000 be treated as leave due. It is a laudable decision which deserves laurels from the Postal employees. You have implemented your announcement in the convention of G.D.S. employees at Dindigul (T.N) in the month of October 2007.

But sir, the question about the treatment of the period in respect of Gramin Dak Sevak employees working in every nook and corner of rural India remains unresolved. We seek to explain the matter in short:

Gramin Dak Sevaks are entitled to ten days paid leave in two installments in a year- 10 days from January to June and another 10 days from July to December. This paid leave has to be availed within the concerned six-monthly period or is treated as lapsed, as this period is not allowed to accumulate. In short the G.D.S. employees do not have any leave due on 19.12.2000 for the strike period to be converted into.

In these circumstances, the question arises: what will happen to the G.D.S. employees? Shall the G.D.S. employees again be discriminated and remain bereft of the benefit of the benevolence shown by you. We feel that certainly the spirit of your decision is not like this and your intention certainly must have been that the benefits should percolate down to all sections of the Postal employees including the Gramin Dak Sevaks.

Therefore, we suggest that the G.D.S. employees may be granted special leave for 14 days which should be adjusted against the period of strike in accordance with your kind orders or some other mechanism may be found for the purpose. This will solve the issue on a short term basis.

In order that the long standing discrimination of G.D.S. employees by denial of due leave is rectified , it will be worthy of you sir, to order that leave at par with departmental employees is also granted to the G.D.S. employees with the facility of accumulation.

We, therefore, request you with all humility that the above suggestions be considered sympathetically, accepted and necessary orders issued that the discrimination against G.D.S. employees ends and they are not kept bereft of the benefits of your orders.

Sub: - Injustice being done to Gramin Dak Sevak employees – struggle to ward off the danger.

Dear Comrades,

The Gramin Dak Sevak employees have been & victims of grave injustice and naturally a sense of resentment and anger is mounting. The C.H.Q. is flooded with anxious calls regarding the report of the E.D. Committee headed by Sri. R.S. Nataraja Murti and the said committee is taking the entire lot of Gramin Dak Sevaks for a ride. On the other hand we have been making all efforts for early submission of the report. To misguide the GDS employees certain visted interests are trying to spread rumours and are floating false news. This is aimed at creating confusion among the G.D.S employees. We have to guard against the same and ensure rock-like unity and organisation to defeat the ill designs.

Comrades, we have reasons to believe that the G.D.S. Committee, which is taking unduely long time, wishes to exhaust our patience. Or, how could it be that the G.D.S. Committee is taking such a long time. If the 6th Central Pay Commission covering such vast and cross sections of employees including the armed forces and central reserve forces could submit its report well before the allotted time of 18 months, this Committee is taking such a long time. We have reasons to believe that the committee in aiming at drastically reducing the G.D.S. staff and thereby denying due Postal Services to the rural population. We need not overemphasise the fact that consequent on payment of NRGES wages and old age pension through in BOs Post Offices, the work load has increased enormously. Vacancies caused due to retirement etc are not being filled. The situation is grim. Further cut in number of staff will mean unbearable work load and cut in services to rural people.

In order to create a pressure on the concerned authorities and also in order to push back any attempt at staff cut, it is high time that we make sincere efforts with the elected representative of the area through the people we serve including Gram Panchayat functionaries, local leaders and other people that we are saved from the injustice.

We, therefore, call upon you to organise the following programme:-
1. Signature Campaign from 13th to 19th October, 2008. Collected from Gram Panchayat functionaries, local leaders and other gentry. The draft and proforma of the said campaign is attached. Additional copies may be zeroxed.
2. A Convention at divisional head quarters on 20.10.2008, where all signatures, parliamentary Constituency wise should be collected and forwarded to the M.P. of the area. Local leaders and functionaries should be invited to address the Convention where an approach paper (Draft enclosed) should be adopted. A copy the approach paper should be forwarded to the Hon'ble Minister for Communications and the Concerned M.P. of the area.
Comrades, we should remain prepared for still deeper's struggle in November/December 2008, in case the injustice continues or the G.D.S. Committee fails address the demands adequately.

We hope that the Programmes will be organised with all zeal and sincrity which should be a great success.
