Subject: - Grant of Dearness Allowance to the Gramin Dak Sevak employees of the Department of Posts.

Madam,

While the Sixth C.P.C has already submitted its report and Government orders for payment of pay and allowances at revised rates have been issued, our request for extension of similar benefits to the G.D.S employees does not appear to have borne any fruit. In the mean time as per the norms another instalment of D.A. have fallen due from 01.07.2008. In case of those employees, who are not in receipt of the Sixth C.P.C pay and allowances, the old pay and D.A. at old rates continues to paid. The G.D.S employees are such employees who still continue with the old pay and allowances.
As per confirmed statistics average twelve monthly indices of dearness (306.33 percentages over 1982 base) have crossed 104% Points – 104.40% to be precise. The last instatement of D.A. w.e.f 01.01.2008 was sanctioned on average 97 percent of D.A. indices. Hence dearness allowance at the rate of 7% have become due to be paid to the G.D.S employees

We, therefore, request you kindly to cause issue of necessary orders for payment of further dearness allowance of 7% to the G.D.S employees of the Department of Posts w.e.f 01.07.2008. In case of implementation of revised pay and allowances, at any time in future, the instalments D.A. paid between the date of effect of revised pay and allowances and actual payment including arrears are adjustable, and the instalalment of D.A. payable w.e.f 01.07.2008 will be adjustable against arrear payments.

We, sincerely, hope that you will kindly cause issue of orders for payment of D.A. at the rate of further 7% to the GDS employees.

WE demand for 'Immediate Submission GDS Committee Report with grant of Status and Pension'. The Nataraja Murti Committee is delaying submission of its Report and this may cause some serious problems for us if elections are declared. Urgency is there to get the Report early. And

'Enhancement of Bonus Ceiling for all CG Employees' to 3500/= as per the amended Bonus Act.

Subject: - Implementation of recommendations of the Sixth Central Pay Commission – extension of the benefits to the Gramin Dak Sevaks of the Department of Posts.

Respected Sir,

The report of the Sixth Central Pay Commission as amended by the Cabinet on the recommended by the Committee of Secretaries has been implemented. The CCS (R.P.) rules,2008 have been promulgated vide Gazette notification GSR 622 (E) dated 29.08.2008 orders regarding payment of Dearness Allowance and several other allowances have been issued vide menus mentioned below:

The orders regarding payment of pension and family pension also have been issued vide Department of Pension & Pensioners' Welfare OM no. 38/37/08-P&PW(A) dated 01.09.2008.

But a section of employees of the Department of Posts who are known as Gramin Dak Sevaks (GDS) are kept bereft of the benefits. Despite our full throated demand that the issues relating to the GDS employees be referred to the Sixth C.P.C a separate Committee under the Chairmanship of Sri R.S. Nataraja Murti was constituted. The Nataraja Murti Committee has not so far submitted its report.

The G.D.S. Employees serve the rural population by providing several postal services and other services like RPLI, N.R.E.G.A etc. The full work taken together justifies the extension of all recommendations of the Sixth CPC to the Gramin Dak Sevaks employees by regularizing them we have placed the demand before the Nataraja Murti Committee with full Justification. But the said committee has opted not to submit its report this time. While other employees will be enjoying the revised pay and allowances and getting arrears to celebrate the Pooja and Diwali festivals, the Gramin Dak Sevaks feel dejected and disappointed.

We, on behalf of about three lacs of Gramin Dak Sevaks of the Department of Posts crave your indulgence to utilize your good offices to ensure that the benefits of implementation of the Sixth C.P.C. report are extended to the GDS employees also.
